The question of whether an action may be significant is not always easy te answer, Frequent- ly, there are aspects of a project that are subjective or unmeasureable, t is also understood that those who determine significance may have little or no formal knowledge of the environment or may not be technica]l~ expert in enwronmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, ,. et flexible enough to allow introduction of information to fit a project or action, Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic pro!ect d~ta, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. Box 1179 Southold, New York 11971 February 9, 1996 Dear Sirs: As a property owner and resident since 1982 whose address is on Clay Point Road, Fishers Island, but more specifically, whose property is located on Chocomount Cove, I was distressed to learn that the Town of Southold Trustees have approved an application by Robert and Jean N. Calhoun to construct a 6 ft. x 180 ft. fixed dock on their property on Chocomount Cove. According to a copy of Mr. & Mrs. Calhoun's application, it was submitted on November 20,~ 1995, received an inspection on December 11, 1995 and had a public hearing on Decembe~ 21, 1995. At no time was I, or any of the adjoining neighbors on Chocomount Cove, contacted by the Town or by the applicants regarding this project. Chocomount Cove is one of the few undisturbed natural areas along the north shore of Fishers Island. It is markedly active in bird life and relatively undisturbed by boating activity. Occasionally in the summer, a sailboat anchors in the middle of the Cove and there are one or two lobster traps, but it is a relatively quiet part of the shoreline. I believe a dock of the size proposed by Mr. & Mrs. Calhoun would dramatically change the character of the area and seriously alter its appearance. It is very upsetting that this project may have been approved without any notification of those who will be most affected by it. It is also my understanding that Mr. & Mrs. Calhoun's application for this project was submitted in the form of an amendment to a swimming pool application.
