POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

V. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
312. Rescind Resolution #205, adopted March 12, 2002 appropriating Park & Playground funds
for a compact utility tractor.
313. Authorize and direct Supervisor Horton to sign applications for Environmental Protection
Fund and Clean Water/Clean Air Bond Act funding.
314. Grant Glastar, Lt., on behalf of the Mr. & Mrs. Wiggins, a $150 refund for the withdrawal
of their ZBA application.
315. Remove Cheryl Kaswell from her position in the Tax Receiver's Office and appoint her to
the position of part-time Clerk Typist in the Human Resource Center.
316. Grant a refund to William J. Smith in the amount of $316.80 for a building permit as they
are not including the garage in their building plans.
317. Grant a refund to Martine B. Maiorana in the amount of $15.00 for the return of a Zoning
Board of Appeals Notice Board-Stand.
318. Grant a partial refund to Mr. and Mrs. David Groeneveld in the amount of $375.00 for the
withdrawal of a Zoning Board of Appeals application for an accessory garage.
319. Designate the Louise Crandell House (Deacon William H. Tuthill House) in East Marion as
a Southold Town landmark.
320. Grant permission to the Southold Village Merchants to use town roads for their "Home
Town Parade" on July 4, 2002.
321. Authorize and direct Supervisor Horton to execute a PSAP Agency Agreement with the
Suffolk County Police for providing Enhanced E911 services.
322. Appoint Jill Doherty to the position of part-time Clerk Typist in the Zoning Board of
Appeals.

Amend Resolution #237, adopted April 9, 2002 to include that the Town Board accepts the
letter of intent to retire of Charles Burgess from the Fishers Island Ferry District effective
March 28, 2002.
324. Grant a partial refund to Andrea Tung in the amount of $75.00 from the Zoning Board of
Appeals as a building permit has been issued.
325. Authorize the Fishers Island Ferry District to accept credit cards as payment for the
purchase of tickets, reservations and ticket books.
326. Appoint Jack Broome and Matthew Sawyer to the position of part-time deck hands at the
Fishers Island Ferry District.
327.
Authorize Town Comptroller John Cushman to pay the accumulated benefit days accrued by
Robert P. Knauff and Charles W. Burgess upon their retirement from the Fishers Island
Ferry District.
328. Authorize Town Clerk Neville to advertise for bids for supplying Food for the 2002
Calendar year to the Nutrition Program.
329. Authorize and direct Supervisor Horton to execute a contract with Fleet Bank to operate a
lock box for the Tax Receiver's Office.
330. Grant permission to Deborah Stromberg (Weinstein) for the use of the Goldsmith Inlet
parking lot for wedding guests on June 1, 2002.
331. Grant permission to the Orient Fire Department to use town roads for their Memorial Day
Parade May 27, 2002.
332. Reappoint Elbert M. Burr Jr., Marshall Posey and Marguerite Purnell to the Fishers Island
Harbor Committee.
333. Appoint Chauncey Goss and Gaines Gwathmey to the Fishers Island Harbor Committee.
334. Authorize payment to Albrecht, Viggiano, Zureck & Company for an audit of the contract
with Cablevisions Systems of Long Island Corp.
335. Authorize a paid leave of absence for a town employee using sick leave.
336. Designate Southold Town Attorney Gregory F. Yakaboski as Special Assistant Attorney.

337. Authorize modification to the General Fund Whole Town 2002 budget to appropriate funds
for the Route 25 Drainage Project.
338. Declare certain Data Processing equipment as surplus and authorize and direct Town Clerk
Neville to advertise same for bid.
339. Compensate Assistant Cook Valerie Maione at an annual salary rate of $32,907.45
retroactively from April 18, 2002 for a period of up to ten weeks.
340. Extend Angel Morales' hours of work from 17 lA to 35 per week in the kitchen on a
temporary basis for up to ten weeks.
341.
Accept the amount of the revised bond estimate for the improvements in the minor
subdivision for Raymond J. Akscin located on the north side of Bayview Road, Southold,
SCTM #1000-88-2-17.

Grant permission to Town Clerk Elizabeth Neville to attend the Annual New York
Association of Local Government Records Officers Conference June 4-7, 2002 at
Alexandria Bay, NY.

Authorize and direct the Southold Town Clerk to execute and submit the NYS DEC
application, the "License Issuing Agent Agreement" and such other documents as are
necessary to fully participate in the NYS DEC DECALS system.
344. Approve six-month trailer permit for Laurel Links Country Club.
345. Appoint Ronald R. Rossi as a Member of the Landmark Preservation Commission.
346. Authorize Peconic Land Trust, on behalf of Southold Town, to apply for federal farmland
preservation funds.
347. Direct the Southold Town Comptroller to obtain recommendations from department heads
in order to achieve a 10% reduction in the 2003 budget.

Approve the purchase of SCTM #1000-31-5-1.2 at Dam Pond in partnership with Suffolk
County as tenants in common, and approve the purchase of the property at Dam Pond,
SCTM #1000-23-1-20.1 (formerly SCTM #1000-23-1-3.4 & 20).

Determine that the purchase of development rights of approximately 12.25 acres on the
south side of CR 48 in Peconic would have no significant impact on the environment, and
approve the purchase of development rights of agricultural lands of Aliano, SCTM #1000-
74-4-4.1, 4.2, 4.3, 4.4, 4.5 & 4.6.
