Box 1179 Southold, NY 1197~i February 23, 2000 Dear Mr. Goehringer: On February 18, 2000 we completed a site inspection at 29315 Main Road, Orient, known as the Dr. Vallo Benjamin Project. The roof of the house is fiat and we were not able to determine where surface water runoff is directed. There were no visible gutters and downspouts. It is believed to be directed into drywells. The ground from the bluff top slopes away from the bluff face so there is no danger of surface runoff causing damage. Annual weeds, dense vines and some trees are present on the bluff face. The weeds and vines have been cut back across the upper portion of the bluff. There are some cut logs and stumps left on the bluff face. It is recommended that the debris of the trees be removed and that the vines and weed cover be left in place. Other existing trees on the bluff face should also be cut down to their bases and removed, leaving their root systems intact. On the east side of the property leading down the bluff face appears to be an old ravine that has a stairs built into the ground using four by fours in a terrace effect. Along the side slopes of the ravine there appears to be little vegetation. It is recommended that the slope be planted to salt and drought tolerant grasses, vines and shrubs such as 'Cape American Beachgrass', Virginia Creeper and Bayberry. The landowner may contact us for Plant Materials Specification Sheets and a List of Suppliers. On the beach there are two jetties which appear to be formed naturally by glacial erratics. There are also many rocks and boulders on the east side of the bluff toe acting as riprap protecting the toe of the bluff. It appears that the bluff is relatively stable at this time. RIVERHEAD COUNTY CENTER 300 CENTER DRIVE, ROOM N-210 RIVERHEAD, NY 11901 -2- On the west side of the house where the pool and deck are proposed, the ground is relatively flat. The slope is away from the bluff towards the south and west. There doesn't appear to be any problems with the location of the pool and deck, however, pool water discharge should not be allowed to be directed over the bluff face. The board made the following findings and determination: By this application, appellant seeks approval of access over a private right-of-way at the north side of the Main Road (State Route 25), which right-of-way is shown to have a width of 10 feet, extending from a point at the southeasterly corner of other premises of the applicant (Kyrkostas), northerly a length of 1647.31 feet to the premises in question (3.136 acres). After inspection and investigation, the board finds that this right-of-way is the only legal recorded access to the premises in question. The premises in question contains an area of 3.136 acres as shown on survey dated June 6, 1967 by VanTuyl & Son, L.S. and is more particularly identified as County Tax Map District 1000, Section 013, Block 02, Lot 004. For the record it is noted that the property to the west of this right-of-way is a pending major subdivision entitled, "Hill Crest Estates at Orient; and it is noted that along the easterly side of the subject right-of-way, there is a 25'-wide right-of-way owned now or formerly by Harrison Demarest, Sr., but over which the applicant herein does not have a legal access.
