If project design modifications take place after permit issuance, the permittee shall submit the appropriate plan changes for approval by the Regional Permit Administrator prior to undertaking any such modi- fications. The permittee is advised that substantial modification may ~equire submission of a new application for permit. All necessary precautions shall be taken to preclude contamination of any wetla~nds or waterway by suspended solids, sediment, fuels, solvents, lubricants, epoxy coatings, paints, concrete, leachate or any other environmentally deleterious materials associated with the project work. H. Amy failure to comply precisely with all o~ the terms and conditions of this permit, unless authorized in writing, shall be treated as a violaticn of the Environmental Conservation Law. I.
