HomeMy WebLinkAboutCAC-11/10/2015 �, �yFFOur i i•t may: Peter A Young,Chairman t -� ; Town Hall,53095 Main Rd Lauren Standish,Secretary w rfir P O Box 1179 *' Southold,NY 11971 Conservation Advisory Council Town of Southold RECEIVED MINUTES DEC 10 2015 Tues., November 10, 2015 Southold Town Clerl 4:30 PM Down's Farm Preserve A meeting of the Southold Town Conservation Advisory Council was held Tues , November 10, 2015 at Down's Farm Preserve Present were Peter Young, Chairman Keith McCamy, Member Doug Hardy, Member Peter Meeker, Member Jack McGreevy, Member John Stein, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary CALL TO ORDER The meeting was called to order at 4 35PM by Chairman Peter Young REPORTS Jack McGreevy attended the Board of Trustees meeting held on Wed , October 21, 2015 The CAC had a concern with the trees being removed from the property adjacent to the Vanston Road applications, however, the trees were outside the jurisdiction of the Trustees Jack expressed his concern with the process and how the CAC's observations of possible code violations should be addressed, if they are not within the Trustees' jurisdiction Councilman Jim Dinizio suggested the code violations be reported through the Town's Municity program and by using the on-line forms available on the Town's website He will also have a discussion with the Town Board Jack also reported that the Board of Trustees do not always read the CAC's recommendations into the record, if at all 2 L NEW BUSINESS The CAC reviewed a letter submitted by Jack McGreevy to the Supervisor and the Town Board recommending that the CAC play a larger role in the protection of the town's natural resources The members agreed that they would like to participate in discussions concerning Plum Island as well as storm-water management OLD BUSINESS Doug Hardy requested an update from Councilman Dinizio with regard to the Starvation of Southold's Beaches report Councilman Dinizio will discuss it with the Town Board in January APPROVAL OF MINUTES Moved by Doug Hardy, seconded by Peter Meeker to Approve the Minutes of October 14, 2015 DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Keith McCamy, seconded by John Stein, it was RESOLVED to SUPPORT the application of GARDINERS BAY HOMEOWNERS ASSOCIATION to install a low-sill bulkhead to restore and protect a section of the westerly shoreline, measuring 67' in length with a northerly return measuring 20' in length and a southerly return measuring 16' in length Proposed low-sill bulkhead is to be comprised of vinyl sheathing and top elevation not to exceed 2' Approx 40 cy of dredge spoil is to be used to re-nourish the area landward of the proposed low-sill bulkhead and planted with Spartina patens and Grounsel bush Dredge spoil will be obtained through the implementation of the approved maintenance dredging Alternative dredge spoil site to the northeast of the proposed low-sill bulkhead An area adjacent to the northerly return to be planted with Groundsel Bush Located 2600 Old Orchard Rd , East Marion SCTM#37-5-23 2 Inspected by Keith McCamy, John Stein Vote of Council Ayes All Motion Carried Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CHARLES W. RIESTERER to replace piles on an existing 4'X 96' fixed dock, construct a 4'X 4' platform, install a 3'X 14' ramp, and a 6'X 20' float and to install 3 tie-off piles Located 1945 Calves Neck Rd , Southold SCTM#70-4-47 Inspected by Doug Hardy, Keith McCamy, Peter Meeker, Peter Young Vote of Council Ayes All Motion Carried J 3 L Moved by Jack McGreevy, seconded by Peter Meeker, it was RESOLVED to NOT SUPPORT the application of EMMA VAN ROOYEN to construct a new wood deck, new swimming pool with stone pool deck and wood pergola Located 575 Hill Rd , Southold SCTM#70-4-29 Inspected by Keith McCamy, Peter Meeker, Doug Hardy, Peter Young The CAC does Not Support the application because the site plan is insufficient and lacks important information The CAC requests the requirement of a survey no more than a year old depicting the location of the proposed swimming pool and setback from the wetlands Vote of Council Ayes All Motion Carried Moved by Jack McGreevy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of DENNIS J.
