Box 416, Orient NY) 11957, SCTMop 26-1-18;application by The John M. Bredemeyer,Jr., and Jeanne R. Bredemeyer Family Trust Dear Town of Southold Trustees: I am submitting the attached Application for Amendment to Wetland Permit#285 for the subject address along with the required check for the $50.00 fee. I, Eric Bredemeyer, am the Co-Trustee of the John M. Bredemeyer,Jr., and Jeanne R. Bredemeyer Family Trust(hereinafter BFT)owner of the home and land at 2660 Village Lane, Orient, NY, and holder of Wetland Permit#285. My parents John,Jr. and Jeanne live in the home. My brother,John M. Bredemeyer III, and I have assumed many of the affairs of my elderly parents who have lived on Village Lane for nearly 50 years. As a Trustee of the BFT, I am authorized on behalf of the BFT to make this application for the Amendment. John III, (is a Town Trustee as you know)and is Co-Trustee of the BFT. I, as the other, and may I add only other Co-Trustee of the BFT, hereby authorize Brother John III on behalf of the BFT to address the TOS Southold Trustees and any other officials or agents of the TOS associated with this Application for Amendment and such things reasonably related to it. Brother John III should be considered by you as if I were in front of you. The application made is for a 12 inch diameter piling to be placed in the waters of Orient Harbor in front of 2660 Village Lane(formerly known as Bay Ave.,too),with a complementary land-placed piling so that a pulley-cable system may be secured and strung thereby facilitating keeping and accessing the Bredemeyer family's boat(s) on the water in front of the family home. Firstly, Brother John currently has his 17 foot runabout which can be so kept. Next this past year, I retired from the U.S. Navy,JAG Corps, after 31 years as a Captain. I have my 21 foot Dusky center-console here in Florida and will trailer it North and use the offshore-onshore mooring system, too, on visits and family stays. In addition to the application and fee, I am providing you copies of the two relevant property deeds and marked diagram (from the survey)so that you can better understand the application. The piling as planned is placed to maintain as much of the remaining open water in front of the subject property as possible for use by others of the boating public such as commercial scallopers during their season. Attached please find the boat registration copy, too. Please feel free to ask Brother John III any questions in this matter or call me. Thank you for your assistance and attention to this matter. NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WAS HELD BY THE TOWN TRUSTEES OF THE TOWN OF SOUTHOLD,.AT THE SOUTHOLD TOWN HALL, MAIN ROAD, SOUTHOLD NEW YORK, ON THURSDAY, MAY 29, 1986 ON THE APPLICATION OF'<JOHN M. BREDEMEYER, JR. FOR A'PERMIT UNDER THE'PROVISIONS OF THE WETLAND ORDINANCE OF THE TOWN OF SOUTHOLD: 7:30 P.M. In the matter of the application of John M. Bredemeyer, Jr. to construct a single family dwelling with well and sanitary system and regradw with retaining wall. Property is located ont he west side of Bay Avenue, Orient, New York. Trustee. Smith: That was the. official reading of the notice of hearing on this application.. Are there any comments from the audience? ABIGAIL WICKHAM: Hello my name is Gail Wickham, I represent the Bredemeyers who are here tonight, if you have any questions. I just want to briefly high- light the application. It is a small lot, but it is in keeping with the size of the other lots in the neighborhood which have houses on them. We demonstrated at the Suffolk .County Health Dept. that the proposed pools are as far or further away from any of the other pools that are down there. The D.E.C. does not have jurisdiction. The Health Dept. has approved it. There are no wetlands that will be affected by this. There is a bulkhead on the property. There will be measures taken before and after construction to prevent any run off from the project. Thank you. Trustee Smith: Dr. Garrell does the C.A.C. have any comments. on this? Dr.. Garrell: C.A.C. recommended approval of this. project. Suggests that a sewerage or water supply be located across the road. We felt that this was in keeping with the other lots. We felt that the water supply or the cesspool could be located on the other side of the street. Abigail Wickham: I can address that. The Health Dept. saw that property on the other side and they took the opportunity to ask that the applicant give an easement on his house across the street in case a well had to be installed at .some time. I believe the testing showed that the water on the bay side was better than the water on the sound side. That is where the well will be put initally pursuant to Health Dept. approval. We could not put .the pools on the other side because there are already too many pools. But there is a provision for future water supply over there if it is necessary. Trustee Smith: Ruth will you get up and state your name. Public Hearing in the matter of John M. Bredemeyer, Jr. , May 29, 1986 , page 2. Ruth Oliva, N.F.E.C. : My name is Ruth Oliva, from the, N.F.E.C. and for environmental reasons we- justhave to object to this project. Despite our knowing ,the Bredemeyers and liking them. We just feel that they can not meet the setback from the water, from the road. It is a very small lot. The other lots, I realize in the area, are small That doesn't say that this one, because the other ones, mistakes were made, that you should make compound the mistake. I know the Board of Health, according to Ms. Wickham, has given their approval. I know I have in writing from the Board of Health,. and I have questioned this type of thing, it is the Board of Health's responsibility to get a well and septic system in on the lot on a separate and single lot somehow. I feel that this is a somehow. The water on Village Lane .was at onetime good. With the .pumping it is not good. With the continued pumping; from people staying there longer it is not good. We ask that this application be denied. Trustee Smith: Thank you. Are there any other comments from the Audience. No comments. From the Trustees. No comments. The proposed house location as shown on the survey is in keeping with the location of other houses along. Bay Avenue. For your further clarification, we enclose a copy of a sketch prepared by Mr. Bredemeyer showing the location of neighboring houses and sanitary systems. 2. The Suffolk County Health Department Board of Review has approved the sanitary system and well location as shown by the attached letter dated September. 23 , 1985 . in obtaining their approval, the, Bredemeyers demonstrated that the sanitary system would be placed further from Orient Harbor than any other nearby system presently in use. 3. During construction, proper measures will be taken to prevent any soil or debris from running off into the Bay. Final foundation grade will create slopes of less than 1 foot per three feet. 4 . Due to the existence of a bulkhead along the entire frontage , DEC approval is not required. See copy of letter enclosed. Fo the above reasons , we believe a permit should not be required and ask that you let us know if there is any additional information required. .03el 1y yours , Ab .
