At the July 11, 1991 reg/llar meeting the Southold Trustees
adopted a unanimous resolution endorsing environmental
consultant Bruce Anderson's report dated July 9, 1991 covering
the above referenced subdivision. (report attached).
At this time the Board releases the Planning Board, Town
Engineer and subdivider from any past reports of the Trustees or
their consultant and requests that the involved Town Agencies
proceed as they ordinarily would in these matters.
It should be noted that the Trustees maintain full wetland
jurisdiction on this site within 75' of and including all
freshwater wetland areas such that ANY future activity of the
subdivider or individual land owner is subject to the need of a
permit from this office.

Dear Mr. Tohill:
The entire board of Southold Town Trustees reviewed the proposed
agreement between the Trustees and Neil Rego for Chardonnay
Estates at our May 24, 1990 meeting.
At that time, the Board expressed grave concerns that the road
construction destroyed valuable marsh and that our policy should
be to create marsh on a 3:1 basis where class "A" wetlands are
permanently destroyed. Although t~e policy might seem severe,
we have never had to contemplate a loss of this magnitude
before. The Trustees would have no problem with the proposed
agreement if we can see added a clause to create a marsh of
approximately 3 times the size of that lost.
We have asked our Environmental Consultant to the Trustees,
Bruce Anderson, to prepare a report for our mutual use to
provide specifics for what we hope can be a productive
conclusion for this matter. In the near future I shall be meeting
with Mr. Anderson on the site. I would encourage your/Mr.
Rego's participation at that time.
Please do not hesitate to call me if you have any questions or
wish to participate in my review of the project with Mr.
Anderson.

CHARDONNAY ESTATES WETLAND APPLICATION
A field inspection was performed on site on March 30, 1990 at
3:45 PM with Trustee Board members, John M. Bredemeyer, Albert
Jo Krupski, and John B. Tuthill in attendance.
Representing the CAC was Bruce Loueka.
The developer, Neil Rego was present to answer questions the
Board Members had.
After some time discussing this project, in a cold easterly
drizzle, it was agreed by all present that certain mitigation
measures were desirable which might serve as the basis of a
Conditioned Negative Declaration when the wetland application
for this project is considered.
Among these are:
Diverting all road drainage flow to the west side of the
road; narrow!ng the road shoulders adjacent to the wetland by
four to five feet; verifying that no fertilization-requiring
plant materials will be used adjacent to the wetlands;
verifying that our conditions would act in concert with the
N.Y.S.D.E.C., and that the N.Y.S.D.E.C. Permit is being complied
with.
Mr. Rego indicated that these items seemed reasonable, but
that they would have to be reviewed by his attorney, Mr. Anthony
B. Tohill, Esq. and the Southold Town Attorney, Harvey
Arnoff~ Esq., before proceeding.

Saw site in PM of same day.
1. Subdivision road cuts through productive mature freshwater
wetland (F.W.) forest which contains open water and at least two
(2) cover types making this a a Class I F.W. Wetland. (Wetland
is type which might support endangered Tiger Salamanda).
2. Road Drainage is directed into the wetland at connecting
culvert.
3. Subsequent call to Bay Constable McCarthy revealed the
possibility of past Trustee/NYSDEC involvement/permissions.
Please provide relevant information to this office so that,
at the very least, item %2 is removed. I suggest your office
work with the Bay Constable, as necessary, to stop work until
the entire Board of Trustees can review this matter.

Subdivision Map of Chardonnay Estates
At the request of John Bredemeyer, I have revisited the
site and have reevaluated mv recommendation pertaining to
the construction of a pond ~ithin Area III ms identified in
my report of July 4, 1990. Said report provided an in depth
analysis of the wetland system particularly with respect to
prevailing soil conditions and groundwater elevations. The
report correctly concluded that the wetlands system was
perched above the water table and accumulation of moisture
resulting in the presence of extensive wetlands was most
attributable to overland runcff.
The generally dry year that we are experiencing has
resulted in the drying up of this wetland system. That is,
there is no standing water found in this wetland at this
time. My recommendation for pond construction relied on
sufficient rainfall to maintain a pond system of sufficient
depth to support aquatic fauna, most notably fish life.
This recommendation no longer appears to be practical.
I now recommend that the Trustees support the creation
of wetland habitat as originally approved by the NYSDEC.
The use bottonbush (Cephalanthis occidentalis) as outlined
in the plans appears to be reasonable given that much of the
wetlands found on site is characterized as a buttonbush
swamp. Other plant species which appear in the bond
estimate for Chardonnay Woods at Southold (dated June 23,
1989) appear to be likewise appropriate.
If I can be of further assistance in this matter,
please don't hesitate to ask.

