Chairman’s Comments  There were no chairman’s comments. Public Hearing 3:15 PM  260 Horton’s Lane, Southold Proposed alterations to a (SCTM# 1000-61.-1-3.1). structure on a landmarked property in the Southold Historic District; Gerald Lang, owner. Mr. Lang had previously received an administrative permit for limited repair work o on the building. This public hearing was for additions and alterations to the south side of the building (new windows, restore original back porch) and the west side of the building (remove vestibule and restore original front porch). Commissioner Parker asked to see window specifications, which Mr. Lang o provided to the group. Mr. Lang presented an alternate plan for the south side which included a “roll up” o door where the original front porch was. He explained that this alternate plan would help him market the property as a restaurant or café. Commissioners explained that they would only be able to approve one plan, not o two different plans, and recommended the original porch restoration plan be approved. Mr. Lang was told that if he or a potential buyer wanted to request approval for o the roll up door, a new application would have to be made. Based on the plan submitted during the public hearing, dated November 17, o Resolution #11.17.15.1 was passed unanimously on a motion by Commissioner Grathwohl, seconded by Commissioner Parker. Pre-submission Conference 3:30 PM  Prudence Wickham & Dan Heston (Salt Air Farm LLC) regarding the proposed 1535/1555 New Suffolk Road, Cutchogue relocation of an existing barn structure at (SCTM#109.-7-10.5). The applicants are proposing to remove a portion of (built later) and move an o existing historic barn structure on their farm property. The applicants explained that the way the barn is currently situated; they cannot o utilize it as needed. The applicants are proposing a poured concrete foundation and will use bricks o from the existing foundation, which is currently in disrepair. Commissioner Surchan agreed to be the project “buddy” and will visit the site o with Commissioner Parker. The applicants are using a barn expert from Vermont for the project. o Old Business Community Outreach (Continued Discussion)  Commissioners discussed a recent talk given by Vice Chair, Anne Surchin, regarding preservation, as well as an exhibit at the Cutchogue library curated by Mariella Ostroski which featured before and after photos of historic buildings. Commissioners agreed that both would work for HPC presentations being considered for the future.  Commissioner Grathwohl also announced that he was invited to a luncheon, sponsored by the Suffolk Times featuring a discussion on electronic reporting and advertising. He suggested that this would be a good way to connect with the local media for future stories about preservation. Commissioner Surchin agreed to attend the event.  Commissioner Grathwohl presented a letter that he drafted to be sent to landmark property owners once they completed work on their historic structure. It was clarified by Commissioner Webb that the letter should be sent to those o individuals who owned property that was not on the landmark registry, but did work to their historic home in keeping with the HPC mission. Commissioner Grathwohl agreed to revise the letter to reflect that. o It was also agreed that each commissioner would come up with five nominations o for receipt of those letters.  Commissioners further discussed a plan to meet with HANFRA representatives at a spring breakfast regarding historic preservation in Southold Town at the organization’s spring breakfast. Commissioner Surchin agreed to follow up. Mile Marker Restoration Project (Continued Discussion)  Commissioner Grathwohl explained that he was working with Zach Studenroth to come up with a date for a press conference/unveiling of new signs. Chairman Garretson agreed to coordinate the press conference with Southold Town Supervisor Scott Russell and Mr. Studenroth. New Business Bertault Barn  Administrative Assistant Damon Rallis presented the commissioners with amended plans related to the relocation of the Bertault barn at 95 Navy Street, Orient, (SCTM #1000-26-1- 12.2). The only change to the plan was the addition of required flood venting into the foundation. Commissioners agreed that the changes did not justify an amended application to the HPC.  Furthermore, the status of the project, particularly the removal of the barn’s roof, was discussed following a complaint to the building department. Administrative Assistant Damon Rallis explained that after a site visit, the building department determined that the barns roof was taken apart and stored properly.  Commissioners agreed that this was part of the project and did not need to be discussed further. They also noted that the original approval allowed for parts of the roof structure (when necessary) to be replaced in kind. Procurement Policy  Administrative Assistant Damon Rallis explained the town’s procurement policy to the commissioners following the purchase of both the Mile Marker signs and the signs that th were used on the HPC float during the 375 Anniversary parade. He noted that the commission had not followed the town’s policy for both of those purchases.  Commissioners agreed not to move forward with any purchases or expenditures, in the future, without allowing the administrative assistant or the town’s accounting department to review the expenditures first.
