The applicant does by the acceotance of this oermit, assume all responsibility for operations under-
taken pursuant to this permit, and shall take all precautions for the prevention of injuries to persons
and property resulting from such operations. By such acceotance, the applicant also agrees to indemni-
fy and save harmless' the Town, and its officers, agents and emo(oyees from any and all claims arising
from operations under this permit and any and all acts or omissions of applicant, his agent and
employees.
The applicant and the owner and occupants of the premises upon which the operauons authorized by
~)~ per.mit ~re being conducted, do, by the. acceotance of this permit, give consent to the Town, and
its officers and employees to enter upon the premises where such operat'ions are bein§ cu~ducted to
make such inspections as the Town may deem necessar¢ to insure that such operations are being con-
ducted in conformity with this permit.
This operation will not substantially: A. Adversely affect the wetlands of the town.
B. Cause damage from erosion, turbidity or siltation.
C. Cause saltwater intrusion ~nto th a'fresh water resources of the town.
D. Adversely affect fish, shel fish er other beneficial marine organisms, aquatic wildlife and vege-
ration or the natural habitat thereof.
E. Increase the danger of flood and storm-tide damage.
F. Adversely affect navigation on tidal waters or the tidal flow of the tidat waters of the town.
G. Change the course of any channel or the natural movement or flow of any waters.
H. Weaken or undermine the laterat suppor~ of other lands in the vicinity.
I. Otherwise adversely affect the health, safety and general welfare of the people of the town.

Dear Mr. Haje:
The following action was taken by the Board of Trussees
regarding the wetland application referenced above:
~{oved by Trustee Bredemeyer seconded by Trustee Larsen
WHEREAS, En-Consultants, Inc. on behalf of Jack & Joan Donnelly
applied to the Southold Town Trustees for a permit under the
provisions of the Wetland Ordinance of the Town of Southold,
application dated December 23, 1985, and
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and recommendations
and
WHEREAS, a public hearing was held by the Town Trusmees with respect
to said application on March 27, 1986 at which time all interested
persons were given an opportunity to be heard,
WHEREAS, the Board members have personally viewed and are familiar
with the premises in question and the surrounding area, and
WHEREAS, the Board considered all testimony and documentation
submitted concerning this application, and it is noted that there
was no public opposition, and
WHEREAS, the Board has determzned that the project as proposed will
not affect the health, safety, and general welfare of the people
of the'Town,
NOW THEREFORE, BE IT
RESOLVED that En-Consultants, Inc. on behalf of Jack & Joan Donnelly
be and is hereby granted permission under the prov!sions of the

Wetland Ordinance of the Town of Southold, New York to construct
a 40 ft. extension to the inland end of an existing groin connecting
to an existing retaining wall. This permit will expire on March 27,
1987 if work has not commenced by said date. There are two
inspections required. The Trustees shall be notified upon the
completion of the work.
There is a $5.00 inspection fee d6e on this application.
Upon remittance, your permit will be forwarded by mail.

This notice is issued pursuant to the provisions of Article 8
of the Environmental Conservation Law State Environmental Quality
Review and 6NYCRR Part 617, Section 617.10 and Chapter 44 of the
Code of the Town of Southold, notice is hereby given that the
Southold Town Trustees, as lead agency for the action described
below has determined that the pro3ect will not have a significant
effect to the environment.
TYPE OF ACTION: Unlisted
DESCRIPTION OF ACTION: To construct a 40' extension to the inland
end of existing groin which will connect to previously applied for
retaining wall.
LOCATION OF PROJECT: Private road off of Park Avenue, Mattituck,
New York or more particularly known on the Suffolk County Tax Map
as: 1000-123-7-7.
REASONS SUPPORTING THIS DETERMINATION:
1. An environmental assessment form in the short form has been
submitted which indicated that there would be no adverse effect
to the environment should the project be implemented as planned.
2. Because there has been no response in the allotted time from
the Southold Town Building Department and the New York State D.E.C.
it is assumed that there are no objections nor comments from those
agencies.
3. The Conservation Advisory Council has recommended approval of
this project.
4. The pro3ect as proposed will not affect the health, safety and
general welfare of the people of the Town.

At the regular meeting of the Southold Town Conservation Advisory
Council held Wednesday, February 19, 1986 at 8:00 P.M. the follow-
ing recommendations were made:
Wetland Application No. 339 Herbert Greenfield - Council recommends
.approval with the stipulation that
the bulkhead along the inlet side
be replaced IN PLACE and do not allow
the 18" margin. The Council feels
if the bulkhead were replaced 18"
outside the existing bulkhead, the
inlet would become congested in the
future.