As you are aware, I have completed a natural resources
inventory on the above referenced project. At this point I
would recommend that the report be circulated to the other
Board members prior to the next meeting. I shall plan to
attend the next meeting to answer any questions your board
may have.
If the report's recommendations are acceptable to the
Board~ then the report should be circulated to the
applicant, the Town Attorney and the Town Engineer.
Assuming that all parties are in general agreement, we
should then be able to process the application in an
expeditious manner.

Re: Wetlands Permit for Chardonnay Woods
Attached is a natural resources report which includes a
natural resource inventory~ impact analysis and
recommendations for mitigation measures designed to reduce
environmental impacts. The processing of this wetlands
permit is complicated by the fact that wetlands impacts have
already occurred and that additional reviews are necessary.
I have met with Anthony Tohill Esq. to discuss the
specifics of recommended mitigation measures which may be
incorporated into the permit as special conditions. I am
under the impression than both he and the landowner are in
general aggreement with what is proposed.
Upon completion of the permit application, I would
recommend that I meet with the Board to elucidate what has
taken place and what future management opportunities exist
for subject wetlands.

Chardonnay Woods at Southold
Situate:

Total Area: 1,929,757 +/- sq. ft.
Wetland Area: 58,280 +/- sq. ft.
Zoning: A-80 Residence
Total Number of Lots: 18
General Wetlands Description
Subject parcel contains a large once contiguous wetland
system consisting of a red maple shrub swamp with standing
water and an associated wet meadow. The red maple - shrub
swamp dominates the wetland system in terms of size.
However, the presence of the associated wet meadow adds to
the habitat diversity of the wetland and surrounding upland
portions of the site. The construction of Chablis Path
which provides access co four residential lots located on
the southern portion of the property resulted in the filling
of approximately 9000 square feet of wetlands. Wetlands
filled probably consisted of shrub swamp with standing water
extending into and including the associated wet meadow. In
effect, the construction of Chablis Path has separated the
red maple shrub swamp from the portion of the wetland
characterized as a wet meadow. Nearly all of the remaining
wetlands are found within the open space portion of the
subdivision map.
An inventory of wildlife is not included in this
analysis. However, the presence of the white tailed deer is
regarded as particularly numerous as evidenced by numerous
tracts found throughout the wetland aras, road clearings and
uplands. Wetlands found on site support a wide variety of
birdlife including the red winged blackbird, yellow throated
warbler~ song sparrow, northern oriole, various speceies of
woodpeckers, robin, blue jay, least flycatcher and others.
Standing water is believed to be ephemerel and likely
provides breeding habitat for various species of frogs
including, spring peeper, bullfrog~ eastern spadefoot toad
and leopard frog.
Topography and Soils
The topography on subject parcel is generally
characterized as containing moderate slopes which gradually
slope down towards the wetlands system. While the exact
size of the drainage area to this wetland has not been
estimated, the subdivision map prepared by Edward Bullock,
Land Surveyor and Engineer indicates the drainage area to
extend beyond the property boundaries of Chardonnay Woods.
Five test borings were dug within the eastly portion of
the wetland system. The test boring described as TP ~ lA on
the same subdivision map detected water at approximately
13.8 feet above sea level. Since then, the level of
standing water:has risen considerably to about the 18 to 20
foot contour. Above average percipitation is believed
responsible for the high water levels apparent at this time.
Review of the Soil Survey of Suffolk County, New York
prepared by the United States Department of Agriculture,
Soil Conservation Service (April, 1975) indicates the
presence of Sudberry sandy loam~ Riverhead sandy loam and
Plymouth loamy sand. Soils are highly variable and include
mixtures of gravel, sand~ silt and loam. While not
typically associated with wetlands the variability of soil
textures can result in small poorly drained areas. The soil
map for general area indicates a wet spot on or nearby the
subject parcel.
The Contour Map of the Water Table and Location of
Observation Wells in Suffolk County, New York (March, 1987)
prepared by the Suffolk County Department of Health Services
indicates ground water on or adjacent to subject parcel to
be at or below 3 feet above mean sea level. The overall
ncpographi~ map prepared by Edward A. Bullock Jr. indicates
contours at or around the wetlands existing on site to range
from 20 to 22 feet above sea level. Therefore, wetlands
found on the site are believed to be perched and to have
formed as a result of overland runnoff and soil conditions.
Vegetation found within the wetland sytem and adjacent
uplands are highly variable. For the purposes of
description and documentation four areas were delineated on
the attached map. The following is a description and
representative floral inventory of plants found within the
delineated areas:
Area I
Area I is characterized as primarily a wet meadow.
extending westward from Chablis Path to a distance of
approximately 40 to 50 feet (See figure 1). Vegetation zs
dominated by a variety of sedges and rushes and the woody
shrub, buttonbush. In the westerly portion of this wetland,
red maple, fox grape and raspberry is found. No standing
water was observed during any of the field inspections made.

