A meeting of the Southold Town Conservation Advisory Council was held Wed.,
December 9, 2015 at Down's Farm Preserve.
Present were: Doug Hardy, Acting-Chairman

CALL TO ORDER
The meeting was called to order at 4:35PM by Acting-Chairman Doug Hardy.
SPECIAL PRESENTATION
The CAC presented Lauren Standish with a gift as a token of their appreciation as the
secretary to the CAC.
OLD BUSINESS
Last month Jack McGreevy submitted a letter to the Supervisor and the Town Board
recommending that the CAC play a larger role in the protection of the town's natural
resources and the members agreed that they would like to participate in discussions
concerning Plum Island as well as storm-water management. Jack reiterated that the CAC

should have a broader and wider active role protecting the Town's natural resources.
Councilman Jim Dinizio reported that he presented the recommendations to the Town
Board on December 1st. He suggested the CAC receive training by the code enforcement
officer, the town engineer, and the chief building inspector. This training will be scheduled
for some time in February and March. It was also suggested that a Trustee be invited to
the monthly meeting in February. In the meantime, Jack McGreevy and Peter Meeker will
draft a "procedures" plan for the CAC to review in January. Once approved by the CAC it
will be presented to the Town Board for final approval.
NEW BUSINESS
Doug Hardy drafted a letter to the newly elected Trustees from the CAC to congratulate
and familiarize them with the CAC. It was agreed by all to delay sending the letter until
Chairman Peter Young was present.
APPROVAL OF MINUTES
Moved by Doug Hardy, seconded by Keith McCamy, to Approve the Minutes of November
10, 2015.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of PETER NATHANSON to install an in-ground
swimming pool 16'X 32' located 80' from edge of wetlands, 4.5' pool fence, drywell for
pool backwash, 3' of deck around proposed pool, and the installation of hay bales and silt
fence.

The CAC Supports the application with the Condition drywells are installed to contain the
pool backwash.

Motion Carried
Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of V. REGI WEILE for the existing stairs,
associated landings, and beach shed.

The CAC Supports the application with the Condition there is no toilet facility or plumbing
in the beach shed.

Moved by Keith McCamy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of PETER SAKAS to remove four (4) courses
of 8X 16' blocks-approx. 12'. Reinstall four (4) courses of 8X 16' blocks to existing footing.
Cottage is approx. 12.6'X 33.6' with a porch measuring approx., 7.6'X 19'.

The CAC Supports the application with an adequate wastewater treatment plan.

Motion Carried
Moved by Jack McGreevy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of EILEEN T. McGUIRE REVOCABLE TRUST
to construct an elevated, fixed timber dock (constructed with open-grate decking),
consisting of a 4'X 100' fixed timber catwalk (including a 4'X 12' inclined section at the
landward end) and a 4'X 12"T" section with ladder attached to the seaward end of the
catwalk; and clear and maintain a 4' wide path from road to proposed dock.

The CAC Supports the application with the Condition the new docking facility does not
impede navigation and the derelict dock is completely removed.
In addition, there is a serious stormwater run-off problem to the north of the north
boundary line of the property.

DISCUSSION AND RECOMMENDATION OF AMENDMENTS TO WETLAND PERMIT
AND COASTAL EROSION PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Jack McGreevy, to
TABLE the application of MARK D. KING to Amend Wetland Permit#8585 for the
demolition of the existing structure and foundation and construction of new as originally
approved and install a new sanitary system.
Located: 200 East Mill Rd., Mattituck. SCTM#106-4-5

The CAC Tables the application due to the untimely submission of the application. The
CAC requests the procedures are followed in accordance with Chapter 275-8(B)
Processing of Application.
Vote of Council: Ayes: All
Motion Carried
John Stein will attend the next regular meeting of the Board of Trustees scheduled for
Wed., December 16, 2015 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., January
13, 2016 at 4:30 PM to be held at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 5:45PM.