The Southold Town Conservation Advisory Council held its
regular meeting Wednseday, February 19, 1986 ar 8:00 P.M. a~

On a motion by Martin Garrell, seconded by Heather Cusack, it was
RESOLVED EO approve the minutes of the meeting held January 21, 1986.
Vote of Council: Ayes: All
Motien carried.
Discussions:
Martin Garrell suggested to the Council ~o schedule the next
meeting a~ 7:30 P.M. Bob Villa of the Suffolk County Department
of Health may attend the meeting co speak about septic systems,
what's legal and wha~ is nor. Martin Garrell thought he would
ask the Trustees 5o attend the meeting 5o hear ~r. Villa speak.
Mr. Garrell also stated that there was a possiblity that
Jay Tonski would attend the following meeting to discuss groin
proposals.
REPORTS:
Be~y ~ells a~tended the 1986 Association of Towns in New York
City and reported on ~ meeting concerning Land Trusts. The meeting
discussed open lands and wetlands. The speaker stated that CACs
were one of the most valuable groups in a ~own.
Heather Cusack reported that Councilman Paul Stoutenburgh
has suggested the CAC work on a handbill ro pass our at the disposal
area. The leaflet would discuss fertilizers, wetlands, dredging, etc.;
subjects that constitute good behavior in town in regards to land
use. Also suggested by the Councilman was an informational
booklet be drawn up and distributed to the public informing them
of hazerdous waste and leaking underground fuel oil tanks.
MarTin Garrell reported the group session Of East End conservation
groups had been scheduled for Saturday, March 8, 1986. The
session will be held at the Southold Town Hall and will begin at
9:30 A.M. Invited are the groups from East Hampton, Southampton,
Riverhead and Shelter Island. Steve Englebright will be the guest
speaker. An open discussion is planned for the groups To
air problems and possible solutions facing the conservation groups,
Martin Garrell also reported on the Long Island Sound Study.
The Citizens Advisory Committee is planning a s~mmer cruise on
the Sound. It is a publicity function To let the public and
politicians know about the LISS.
Results of the first half year of data study will be available
soon.
Applications:
Martin Garrell reported he met with Merle Wiggins of Peconic
Associates and. discussed the Joseph Sch.oenste~n application.
(Wetland Application No. 337) It was explained the "creek"
adjacent To the property is actually a drainage ditch. The
applicant plans ~o set up a brush barrier between his shop and the
drainage ditch and will store equipment in the shed. The
Council felt, in light of the information, there was nothing
wrong with the proposal as long as the area is kep~ clean and
~he applicant follws through with his above stated plans.
The Council discussed the Glenn Heidtmann application ( No. 336 )
The Council wilI continue to table the application pending final
resolution to placement of the cesspools.
On a motion made by John Tuthill, seconded by Ralph Condit it was
RESOLVED To recommend To the Southold Town Trustees approval of
the Wetland Application No. 339 submitted by the Tidewater Construction
Co. on behalf of Herbert Greenfield to replace 208 feet of -
deteriorated bulkhead ~nd dredge approximately 120.yds. and deposit
behind bulkhead with no return to waterway. The Council approves
with the stipulation that the bulkhead along the inlet side be
replaced IN PLACE and do not allow ~he 18" margin. The Council feels
if the bulkhead were replaced 18" outside the existing bulkhead
the inlet would become congested in the fn~ure.

RESOLVED to recommend to ~he Southold Town Trustees approval of
Wetland Application No. 341 submitted by North Fork Marine Construction
Co. on behalf of Francis W. Deegan to remove existing dock and mo~e to
center of property and build a catwalk, ramp and float approximately
84' in length.
Vote of Council: Ayes: All
Motion carried.
On a motion made by John Tuthill, seconded by Ralph Condit it was
RESOLVED to recommend to the Southold Town Trustees approval of
the Wetland Application No. 342 submitted by J. H. Geideman on
behalf of Elizabeth Hamilton to repair and replace existing bulk-
head.
Vote of Council: Ayes: Ail
Motion carried.
New Business:
Jeanne Martinet stated thaz the League of Women Voters and
Ruth Oliva of the NFEC has requested the CAC investigate Article
11 and 12 of the Master Plan Proposed Zoning and make recommendations
regarding same. Heather Cusack will look into the mazzer.
The next meeting of the Southold Town Conservation Advisory
Council is scheduled for Wednesday, March 19, ~986 at 7:30 P.M.
at the Southold Town Hall.