Area II is depicted on figure I and includes and upland
area adjectent to and north of Area I. This portion of the
site has been designated as an area where wetlands are to be
created as part of the permit requirements by the N¥S
Department of Environmental Conservation. ThUs portion of
the site is dominated by berry shrubs inclung blackberry and
raspberry. The presence of these species likely increases
the wildlife value of this and adjacent lands.

Area III
Area III contains a wide variety of both wetland and
upland plans. However, this area has apparenlty been
regarded as primarily uplands by the NYS Department of
Environmental Conservation. One of the more interesting
features of this area is the presence of a mud flat. The
mud flat is approximately 5000 square feet. During the
field inspection which occurred on July 1, 1990, the mud
flat supported standing water having a depth of up to 6
inches. A large stand of mature trees including both oaks
and red maple are found flanking the mud flat to the west.
These trees provide for a visual backdrop to the wetlands,
mud flat and fields extending from Chablis Path no the
western extent of the parcel. Adjacent to and north of the
mudftat mixed field and wet meadow vegetation is found.

Area IV
Area IV is regarded as the largest and most prominent
of wetlands found on subject parcel. An extensive area of
standing water was observed during the field inspections of
the site. Standing water was found to be fairly deep (up to
three and a half feet) in several areas where nrees had
toppled and their roots uplifted leaving topographical
depressions. Subject wetlands extends zn easterly direction
beyond the property boundaries of Chardonnsy Woods.
0verstory vegetation is dominated by red maple, oaks and
black tupelo. The understory is dominated by buttonbush and
highbush blueberry. Above average percipitation has caused
increased ponding resulting in the submergence of upland
vegetation.

