Dear Chief Brewer:
VHB Engineering, Surveying and Lar�dscape Architecture, P,C, ("VHB") is eanducting an
enviranmental review of a proposed gafied residential develapment on an approximately 45.9
acre site. The praject site consists af vacant, undeveloped land that was farmerly farmed and is
lacated on the narth side of the intersection of Griffing Street and Schoolhause Raad, in the
ham[et of Cutchogue, Tawn of Sauthold, Suffalk County, New York(see attached site tocation
map).
Specifieally, the prcapased action consists of the cr�nstructian af 124 seniar/55+ candaminium
units in 62 buildings and associated improvements and amenities within a gated community
(see attacMed averall Layaut and Materia{s Plan). Access to the property would be from the
carner of Griffing Street and Schoolhause Rc�ad, with emergency access fram Bridle Lane and
Spur Road. Additianal site improvemer�ts and amenities to be provided include a cammunity
center, an outdoar swirnming pool, a tennis court, a gazeba and parking and landscaped areas.
As part af the State Er�viranmental Quality Review Act ("SEQRA"} process,VHB must examine
relevant enviranmental and socia! issues, including the existing conditions af, and potential
impacts upon,fire protection and emergency medical services, and yaur assistance in this
regard would be appreciated.in fact, such infarmation is required, in accordance with the Final
Scap�, and a#the request of the Town of Soufihald Planning Board. Please advise, in writing, on
the following:
1. Number of valunteers and full-time staff in the Cutchogue Fire Department
2. Description of the equipment and vehicles used by the Cutchague Fire
Department

a proposed adult(55+years of age)community("The Heritage at Cutchogue")at the above-referenced 45.6±-
acre property(the"subject property",see attached site location map and USGS Topographic Map excerpt).
The subject property was formerly used for agricultural purposes and currently supports early-and mid-
successional vegetation.
VHB is currently preparing a Draft Environmental Impact Statement(DEIS)for the proposed action,with the
Town of Southold Planning Board serving as the lead agency.To ensure that the DEIS will address all significant

communities,which our databases indicate occur, or may occur, on your site or in the
immediate vicinity of your site.
For most sites, comprehensive field surveys have not been conducted; the enclosed

environmental review of a proposed gated residential development on an approximately 45.9 acre
site.The project site consists of vacant, undeveloped land that was formerly farmed and is located
on the north side of the intersection of Griffing Street and Schoolhouse Road, in the hamlet of
Cutchogue,Town of Southold,Suffolk County, New York(see attached site location map).
Specifically,the proposed action consists of the construction of 130 senior/55+condominium units
in 65 buildings and associated improvements and amenities on subject property that would be
gated. Access to the property would be from the corner of Griffing Street and Schoolhouse Road,
with emergency access from Bridle Lane and Spur Road.Additional site improvements and
amenities to be provided include a community center,an outdoor swimming pool,two tennis
courts, a gazebo and parking and landscaped areas.
As part ofi the State Environmental Quality Review Act("SEQRA") process,VHB must examine
relevant environmental and social issues, including potential cumulative impacts of the proposed

potentially result in cumulative impacts in the area.

1. In the area that you ar�proposing this dev�lopment,we have one officer in a sector car that is
responsible for Alvah's Lane Cutchogu�e to P�canic Lane,Pecanic, from the Long Island �ounci
to the north to the Peconic T3ay to the south.Besides th�officer that worlcs this sectar there may
also be a�pecial Pah•ol unit(Hi�hway Patr•ol,I�-9, Comrnunity Response Unit,Nlarine Unit)
woricing an assignment in this sector.
2. Although this question is rather vague, our offi�er that worlcs this sector is arrr►ed, also carries a
TASER and in the near future a patrol rifle. The officer would have his patrol vehicle�quipped
with an AED, oxy��n and in-car video. This officer also has access to a�!Iarine Unit,IC-9 through
our d�partment and aviation and emergency seivices unit through Suffollc County Police
department. Our department also has a Cammand Van for comrnunications and command dui•ing
any major event or call.
3. In 2013 th�officers working this sector responded to 2,232 calls for service. The type of calls are
everythin�from Aided Cases,Activafed Alarms, Police Services,Disturbances,Investigations to
various crimes.
4. The estimated response time to an emergency call at this location would b�4 minutes.
5. The Police Department's Annual�udget for 2014 was appx. $1.3 million.
6. Th�main issue our department would have with the proposed developm�nt at this site would b�
tihe increase in vehicular traf�c in the Cutchogue Village ar�a. The closest access to �tat�Route
25 for residents would be from Gt�if�ng �treet and this intersection is already a difficult
intersectioti to navi�ate becaus�of its location in the heart of Cutchogue village and the close
proximity of the traffic light at New �uffoll<Road and Rt. 25. The only otller access to Route 25
would be via Depot Lane,which is also a tough int�rsection to acc�ss 12t. 25 from,only governed
by a stop sign.Access to Caunty l�oute 48 is also difficult from Depot Lane as ther�is anly a
flashing caution light/i°ed light at this intersectioll. We would naturally expect an increase in calls
for service for our department from the added residents in this proposed d�velopment.

1. In the area that you ar�proposing this dev�lopment,we have one officer in a sector car that is
responsible for Alvah's Lane Cutchogu�e to P�canic Lane,Pecanic, from the Long Island �ounci
to the north to the Peconic T3ay to the south.Besides th�officer that worlcs this sectar there may
also be a�pecial Pah•ol unit(Hi�hway Patr•ol,I�-9, Comrnunity Response Unit,Nlarine Unit)
woricing an assignment in this sector.
2. Although this question is rather vague, our offi�er that worlcs this sector is arrr►ed, also carries a
TASER and in the near future a patrol rifle. The officer would have his patrol vehicle�quipped
with an AED, oxy��n and in-car video. This officer also has access to a�!Iarine Unit,IC-9 through
our d�partment and aviation and emergency seivices unit through Suffollc County Police
department. Our department also has a Cammand Van for comrnunications and command dui•ing
any major event or call.
3. In 2013 th�officers working this sector responded to 2,232 calls for service. The type of calls are
everythin�from Aided Cases,Activafed Alarms, Police Services,Disturbances,Investigations to
various crimes.
4. The estimated response time to an emergency call at this location would b�4 minutes.
5. The Police Department's Annual�udget for 2014 was appx. $1.3 million.
6. Th�main issue our department would have with the proposed developm�nt at this site would b�
tihe increase in vehicular traf�c in the Cutchogue Village ar�a. The closest access to �tat�Route
25 for residents would be from Gt�if�ng �treet and this intersection is already a difficult
intersectioti to navi�ate becaus�of its location in the heart of Cutchogue village and the close
proximity of the traffic light at New �uffoll<Road and Rt. 25. The only otller access to Route 25
would be via Depot Lane,which is also a tough int�rsection to acc�ss 12t. 25 from,only governed
by a stop sign.Access to Caunty l�oute 48 is also difficult from Depot Lane as ther�is anly a
flashing caution light/i°ed light at this intersectioll. We would naturally expect an increase in calls
for service for our department from the added residents in this proposed d�velopment.

a proposed adult(55+years of age)community("The Heritage at Cutchogue")at the above-referenced 45.6±-
acre property(the"subject property",see attached site location map and USGS Topographic Map excerpt).
The subject property was formerly used for agricultural purposes and currently supports early-and mid-
successional vegetation.
VHB is currently preparing a Draft Environmental Impact Statement(DEIS)for the proposed action,with the
Town of Southold Planning Board serving as the lead agency.To ensure that the DEIS will address all significant
