A meeting of the Southold Town Conservation Advisory Council was held Tues ,
November 10, 2015 at Down's Farm Preserve
Present were Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4 35PM by Chairman Peter Young
REPORTS
Jack McGreevy attended the Board of Trustees meeting held on Wed , October 21, 2015
The CAC had a concern with the trees being removed from the property adjacent to the
Vanston Road applications, however, the trees were outside the jurisdiction of the
Trustees Jack expressed his concern with the process and how the CAC's observations
of possible code violations should be addressed, if they are not within the Trustees'
jurisdiction Councilman Jim Dinizio suggested the code violations be reported through the
Town's Municity program and by using the on-line forms available on the Town's website
He will also have a discussion with the Town Board Jack also reported that the Board of
Trustees do not always read the CAC's recommendations into the record, if at all

NEW BUSINESS
The CAC reviewed a letter submitted by Jack McGreevy to the Supervisor and the Town
Board recommending that the CAC play a larger role in the protection of the town's natural
resources The members agreed that they would like to participate in discussions
concerning Plum Island as well as storm-water management
OLD BUSINESS
Doug Hardy requested an update from Councilman Dinizio with regard to the Starvation of
Southold's Beaches report Councilman Dinizio will discuss it with the Town Board in
January
APPROVAL OF MINUTES
Moved by Doug Hardy, seconded by Peter Meeker to Approve the Minutes of October 14,
2015
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Keith McCamy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of GARDINERS BAY HOMEOWNERS
ASSOCIATION to install a low-sill bulkhead to restore and protect a section of the
westerly shoreline, measuring 67' in length with a northerly return measuring 20' in length
and a southerly return measuring 16' in length Proposed low-sill bulkhead is to be
comprised of vinyl sheathing and top elevation not to exceed 2' Approx 40 cy of dredge
spoil is to be used to re-nourish the area landward of the proposed low-sill bulkhead and
planted with Spartina patens and Grounsel bush Dredge spoil will be obtained through
the implementation of the approved maintenance dredging Alternative dredge spoil site to
the northeast of the proposed low-sill bulkhead An area adjacent to the northerly return to
be planted with Groundsel Bush

RESOLVED to SUPPORT the application of CHARLES W. RIESTERER to replace piles
on an existing 4'X 96' fixed dock, construct a 4'X 4' platform, install a 3'X 14' ramp, and a
6'X 20' float and to install 3 tie-off piles

RESOLVED to NOT SUPPORT the application of EMMA VAN ROOYEN to construct a
new wood deck, new swimming pool with stone pool deck and wood pergola

The CAC does Not Support the application because the site plan is insufficient and lacks
important information The CAC requests the requirement of a survey no more than a year
old depicting the location of the proposed swimming pool and setback from the wetlands

Moved by Jack McGreevy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of DENNIS J. DONLIN for the existing one-
story residence, wood deck, construct new wood deck on landward side of existing fixed
dock, new wood walkway from new wood deck to new stone terrace, new stone terrace
and retaining wall, new stone walkway constructed from the stone terrace to the existing
residence and existing driveway, regrading of land above the 7' contour in the area of the
new stone walkway and terrace, demolish and remove the existing wood stairs landward
of the existing fixed dock structure, new stone terrace seaward of existing main residence,
new stepping stone walkway between proposed stone terrace and the existing deck
structure, new stone terrace alongside the seaward side of the existing main residence,
new underground drywells to be installed for rainwater containment, regrading of land in
the area of the new pool, and removal of the existing trees and plants and planting of new
landscape plants between the 4' and 12' contour

The CAC Supports the application, however, there is a concern with the number of mature
trees being removed The CAC recommends gutters, leaders and drywells are installed to
contain all run-off and adequate buffers are in place to protect the wetlands

Moved by John Stein, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of TOM & PAULETTE GEISE for a
proposed16'X 32' in-ground swimming pool 63' from MLW, pool equipment and drywell,
existing deck on side of house 14 2'X 14 2', existing 50 3' X 34 3' two-story house patio
around pool, haybales and silt fence as required

The CAC Supports the application with a 10' non-turf buffer, the installation of a drywell to
contain the pool back wash, and gutters, leaders and drywells to contain run-off from the
structures

RESOLVED to NOT SUPPORT the application of JACOB KUBETZ to demolish existing
1,530 sf single story dwelling and construct new 1,940 sf single story wood framed
residence with full basement and related site improvements Proposed retaining walls will
allow for grade access to new basement Restore existing dock and floating platform to its
original size and location

The CAC does Not Support the application because the application lacks a site plan
depicting the proposed structures and improvements

Peter Young will attend the next regular meeting of the Board of Trustees scheduled for
Wed , November 18, 2015 at 5 30 PM
The next meeting of the Conservation Advisory Council has been set for Wed , December
9, 2015 at 4 30 PM to be held at Down's Farm Preserve
There being no further business to come before the Council, the meeting was adjourned
at 6 15PM