Recommendations
The construction of Chablis path has created an
immediate and severe erosion impact to the largest of the
wetlands identified herein as Area IV. While haybales were
placed end to end in the approximate location as required by
the NYS Department of Environmental Conservation~ they are
not effectively controlling erosion. Therefore, it zs
recommended that new haybales~be repositioned three feet
upland from the existing collapsed haybales and firmly
staked into the road shoulder. This should he done
immediately. Following the repositioning of new haybales,
the remains of the previous haybales should be removed. New
haybales should remain in place until permanent groundcover
is established.
The present drainage design for Chablis Path directs
road runoff directly into Area I and Area IV. The use of
wetlands for the purpose of stormwater retention should be
discouraged in all cases. Road runoff into wetlands is
believed to cause a major deleterious impact to wetlands in
terms of reducing habitat quality. Typical pollutants
associated with road runnoff include oil and grease, heavy
metals plus any fertilizer, herbicides, pesticides which may
originate from nearby lawns and gardens having been washed
onto the road following storm svents.
Correction of road runoff is usually accomplished
through the installation of underground leaching pools.
However, should such an approach be deemed impractical (for
poor soil drainage or excessive cost), it would be advisable
that stormwater be directed in a westerly direction into
Area I (a wet meadow) rather than Area IV (standing water)
because wetlands associated with Area IV are regarded as
more ecologically important and contain standing water.
Two alternatives are regarded as practicle in
redirecting stormwater to the west. The first alternative
· s to redirect stormwater simply by changing the pitch of
the road. The second alternative is to redirect runoff by
installing a culvert under the road. While both
alternatives accomplish the same goal, it is advisable that
drainage alterations prepared by a licensed engineer be
reviewed by the Town engineer and be included as an addendum
~o the wetland application. In either case, the existing
culvert that directs stormwater to the east into the larger
wetland system should be removed and replaced by the belgium
block curbing presently existing along the remainder of the
road.
A large tree has toppled in Area IV (the largest of
wetlands) adjecent to the road shoulder. This downed tree
may be removed from the wetland system zn order to achieve
an improved visual effect of existing standing water.
Removal of this fallen tree is not regarded as having a
significant negative impact to the ecology of this wetland.
The filling of approximately 9000 square feat of
wetlands (as a result of the construction of Chablis Path)
presents a challenge for the creation of wetlands equalling
or exceeding that which was destroyed. Within the open
space portion of the map, it would seem logical that
wetlands be created within and adjacent to the existing mud
flat.
Within the open space portion of the map, the creation
of a wetland where the existing mudflat (Area III) would be
most appropriate. Further, the creation of a wetland in
this locale appears to have a high probability of success
given the mucky soils present and that this area is a low
spot which is inundated with water following rainstorm
events.
Several types of wetlands could be established in this
area. For example, a shrub swamp or wet meadow could be
established simply by planting appropriate shrubs in this
area. In the case of a shrub swamp, the plantings of
highbush blueberry, spicebush, swamp azalea, buttonbush,
fetterbush, sweet pepperbush and the like would likely be
successful. In the case of a wet meadow, the plantings of
soft rush, spikerush, rice cutgrass and sedges would also
likely be successful. Lastly, the mud flat could be
excavated to create a pond containing permanent standing
water. This alternative is believed to provide the greatest
public benefit because it provides an additional
recreational benefit which the previous two alternatives
lack (freshwater fishing).
If a pond were to be created at the location of the
existing mudflat, and if it were to be stocked with a
combination of largemouth bass, bluegill sunfish and golden
shiner, a maximum deptb of approximately eight feet would
have to be acheived. Surrounding slopes extending from the
pond edges would have to be in the order of 3:1 to 4:1 to
insure bank stability or prevent sloughing off. Lastly, the
pond would have to be lined to insure impermeability either
by means of synthetic liner or by gardener's clay.
Gardener's clay is preferable since it encourages the growth
of aquatic vegetation eliminates the risk of puncture. It
is recommended that at least one foot of gardener's clay be
spread about the excavated depression and sufficiently
packed to insure impermeability. It is also advisable that
the pond be initially filled with water and allowed to stand
for several weeks prior to stocking.
Following construction of the pond, landscaping using
native wetland or water tolerant plant species is
recommended. These plantings should be concentrated in the
area where fields are present (adjacent to and north of the
existing mudflat.). Low growing wetland plants such as soft
rush, spikerush and some sedges may be desirable in terms of
providing for visual foreground to the pond. However, these
plants can be intermixed with taller woody shrubs including
highbush blueberry, and swamp azalea. ~In any case,
plantings should not be arranged in straight rows but should
be designed in groupings or clumps as to provide for a more
natural effect. If a pond of 5000 feet is to be
constructed, it is recommended that wetland plantings cover
an additional 4000 square feet. In doing so, a total of
9000 square feet of wetlands will be created equalling that
which was destroyed.
Regardless of the type of wetlands restoration pursued,
a plan outlining the procedures followed should be submitted
as an addendum to the wetlands permit application. The plan
should be prepared by a landscape architect or engineer and
include all methods and materials required for its
successful execution.
The applicant has submitted a sample agreement over the
management of the wetlands system. The agreement is
essentially a legal document and thus should be reviewed by
the Town Attorney. While the agreement if approved gives
the Trustees an ability to actively manage the wetlands, it
should be noted that the open space portion of the map has
been offered to the Town. The Trustees and the Town Board
should consider the ownership of the open space balancing
the the benefit of ownership for the use of the general
public against liability (if any). I recommend that the
Town accept ownership and that the Trustees assume the role
of stewardship over the open space offered.
While the site is relatively clean from litter and
dumping, I recommend that the subdivision be policed and all
litter be removed including a 55 gallon steel drum left on
the road bed, a rusted drum found in the standing water of
Area IV adjacent to Chablis Path, beer cans found in the
same wetland and any other foreign materials found on the
site.

