Dear Mr. Holzapfel:
I am in receipt of yoorFebruary 1, 1986 letter ex-
pressing concern over the proposeddock in regards
to navigation~
It is our opinion that the proposed dock does not

no adverse affect upon navigation. The U.S.
Army Corps of Engineers which concerns itself with
navigation has issued their permit for the projecv
and I enclose a copy herewith for your information.

OLD BUSINESS:
Jeanae Marriner suggested, at ~ome time. someone should
eonvact an attorney (possibly re,ired or someone from our of
town) to aid in drawing up changes ~to the Town Ordinances.
These changes then could be presented to the Town Board for
approvaL. Some o£ the issues she feels should be addressed
are lawn sprinkling an~ its e~fects wi~h saltwater intrusion,
and changes along.tKose lines.
~artin Garrell stated Councilman Paul Stoutenburgh would
like the CAC to send a letter to the Town Board regarding
the sensitivity or,the Sebastian Cove area. Jeanne. Martinet

Subject: Wetland Application No.
February 1, 1986
333 - Dr.
Vincent Claps
Dear Mr. Haje:
In regard to the above captioned wetland application,
the Southold Town Conservation Advisory Council is concerned
about the configuration and length of the intended dock. We
believe-the land next to the existing docks ex~ends further
out into the creek and if the proposed dock were built, it
would extend too far into the creek. As a result it would
interfere with navigation and the right of ~he owners on the
opposite side of the creek to build a dock of their own in the
future.
Based on the existing proposal the Council would recommend
disapproval to The Southold Town Trustees. We suggest that
~~-figure the proposed docK, keeping the above mentioned
problems in mind, and either amend or resubmit the wetland
application.
Should you have any questions please do not hesitate

CONSERVATION ADVISORY COUNCIL
January 22, 1986
To: Henry Smith, Trustee President
From: Linda J. Cooper, CAC Secretary
At the regular meeting of the CAC the following recommendations
were made:
Wetland Application No. 31~~-d - The Com~oi-~-~l~ontinue to
~tlon until they can speak with Mr. ~
Wetland Application N~ 333;' Dr. Vincent Claps - Tabled, the ~
Council wishes further information before ma~ing a recommen~J
"-..gtion, ~
Wetland Application No. 334 John Xikis - Disapprove, the~Council
feels the present wall is serving its purpose, there is no
need for bulkheading. Also of concern is the severe impact on
the downdrift neighbors of the proposed groin. In addition~
creation of additional land to an existing beach is contrary
to the existing wetlands ordinance. In conclusion, the
applicant should leave AS IS, the stones and screens appear
quite secure. The cove is sheltered from the northwest.
Wetland Application No. 337, Joseph Schoenstemn - Disapprove, The
Council sites four reasons for its recommendation. They are as
follows:
1) Creek is about to be designated as a significant habitat.
It is critical to vast freshwater wetlands and uplands as
far north as Moores Woods.
2) The setback is nom observed with care on the presen~ lot.
Rubble fronting on creek and banks are already a hazard.
3)The building can be sited perpendicular ~o current plan.
4) Town ordinances are already in question due to expansion
of facilities and previous ~ariances.
Wetland Application No. 338, Alber~ J. Breneisen Disapprove.
The Council recommends disapproval because the pool~4s
within the 75' setback requirement. The Bulkhead represents
a severe alteration of the shoreline contour. Without the
pool the retaining wall has no function. The Council suggests
an alternative by placing the pool on the north side of the house.
Page 2
Wetland Application No. 335 John Newman - Table. The Council feels
it must table this matter pending ZBA approval of the two story
garage. It appears two story buildings go against the deed and
covenants.
If ZBA does approve, then questions will be asked
re: Cesspool capacity increase and loading
re: Pilings
If ZBA does not approve, then it is not clear if pilings are
necessary. It is not clear that the garage is not currently
safe - simply repair the cracks in the floor. Rip rap looks
sound as is.
Wetland Application No. 324 Arthur J. Bujnowski - Table - The
Council reinspected the application at the request of the
Town Trustees. After another inspection and being alerted
that there were objections by neighbors, the Council decided
to table the application pending a meeting of all those
neighbors concerned in the surronding properties. They need
find a solution to best handle the problem of erosion and
property loss. The Council feels the property owners
need an expert in littoral drift to advise on proper place-
merit of groins~
Wetland Application No. 336 Glenn F. Heidtmann - Table - The
Council has tabled this application pending notice from The
