You are advised that staff is maintaining objections to your proposal to bulkhead, dredge and fill in a mapped tidal wetlands area. If resolution of the issues cannot be achieved at the conference I will recor~T~-~ a prontot decision on this matter to the Department's Central Office in Albany. The D.E.C. suggested that this would be the best way for them to review the situation and allow them to make a change in their findings. Hppefolly~ this will allow us to get atarted in s_u attempt to prevent farther erosion and a lot more winter damage. The purpose of this project is to stabilize the beach to the west of the channel and minimize shoaling in the channel. The applicant:also proposes to =mintenance dredge the hatched, semi-elliptical area shown on ~tha attached drawing. Dredging will he performed to a depth of 7 feet below the plane of mean low water to remove approximately 60 cubic yards of sand, The dredged material will be deposited on t~e cross- hatched area shown on the attached drawing where it will be suitably retained by ~the existing bulkhead to prevent reentry into the waterway. Future~ d~edgi~g ope~rations are anticipa-ted to be :needed once over the ten year li~e of the permit. In addition the applicant proposes to repair the existing bulkhead on both sides of the canal. The repaired bulkhead w-iT1 be of the same material and wilt be in the same location and configuration as the existing bulkhead. I take this opportunaity on behalf of our membership to strongly object to this type of structure for the following reasons. 1. It is in violation of the restrictions as outlined on the deeds of the community. It adds to the pollution of Gull Pond because of the boats already too numerous that tie up to the existing bulkheads to be used as ~ammer residences. 3. The moored boats become a nuisance to the residents with late ni~hts and early moz~ing act~vm~z~s. Hopefully we will be presented with au oppor~uity to express these objections tc your Board and to include com- plaints about the congestion of the boat population that is collecting ~d polluting the other brauch of the Pond as Fordham Canal (which is becoming ~u open sewer).
