Weland Application Recommendations The following recommendations were made by the Southold Town CAC at its meeting held Thursday, June 14, 1990 at Southold Town Hall: On a motion by Bruce Loucka~ seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations off Wetland APplication No. 3-3-90-99-4-1 submitted by Permit Research and Acquisition Co for Care¥ Tank Farms to demolish Carey Tank Farms (above ground petroleum tank storage), demolition of three (3) 250,000 gallon tanks and three (3) 100,000 gallon tanks, and two (2) 20,000 gallon tanks. The CAC approves provided that during the course of removal, nothing is allowed to enter the creek or groundwater and that any connecting lines or plumbing be removed also. Luthers Road, Mattituck Vote of Council: Ayes: All Motion carried. On a motion by John Holzapfel, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 5-I-90-115-17-6.2 submitted by Bookmiller Realty on behalf of Brent Bookmiller to construct a single family dwelling, well and associated sanitary system. The CAC approves provided ail runoff be contained on property (hay bales, filter cloth, etc.), gutters, downspouts, and drywells be installed and a 45' native vegetation buffer be maintained. The;:'suggests applicant site the house as closer to the road, as much as zoning will allow. Deep Hole Road, Mattituck Vote of Council: Ayes: All Motion carried. On a motion by Bruce Loucka, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 5-3-90-117-5-31 submitted by John H. Geideman on behalf of Joseph Fudiinski to excavate to create a small boat basin (pleasure craft), and place spoil on owner's land close to site. The CAC recommends disapproval because no need is shown for this project. The project would result in the removing of wetlands, dredging would destroy the whole waterfront area by his property and damage would occur to the wetlands. The Council suggests the applicant instead submit plans for a dock and catwalk. Foot of Fifth Street, New Suffolk Vote of Council: Ayes: Ail Motion carried. The question of whether an action may be significant is not a[ways easy to answer. Frequen Iy, there are aspects of a project that are subjective o[ unmeasureable, It is also understood that those who determin significance may have little or no formal knowledge of the environment or may be technically expert in environmen[a analysis, In addition, many who have knowledge in one particular area may not be aware of the broader concerns affectin the question of significance· The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determinatio~ process has been orderly, comprehensive in nature, yet flexih[e to allow introduction of information to fit a project; or action Full EAF Components: The full EAF is comorised of three parts: Part 1: Provides objective data and information about a given project and its site, By identifying basic projec data, it assists a reviewer in the analysis that takes place in ?arts 2 an~f 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action· It providm guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially large impact· The form also identifies whether an impact can be mitigated or reduced. Box t 179 Southold, New York 11971 FAX (516) 765-1823 TELEPHONE (516) 765-1801 March 14, 1990 John M. Bredemeyer, Ill, President Board of Southold Town Trustees Southold Town Hall Southold, New York 11971 Dear Jay: Your letter relative to the wetland permit for operations on the site of the Carey Tank Farm is being submitted to the Town Board for their discussion at the March 27th Work Session. In the meantime, the Town Board engaged the services of H2M to prepare an Environmental Assessment Report on this property, and I am attaching pages 15-17, Conclusions and Recommendations, from that report which reads in part, "Removal of the eight storage vessels would have to be conducted in the presence of an inspector from the NYSDEC or SCDHS." If you would like a complete copy of the abovementioned report, please advise and we will make you a copy. Very truly yours, Judith T. Terry Southold Town Clerk Attachment Elevated concentrations of benzene (35 ug/1), ethylbenzene (12 ug/1) and total xylenes (283 ug/1) were found in a downgradient monitoring well (MW 2). Toluene (17 ug/1) and total xylenes (65 ug/1) were also found in monitoring well no. summarized in Table 3 discharge standards xylenes are 5 ug/1. Groundwater samples from monitoring well no. 14. Volatile organic results are (see Appendix B). NYSDEC groundwater for benzene, ethylbenzene and total 18 were also analyzed for arsenic, barium, chromium, lead, mercury, selenium and silver. reports 4 and no. cadmium, Laboratory for these parameters are included in Appendix C. 9 - CONCLUSIONS AI~D RECOM/4~lqDATIO~S Based upon our visual observations, PID screening and laboratory analysis, there is evidence of serious soil and groundwater contamination at Carey Tank Farms. Petroleum hydrocarbon contamination of soils extends throughout the southwest quadrant of the site. Laboratory results from this study show e~evated concentrations of petroleum hydrocarbons in the petroleum loading area and adjacent to storage vessels nos. 1 and 2. The concentrations of petroleum hydrocarbons in this area would ~warrant remediation according to NYSDEC informal cleanup guidelines. 15 Groundwater quality has also been impacted by past on- site activities. Two contained concentrations and xylenes in excess discharge standards. Exposure to liability for the Town of potentially be very high by purchasing Cary downgradient monitoring wells of benzene, toluene, ethylbenzene of current NYSDEC groundwater Southoid could Tank Farms at this time. Removal of the eight storage vessels would have to be conducted in the presence of an inspector from the NYSDEC or SCDHS. Any contamination uncovered during tank removal would have to be excavated and properly disposed of along with the contamination previously identified in this report. Costs for remediation could significantly impact the property's value. We recommend that the Town of Southold request that the current owner remove all petroleum storage vessels and equipment from the site. Additional study should be conducted to delineate the vertical and horizontal extent of contamination. We also recommend that soil samples be collected from beneath laboratory analysis. should be installed on each petroleum storage vessel for In addition, several soil borings site to further assess the need for remediation. The petroleum hydrocarbon contamination in the southwest quadrant should also be removed and properly disposed of at this time. All work should be conducted by a licensed contractor. 16 Until the petroleum hydrocarbon contamination is further defined and removed from the site, it is our opinion that significant evironmental liabilities may be associated with the Carey Tank Farms.
