Re: Weland 'Application Recommendations The following recommendations were made by the Southold Town CAC at its meeting held Thursday, June 14, 1990 at Southold Town Hall: On a motion by Bruce Loucka, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 3-3-90-99-4-1 submitted by Permit Research and Acquisition Co for Carey Tank Farms to demolish Carey Tank Farms (above ground petroleum tank storage), demolition of three (3) 250,000 gallon tanks and three (3) 100,000 gallon tanks, and two (2) 20,000 gallon tanks. The CAC approves provided that during the course of removal, nothing is allowed to enter the creek, or groundwater and that any connecting lines or plumbing be removed also. Luthers Road, Mattituck Vote of Council: Ayes: All Motion carried. Ona motion by John Holzapfel, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 5-1-90-115-17-6.2 submitted by Bookmiller Realty on behalf of Brent Bookmiller to construct a single family dwelling, well and associated sanitary system. The CAC approves provided all runoff be contained on property (hay bales, 'filter cloth, etc.), gutters, downspouts, and drywells be installed and a 45' native vegetation buffer be maintained. The4`suggests applicant site the house as closer to the road, as much as zoning will allow. Deep Hole Road, Mattituck Vote of Council: Ayes: All Motion carried. On a motion by Bruce Loucka, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 5-3-90-117-5-31 submitted by John H. Geideman on behalf of Joseph Fudjinski to excavate to create a small boat basin (pleasure craft), and Z spoil on owner's land close to site. The CAC recommends disapproval because no need is shown for this project. The project would result in the removing of wetlands, dredging would destroy the whole waterfront area by his property and damage would occur to the wetlands. The Council suggests the applicant instead submit plans for a dock and catwalk. Foot of Fifth Street, New Suffolk Vote of Council: Ayes: All Motion carried. r -.. Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a proje or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequer ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determir significance may have little or no formal knowledge of the environment or may be technically expert in environment: analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affectin the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determinatic process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic projec data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provide guidance as to whether an impact is likely to be considered small to moderate orwhether it is a potentially large impact. The form also identifies whether an impact can be mitigated/..or reduced.ko Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used evaluate whether or not the impact is.actually important. The project will not result in any large andimportant impact(s) and,.therefore, is one which will not have a significant impact on the environment, therefore a negative declaration'will be prepared. ❑ B. Although the project could have a significant effect on the environment, there will not be a significant effect for this Unlisted Action because the mitigation measures described in PARTS have been required, therefore a CONDITIONED negative declaration will be prepared.` ❑ C. Assuming that the above is correct , New Suffolk Shipyard has no objections to the proposed work. However , if our interore, tation of the drawing is incorrect or if there aria any changes requiring further extension into School House Creek, we request an opportunity for further review of the project .
