The dates of completion are inserted in bold in the approved list of topics,also cited below.Please note this information in each of the Board members files,as required.Thank you. 2015-343 CATEGORY: Appeals DEPARTMENT: Town Clerk 2015 Annual Training Zoning Board of Appeals Southold Town Meeting Agenda-April 7, 2015 Pg 29 RESOLVED the Town Board of the Town of Southold hereby authorizes and approves the Southold Town Zoning Board of Appeals training proposal entitled "2015 Required Annual Training Seminars" as sufficient to satisfy the training requirements for Zoning Board of Appeals officials pursuant to Town Law Section 271 (7) (a-d). ZBA 2015 Training Proposal 1. 2015 Case Law Update—An overview and summary of legal determinations involving special permits, use variances, area variances and nonconforming uses that have been rendered by the various courts of New York State. Training will be approximately 2 hours, Presented by Assistant Town Attorney Kiely Completed Oct. 1, 2015(1 hour) Nov. 5, 2015 (1 hour) 2. Understanding Town Law 280-a. The Zoning Board regularly makes decisions about properties that are accessed by rights of way, easements and private driveways and roads.This training will explain the legal requirements for all properties and buildings to have and maintain safe and continuous access for emergency vehicles for fire and police protection, particularly as the law applies to the work of the Board of Appeals. Training will be approximately 30 minutes, Presented by Town Engineer Jamie Richter. Completed August 6, 2015 3. Chapter 236 Stormwater Management—The Board of Appeals must assess potential adverse environmental impacts in granting or denying variance relief. Moreover, every month all Board Members conduct individual site inspections of each application scheduled for a public hearing. This training will review stormwater management requirements and controls, how to look for illegal discharges when conducting site inspections, and explain best management practices designed to control site runoff. Training will be approximately 30 minutes, Presented by Town Engineer Jamie Richter Completed August 6, 2015 4. Jurisdiction of the Board of Town Trustees-The Trustees regularly share concurrent jurisdiction with the Board of Appeals on applications by property owners. This training will provide background on the work of the Board of Town Trustees including history and jurisdiction, Chapter 275 (Wetlands) and Chapter 111 (Coastal Erosion) of the Town Code, shoreline and in- water structures, permitting procedures such as pre-submission conferences and public hearings, and standards for issuance of permits. Training will be approximately 1 hour, Presented by Trustee President John Bredemeyer. Completed July 2, 2015
