Upon receipt of an application for a Pre-Existing Certificate
of Occupancy, I made an inspection of this two-story wood framed
building. I picked up keys from the real estate office of Floyd
King, Orient, New York, and began this inspection at approximately
2:50 P.M.
The first floor consists of an enclosed rear porch that pro-
vides entry to kitchen. Kitchen has a walk-in pantry. There are
four bedrooms; one room being used for bedroom was formerly used
as a store. An inside bathroom was made under stairway that leads
to second floor apartment from hallway of front entry to building.
Living room is boated on southwest corner of building. Heat is
furnished to all rooms on this floor from an oil-fired forced warm
air furnace located in cellar of building's rubble stone and poured
concrete foundation. Second floor apartment has two bedrooms,
living room, kitchen, and a half bathroom containing tub and toilet.
Heat to second floor is furnished from a free standing gas fired
space heater located in kitchen. Accessory structure is a one-car.
garage with rear storage area attached. Garage is accessible from
Skippers Lane.
The following violations of the Housing Code, Chapter 52,
Town of Southold, New York, were found:
Bathroom - first floor, inside, no mechanical ventilation
prow Article II, Section 52-26 B 4(b).
Stairwa - to second floor, no means of controlling light

Bathroom - second floor, lavatory fixture required, Article V,

Kitchen - second floor, no cooking and refrigeration equip-
ment, Article V, Section 52-57 A 1.
Cellar - emergency shut off switch for oil fired furnace,
swTh is hanging from electrical box by conductor, also no
switch plate provided, Article V, Section 52-56 A 1(2).
Accessory building - rear room, walls and ceiling are plastered,
plaster loose and missing on ceilings and walls, Article III,

Section 52-32 C. Shingles loose and missing on front wall
of garage. Window pane missing from sash on gable end,
front end of building, Article III, Section 52-31 B.
Inspection completed at approximately 3:30 P.M. Keys
were returned to Mr. King who arrived at completion of inspection.

1. Final survey of property with accurate location of all buildinys, property lines, streets, and
unusual natural or topographic features.
2 Final apprcvcl of Health Dept. of wah~r supply and sewerage disposal--(S-9 form or equal).
3. Approval of electrical installation from Beard of Fire Underwriters.
4 Commercial buildings, Industrial buildings, Multiple Residences and similar buildings and
installations, a certificote of Co:1e compliance frcm the Architect or Engineer responsible for
the building.

The premises for which a Certificate of Occupancy is requested is located in
a B-1 Business District. The building for many, many years was used as a
dwelling and a barber shop. The barber shop use was discontinued several years
ago and the building since that time has been used exclusively for dwelling purposes.
Accordingly, it would seem that the building and premises may be used for B-1
business use as a matter of right and for dwelling purposes as anon-conforming
use under the 1976 amendments to the Building Code.