between CHARDONNAY WOODS AT SOUTHOLD by Neil Rego, hereinafter
called the "owner" residing at 3 Sunset Avenue, Westhampton Beach,
New York 11978, and the TRUSTEES OF THE COMMONALITY AND FREEHOLDERS
OF THE ~OWN OF SOUTHOLD, hereinafter called "Trustees" with offices
at 53095 Main Road, Southold, New York 11971, and
WHEREAS, owner has obtained from the Planning Board of
the Town of Southold and the Department of Environmental Conservation
of the State of New York various regulatory permits
incident to the construction of a major subdivision
Avenue and east of Mount Beulah Road in the Town of
premises otherwise known and designated as SCTM 1000-51-3-3, and
WHEREAS, as an incident thereof a certain Street Grades
and Drainage Plan was prepared by Edward A. Bullock, Jr., Professional
Land Surveyor and Engineer, and thereafter approved by the Planning
Board of the Town of Southold and the

retention areas, including Retention Areas 2 and 3, and
WHEREAS, thereafter, the Trustees did express concerns
by reason of the absence of regulatory review under the Town of
Southold Fresh Water Wetlands Ordinance with respect specifically
to the distribution of surface water runoff from Chablis Path to
Retention Areas 2 and 3, and
WHEREAS, owner~ at the request of the Trustees, has filed
an application for a Fresh Water Wetlands Permit to continue the
aforesaid construction of improvements at Chardonnay Woods at
Southold and the Trustees have agreed to issue said Fresh Water
Department of Environmental
and
among other things the distribution
Wetlands Permit conditioned upon the establishment of a maintenance
agreement between the parties, and
WHEREAS, this agreement is intended to set forth the
terms and provisions of said maintenance agreement.
NOW, THEREFORE, the owner and Trustees agree as follows:
1. The owner and Trustees acknowledge a concern about
the unrestricted distribution of surface water r~noff from Chablis
Path to Retention Area number 3 as said area is depicted on the
Street Grades and Drainage Plans of Edward A. Bullock, Jr., dated
October 13, 1988, and revised through December 27, 1988, and approved
by the Department of Environmental Conservation of the State of
New York on April 10, 1989, with the particular concerns as expressed,
including the runoff of hydrocarbons, animal waste and similar
contaminants as may be washed with surface water runoff through
the drainage system depicted as aforesaid in the Retention Area
number 3.
-2. Owner agrees that at his own cost and expense he
shall cause the catch basin 10 serving Retention Areas number 2
and 3 to be altered prior to the installation of pavement at Chablis
Path so as to prevent the discharge of surface water runoff from
said catch basin to Retention Area number 3, and instead so as
to cause all said surface water runoff to be distributed exclusively
to Retention Area number 2. Owner further agrees that the road
shoulders adjacent said Retention Areas shall, at the instruction
of the Town Engineer, be narrowed by fi~ foot, reducing same from
~'~7£ee~ to 12-feet as measured from the edge of the Belgian block curbing.

3. The Trustees, for a period of two years after the
date of execution of this agreement, shall be permitted sole and
exclusive authority to monitor the alteration of said catch basin
and to recommend to the owner further alterations of said catch
basin so as to permit the distribution of some surface water runoff
through catch basin 10 to Retention Area number 3, or so as to
restore said catch basin to its original design specification as
approved by the Planning Board and Department of Environmental

Conservation, leaving surface water runoff to flow in an unrestricted
manner to Retention Areas 2 and 3.
4. Any recommended change or alteration of said catch
basin and the manner of distributing surface water runoff through
the term of this agreement shall be subject to the review and advice
of Edward A. Bullock, Jr. as engineer for the owner.
5. In no event shall there be any alteration of the plans,
specifications and drawings for Chardonnay Woods at Southold as
approved to date by the Southold Planning Board and Department
of Environmental Conservation of the State of New York so as to
change or relocate or ~ncrease in area Retention Areas 2 and 3
or cause the alteration of the grades of Chablis Path, or to create
new retention areas or new roadways at Chardonnay Woods at Southold.
6. Trustees agree that the within maintenance agreement
shall not serve to defer any acceptance of'Chablis Path or any
other road in the within subdivision by the Town of Southold in
acc~ordanc~ with any offer to dedicate heretofore made by owner
or hereafter made by owner, and further agree that this agreement
shall not serve as a basis for causing any continuation of any
Improvements bond in an extraordinary manner relating solely to
the provisions of this agreement.
7. Trustees are hereby authorized to install monitoring
devices to measure and calculate the quantity and quality or other
characteristics of any surface water runoff from Chablis Path through
either catch basin 10 or the catch basin on the west side of Chablis
Path immediately adjacent Retention Area number 2 so long as said
measurements and inspection shall occur during the term of this
agreement.
8. Ail communications between the parties shall be limited
to John M. Bredemeyer, III on behalf of the Trustees and Neil Rego
on behalf of the owner, or their respective counsel, Harvey A.
Arnoff, or his successor, or Anthony B. Tohill, or his successor.

