LOCATION:SCTM ~1000-115-12-3 REASONS SUPPORTING THIS DETERMINATION: 1. An on site inspection has been conducted by the Board of Trustees. 2. An environmental assessment, submitted by the applicant and reviewed and completed by the Board of Trustees, has indicated that no significant adverse effects to the environment are likely to occur should the pro~ec~ be implemented as planned. cc: CAC Page 3 ~- trucked in from an upland source, Applicant also proposed to reconstruct stairs and iandings which, along with the bluff, had been damaged during the past winter storms, The Council recommends disapproval of the bulkhead because the house is not in jeopardy therefore the bulkhead is not warranted; there is no policy for bulkheading along the Long Island Sound and although there is no established policy the long range effects of bulkheading along the Sound must be considered. The Council approves the stairs and landing. 505 Soundview Avenue, Mattituck Vote of Council: Ayes: All Motion carried. Box 447 Quogue, NY 11959-0447 Re: F-93-355 U.S. Army Corps of Engineers/NY District Permit Application - William Edgett Town of Southold Request for Additional Information Dear Mr. Just: Pursuant to 15 CFR 930.58, the following data and information is necessary to enable the Department of State to adequately assess the coastal zone effects of this proposed project. 1. Please submit an indication of various depth throughout this portion of Deep Hole Creek? The proposed catwalk may be reduced in length and continue to afford adequate depths for the proposed vessel. Please comment. 2. According ro the USGS topographic sheet which contains this section of Deep Hole Creek, the creek narrows as the result of a perdnsula (Lupron Point Road). How would this proposed dock/ramp/float affect public access through this narrow section of the creek? 3. As depicted within the enclosed photographs, it appears that tidal vegetation does not presently exist in the area of the proposed dock. Does a path already exist through this highly productive wetland area? If so. would the catwalk be constructed above this path? In this manner, ao additional wetland vegetation would be affected by the proposed construction. Pursuant to 15 CFR 930.60(a), the review of your consistency certification will begin after we receive and determine that the necessary data and information ts adequate to assess coastal zone effects. Mr. Glenn E. Just Page2 Any additional information which you believe will facilitate our consistency review of this project would be appreciated.
