SCTM ~1000-57-1-19 March 23, 1993 Dear Mr. Bredemeyer, As requested, I performed an environmental assessment of the ~bove referenced project which included field inspection and review of all application materials submitted to the Board of Trustees. My comments and recommendations are as follows: The field inspection of the site revealed a mix of habitat types. The southern portion of the site is an upland habitat dominated by birch, cedar, oak and black cherry. Most of the understory vegetation is cleared. Covertypes undergo a transition from arid woodlands to damp or wet woods in the northern portion of the site. This area is overgrown with thickets with a large mature trees including hickory, red maple, black cherry, and choke cherry. The understory includes but is not limited to winterberry, cross vine, bitter sweet, northern prickly ash and multi flora rose. While this area does contain facultative wetlands species, the overall community is best characterized as damp woods. Lying adjacent to northwest of the project boundary is a red maple swamp which contained standing water during the field inspection of the property. These wetlands are dominated by red maple, white oak, highbush blueberry~ swamp azalea and green brier. These wetlands were not flagged as they were found beyond boundaries of the property. Attached herewith is a copy of the Suffolk County Topo Map obtained from the $outhold Highway Department which shows the approximate location of the freshwater wetlands. Additionally~ I have approximated the location of the red maple swamp on the survey submitted by the applicant which reveals the location of the proposed garage to be approximately 50 feet from these wetlands. March 23, 1993 Page 2 Tidal wetlands vegetation is found at the end of the dug canal~which remains unbulkheaded. Tidal wetlands are also found beyond the property boundaries. The proposed house lies approximately 73 feet from these tidal wetlands. Tidal wetlands vegetation is limited to groundsel bush and phragmites. The Southold Town. Code defines the Trustees' wetlands jurisdiction as those lands lying within 75 feet of the most landward e~e of either a tidal or freshwater wetland (See Tow~ Code Chapter 97-13 lA) (3) and 97~%3 (B) (2)). Accordingly, it may~be possible to redesign the project such that no Truatee wetlands permit is required. This is a alternative that the applicant and Trustees may wish to consider. I find the application incomplete based upon the lack of contour data as required or the required waiver therefrom (See Town Code Chapter 97-21 (G) and 97-22). In sum, I recommend that both the Applicant and Trustees consider a redesigning this project as suggested above. If it remains that a Trustee permit is required, then the appropriate topographical information or a waiver therefrom should be included in the application. At that point, I recommend that Trustees assume lead agency and proceed with the processing of this application. If you have further questions regarding this matter please don t hesitate to call.
