Dear Mr. Cummings,
At your request, on behalf of the Town of Southold ("Town"), CityScape Consultants,
Inc. ("CityScape") in its capacity as telecommunications consultant for the County, has
considered the merits of the above referenced application submitted by SMSA Limited
Partnership d/b/a Verizon Wireless ("Applicant") to add equipment to an existing one hundred
ten (110) foot concealed (slick stick) tower, owned by Crown Castle. The tower is located at
9245 Main Road, East Marion, see Figure 1.
Support Structure&Equipment
This application will allow Verizon to improve its LTE/AWS service in the immediate
area. It will also alleviate capacity issues for the adjacent Verizon sites, which will provide
faster and more reliable service for its customers. The application herein proposes to install three
(3) multi-band panel antennas, three (3) signal diplexers and twelve (12) 7/8" coaxial cables.
This equipment will all be entirely concealed within the outer shell of the structure. These
modifications to the tower equipment will occur at the ninety five and a half(95' 6") foot level,
Appendix, Exhibits A &B.
Under the Middle Class Tax Relief and Job Creation Act of 2012 ("The Act") any
personal wireless facility collocation, modification or upgrade may qualify for streamlined
processing. Furthermore, under Section 6409(a) it can qualify for administrative approval if the
request meets six criteria, most notably (1) it does not increase the structure height by 10% or 20
feet, whichever is greater, (2) it does not increase the structure width by 20 feet and (3) it does
not require any excavation outside the existing ground compound. Section 6409(a) further states
that if an application meets the criteria, the application should be approved and not denied.
CityScape has determined this application complies with the Act and should be approved.

Structural Analysis
The Applicant submitted a structural analysis ("SA"), prepared by Paul J. Ford &
Company, dated October 23, 2014 and based on ANSI/EIA/TIA-222-F standards. The report
summary indicates that with the upgrades, the tower is still within its design limits, see Appendix,
Exhibit C. Specifically, the tower with the existing and proposed equipment will have a stress
rating of 83.4%while the base (foundation) rating will have a stress rating of 72.4%. It is noted
that the previous SA (GPR Group, 12/13/2012) listed a much lower rating, a difference that
seems to account for more than just the equipment being proposed herein. Comparison of that
SA reveals that it may not have included all the appurtenances on the structure at that time.
Thus, the rating would be higher, narrowing the gap between values for the two SAs.
The referenced facility and tower has been designed, constructed and continues to be
operated by the Tower Owner and professionals with expertise in telecommunications site design
and construction. The facility has been designed to maximize the use of telecommunications
facility and will have the capability to provide space for future collocation opportunities.
The submitted application conforms to the requirements of Town codes and State of New
York wind codes and structural integrity. Therefore, it is Cityscape's recommendation that the
Town approve the application with the following condition:
All feed lines shall be installed within the concealed structure and all access ports shall be
concealed to prevent animal/rodent entry.

integrity of the above mentioned tower. This analysis has been performed In accordance with the Crown Castle
Structural 'Statement of Work'and the terms of Crown Castle Purchase Order Number 719109, In accordance
