Unfortunately i have been traveling and cannot apply in person. Also I will not be in the area until May 27, 1993. The paper just arrived Late. I was at our home at Pazadise Point in late March i993 and saw the eroded banks caused by'high tides and water erosion on our property. I need to renourish the banks above the 4'-5' bulkheads with about 5 loads of dirt @ 64 yards per load and plant grass to stop furthererosion. Curcuru ADDRESS: Basin Road, Paradise Point Box 77I, Southold NY 11971 LOCATION OF PROPERTY: North side of Paradise Point PROBLEM: Storms of Dec. 1i, 1992 and March 13, 1993 eroded retaining bank, Soil & grass, and exposed upper level retaining wall/more 1) The bulkhead, put in by Rambo about 1973, is too low and high tides have eroded banks above the bulkhead which is 75' long. I would like to put in about 30 yards of soil & loam and plant retaining growth. It had been planted before and was growing well. 2) I would like also to put up a 2 foot high lumber wall (2' high) to hold the embankment until it grows soundly. Length about 70' Height only 2 feet. Held by 2" X 4" (CCA green lu~ber) posts. This will replace the retaining wall 2~ high that was washed away in earlier storms and Hurricane Bob - 1991. It served as a wall to retain the soil which is graded at about 30 degree slope, and was installed about 1970 byCharteS King Contractor deceased, from Greenport. It worked well until I believe it was built in the days ~ads and retaining walls. I ask that this I am willing to fill out the proper forms when I return in late May. but I ask that this serve as the application for fee exemption, and that it be approved. Krupski President, Southold Village Trustee RE: Rebuilding of retaining above existing bulkhead l) I appreciate your stopping by with the Village Trustees and Dianne recently to inspect the damage done to the land fill embankment by several storms over the post few years. The bulkhead was built two feet too low byRambo Contractors in 1993, and the embankment has washed out several times, threatening another retaining wall. 2) I wrote in the Spring 1993 asking that I be granted permits without the usual charges, to rebuild the embankment and retaining wall. The Village Trustees authorized this for several residents and the South Shore of Paradise Point. (Bob Sc&lia's petition). I understand that the permits will be granted without charge. I appreciate that since I became ill and could not be in Southold for long in 1993 to move this project forward. 3) I am contracting with Costello Marine of Greenport to con~act you, to represent me in the permit aDplication process and to rebuild the retaining wall. It will be approx. 65~ X 2' above the lower bulkhead level. He will also bolster part of the current bowed bulkhead. 4) In 1971 Charles King of Preston's Greenport, built a bulkhead that was not dug in deep enough. It capsized in 1973 ~ue to beach erosion, in 1971 Preston also included in the project a 2' ~etaining wall of 2" X 12" X 65' regular timber supported by vertical posts to hold the embankment fill in place. Unfortunately it washed away in 1971. ~owever, there are still a few posts remaining from the original retaining wall. I a recent photograph showing one of them to recent erosion. I would like to apply for a if possible, so we may proceed with thc any more erosion. If there are further questions, I will be glad to stop by to answer them. Sincerely, Edmond H. DATE: May 30, 1992 i. In 1970, my wife and I purchased a 75 foot additional waterfront lot adjoining the i00 foot lot and house we purchased in 1966. In 1971 I had the 75 foot lot bulkheaded with a 2 1/2 foot retaining wall made of vertical logs and horizontal boards to hold the soil on the shore side of the bulkhead. They were built by Charles King of Greenport, now deceased. Unfortunately~ severe erosion occurred on our beach due to long, marina inlet cribs built 400' to our left by the ParadiSe Point Association in approximately 1967. As a result of the erosion, the 75 foot bulkhead was undercut and fell in with a severe loss of sand;~n~the small retaining wall. 2. In 1972~ Rambo Inc. built another bulkhead. It was placed deep in-the ground but was 2' shorter than the former bulkhead. I was assured by Rambo, Inc. that it was high enough to withstand the highest waters on Southold Bay. In 1987 (approximately), a northeast, March storm blew down a large tree on our property and the water rose over the bulkhead, washing out some of the sand bank and the small retaining wall and posts. In 1991, Hurricane Bob and a later high water storm caused more, severe erosion. An upper retaining wall Is now being undercut and the land bank has been severely eroded. See photo. 3. I ask permission to immediately have built a retaining wall approximately 2 1/2 feet high with 6~x 6 posts and vertical boards (or horizontal, whichever is better), tongue and grooved, approxim&tely 10 feet from the bulkhead on the shore side and refill the bank with sand, gravel and loam to provide a ground cover. See brief drawing attached. I ask permission to do this immediately before possible high tide storms and severe rains further erode the bank and upper retaining wall. Sincerely, Edmond H.
