HomeMy WebLinkAbout11/23/2015 Southold Transportation Commission Southold Town Hall November 23, 2015 Meeting Called to Order: 10:02 AM by Chairman Neb Brashich. Members Present : Councilman Bill Ruland, Frank Field, Town Engineer Jamie Richter, Chief Martin Flatley, Highway Superintendent Vincent Orlando, Planning Director Heather Lanza and Brian Cummings, Greenport Rep. Derryl Baumer, Margaret Brown and Tom Fox. Also Attending Mary Bess Phillips, Greenport Trustee and Nicole Smith, Suffolk Times. Minutes of October 26, 2015 A motion to approve the minutes was made by Margaret Brown, was seconded by Vincent Orlando and was carried. Commission Vacancy A resume from Daman Rallis in application to succeed Rona Smith was received by the Commission from the Town Clerk. EETC Update No meeting to report. Brief Review of Greenport Traffic Issues VGPT Trustee Ms. Phillips and Derryl Baumer discussed the critical traffic situation concerning vehicles attempting to access the North Ferry from Third Street. It was agreed that VGPT would develop an agenda for discussion with the Commission so that all of the concerned local interests and political leaders may be engaged in seeking resolution of that issue. Public Requests Safety Concerns at Route 25 and New Suffolk Avenue - Mattituck NYSDOT’s letter of October 8, 2015 replied to local residents’ concerns about the safety of blind pedestrians in that area. DOT reported that there was no record of any accidents which could be corrected by any changes in the currently installed and properly functioning traffic control devices. However, DOT also advised that it would increase the size of the “State Law-Yield To The Blind” signs located on eastbound and westbound Route 25 at the approach to the crosswalk. Chief Flatley will investigate the signage situation. Request for Stop Sign on Pequash Avenue – Cutchogue No response has been received to Neb’s letter of September 14, 2015 to the Fleet’s Neck Property Owners Association concerning its request for the installation of a stop sign on that roadway at the intersection of Northern Cross and Pequash Avenues. Bicycle Safety Sign Request - “Share the Road” - Town Wide There still has been no response to Neb’s letter of September 14, 2015, which replied to a Southold resident’s concerns about the safety of bicyclists on Town roadways and the launch of a “Share the Road” campaign. 1 Speed Limit Reduction Request on Skunk Lane - Cutchogue A concerned local resident’s letter of October 26, 2015 sought a reduction in the speed limit from 40 MPH to 30 MPH on Skunk Lane between Route 25 and Leslie Road and also the sought of signage for the 30 MPH request on Skunk Lane between Leslie Road and Nassau Point Road. Neb will advise the resident by phone that, as the Town of Southold’s total population is less than 50,000, the matter is an issue for the NYSDOT. Chief Flatley will place a speed capture device on that roadway to assess the situation. Parking Along First Street – New Suffolk thth On November 13, Neb responded to Tom Wickham’s email of November 6 on behalf of the New Suffolk Waterfront Fund concerning that issue. Neb suggested that as this issue has not been before the Commission, NSFW should send an official letter to the Supervisor and Town Board requesting a review of the problems associated with that roadway. Jamie and Chief Flatley will check code for guidance and Superintendent Orlando suggested that signage may alleviate the situation. Delineation of Parking Spaces, Boisseau Avenue - Southold On November 2, 2015, the owner of The Ink Spot reported a dangerous hazard resulting from vehicles parking “front in” in way of his curb/sidewalk. He requested marking of the roadway at his location to prohibit vehicles from blocking his driveways. Superintendent Orlando will investigate the matter and Neb will advise the owner accordingly. Supervisor & Town Board Requests Laurel School Traffic - Pending Site Ownership Determination No report has yet been received from NYSDOT. Two Additional Signage Requests on Love Lane - Mattituck A Jamesport resident has requested that a “Stop for Pedestrians” be installed in way of the crosswalk on Love Lane. Superintendent Orlando observed that the roadway at that location is too narrow to allow for such signage. A Mattituck resident has requested the placement of signage prohibiting “U” Turns on Love Lane. Chief Flatley observed that more enforcement of traffic laws on that roadway would help to alleviate that problem. Request for a Traffic Study at Route 25, Old Sound Avenue and Love lane - Mattituck The Mattituck-Laurel Civic Association has written to NYSDOT requesting a traffic study at that location during the June-October period. Heather Lanza suggested resubmitting TIGER grant request to fund that proposal. Current Transportation Issues - Updates Southold / Greenport Bus Shelters Neb advised that SCDPW advised today that funding for only two shelters would be available. One shelter would be placed in Southold and another at a location to be recommended by Project Bus Shelter. Moreover, NYSDOT has advised that the shelters may only be placed on DOT’s right of way or on private property. The remaining shelters will be subject to funded by the DOT. It was suggested that SCDPW and NYSDOT be invited to survey the intended sites. 2 Orientation / Interpretive Signage Project – Town Decision Neb reported that the project is approaching conclusion. Four-Way Stop Sign Request on Pike Street at Wickham Avenue - Mattituck In response to the Mattituck – Cutchogue UFSD’s letter of June 16, 2015 to Superintendent th Orlando concerning the above request, Neb’s letter of November 6 advised that the Commission did not support its request given the presence of a school crossing guard during the school day. However, Councilman Ruland reported that while MCUFSD has received Neb’s letter, it nonetheless continues to press for a crosswalk design. Superintendent Orlando advised that crosswalk warning signs in both directions should suffice. Planning Board Requests Town Comprehensive Plan The issuance of the Transportation & Infrastructure Chapter has been delayed until 2016. Proposed Site Plan – The Heritage at Cutchogue Planner Brian Cumming provided an updated proposed site plan for the development. A special meeting of the Commission will be scheduled in January 2016 to further discuss the matter. (See below Old Business None New Business None Next Meeting There will be no December meeting. A special meeting will take place at 10:00 AM in the conference room at Town Hall on January 11, 2016 to discuss the Heritage proposal.