Enclosed please find all correspondence relating to the
design of the subdivision and drainage facility at Chardonnay
Woods. Included is a copy of the DEC permit and an extra copy
of the drainage plans.
While the subdivision map is not the final map, the
drainage plans are the correct ones. Feel free to keep the maps
for reference during construction. However if you have no use
for them, please return, because they may be our only "extras".
If your Board or the Bay Constable notices any construction
practices that are destructive of the wetland, please bring this
to the attention of both the Planning Board and Ray Jacobs so
that we can have the site inspected and the problem corrected.
Note that the performance bond inclu~wetlands plantings to
revegetate any areas that become disturbed during construction.

After review of the above referencea preliminary plan, we have the
following comments:
The yiele calculations shown on the plat represent the
allowable yield un,er ideal site con¢itions. Due to the
existence of wetiana and areas which are periodically
floodea (areas along C.R. 27 which apparently receive
road runoff), this approach is not appropriate.
The limit of existing wetlands should,be determined by
either the N.Y.S.D.E.~ or the Town's environmental
consultant. This area, as well as the area presently
affected by highway flooding, shoulc not b~ includeo in
the total gross area useo for yield calculations.
The question of whether or not the ex~sting wetlands
should be used for the retention ano/or recharge of roaa-
way runoff should be aaeressed a~ that tim~ A determin-
ation by the N.Y.S.D.E.~ or Town environmental consult-
an~ is necessary aue to the fac~ that the Cluster Plan
submittea relies completely on the use of these wetlanas

through improper planning, we feel that the sketch plan
approval should not be considered until the above matters
are adequately dealt with.
Future submission should contain two (2) prints of
drainage plan showing tributary areas marked in "red" to
include drainage calculations, tributary areas in and
,outside of the aevelopment, design rainfall, runoff
coefficients, etc.

Dear Mr. Orlowski:
This letter is in response to the Suffolk County Planning
Commission letter dated June 12, 1989 of which you reauested our
comments. We have met with the Developers Engineer Edward Bullock to
discuss the County's letter. He has provided us with additional copies
information and a copy of the New York State Department of
Environmental Conservation Permit secJred for this project. The plan
has been approved by N.Y.S.D.E.C. with some modifications and numerous
conditions as listed in the permit. A summary of our comments in
conjunction the Planning Commission's letter are as follows:
1. DESIGN CALCULATION FOR STORMWATER DRAINAGE SYSTEM
Have been provided on the ~inal Drainage Plan. Also, a report on
the Drainage Design is herewith attached as preoared for the
N.Y.S.D.E.C. permit orocess, which provides for adequate drainage
facilities.
2. DIRECT DISCHARGE OF STORMWATER ONTO WETLAND
Additonal drainage basins have been added to reduce the stormwater
flow from uo-land areas. Adeauate depth in leaching basins could
not be attained at the Iow point of Chablis Path without excessive
filling of the wetland to raise the road grade. 2 mitigation plan
for the wetland has been preoared at D.E.C. request and aporoved.
3. THE PROPOSED ROAD, CHABLIS PATH, CROSSES THE WETLAN)
Access to the 4 lots on the Southside of the site adjoining the
wetland from Old North Road was originally proposed but was
disapproved by the Town, thus the only access to the area was from
the north. This accur nas been approved by N.Y.S.D.E.C.

4. 100 FT. SETBACK FOR SANITARY SYSTEM FROM WETL~D
Site Plans for lots 6 and 9 nave been prepared indicating the
location of the sanitary systems beyond the 100 ft. setback and
have been approved by N.Y.S.D.E.C.
5. CURVE IN OLD NORTH ROAD
This revision has been made to the plan by the Projects Engineer.
The Suffolk County Planning Commission has also suggested several
revisions that could be made to the plans. Our comments to their
suggestions are as follows:
I & 2. EXTENDING COSDEN COURT
Cosden Court is not a dedicated roadway thus rendering it
inacessible.
3. PLACING LOTS ALONG THE SOUTH SIDES OF LOT 10 AND CHARDONNA¥ DRIVE
This area is heavily wooded with mature trees a relatively steep
slope, thus it was oreferred to preserve this area in a natural
state.
