MEETING MINUTES
MEETING # 110
November 18, 2015
Present:
Rona Smith, Beth Motschenbacher, LeRoy Heyliger, Michael Herbert, Jeanne Kelley
Excused:
and Councilman Jim Dinizio. Also present: Debbie O’Kane. William Dougherty.
Meeting began at 5:30 p.m.

Approval of Minutes:
The September 9 meeting minutes were approved.
HAC Membership:
Councilman Dinizio and Rona met with and interviewed prospective
member Debbie O’Kane. Councilman Dinizio will bring recommendation of Ms. O’Kane to
the Town Board for formal appointment. LeRoy called Reverend Peter Kelley, who said he
might recommend a congregant at a future time. Gail Horton said she is too busy, might
be interested in 2016. Pat Lutsky of Peconic Landing was also discussed.
Public Forum:
October 22 forum was discussed. It is presently airing on public access
station. It was agreed that the forum was sparsely attended again, and that perhaps the
HAC do in-person outreach and presentations to individual civic groups. Rona suggested
compiling a list of civic associations and at future meeting assigning HAC members to
conduct outreach.
Welcoming Committee:
The Welcoming Committee as it is now composed and as it now
functions was discussed. Should an HAC member be included? Should the Welcoming
Committee be dissolved? Consensus wasn’t reached, but all agreed to continue the
discussion at a future date.
Pawlowski Project:
The former proposal and his current proposal for another property in
the hamlet of Mattituck were discussed. His original plan has been withdrawn and the
property put up for sale.
Cottages Capital Improvement Request:
Mr. Craig Fredericks submitted a request for
approval to install a fence with the primary goal of containing his dog in the yard. He stated
it would be similar in nature to fences installed by his neighbors. None of the other fence
installations in The Cottages have submitted their plans formally to the HAC or the Town
for approval. HAC members agreed to grant approval to Mr. Fredericks pending Rona’s
review of the material he proposes to use; Rona will contact the Town Attorney’s office to
formally notify Mr. Fredericks of approval.
Community Land Trust:
Rona circulated promotional materials from the CLT and the
Trust’s long-standing goal of purchasing a property in Greenport was discussed. No action
will be taken at this time.
Wastewater Treatment Methods:
County-level requirements were discussed as were the
implications on property owners and the town of Southold. Beth suggested contacting
Legislator Al Krupski’s office and requesting periodic updates from the county level on the
matter. Rona will speak with Krupski aide John Stype and report back. Councilman Dinizio
will set up a meeting with the Town Engineers in early 2016 to present an info session to
HAC. Councilman Dinizio also reported on potential annexation projects adjacent to
Greenport village. This will be an item of continuing discussion.
Follow-Up Tom McCarthy Discussion:
Rona distributed a draft memo to HAC members
for consideration. The memo states that the HAC strongly urges the Planning Board to re-
consider a previously denied request from Tom McCarthy’s client who sought to fulfill the
Inclusionary Zoning requirement through the purchase of another house elsewhere in
town.The memo states that HAC does not find this to be in conflict with the goal of creating
more affordable units in town. Rona will accept revisions to the memo by email and then
send to Town Attorney’s office, Town Board and Planning Board.
Other:
LeRoy shared two articles from Newsday which were circulated by email.
Next Meeting is scheduled for:
Wednesday, December 16th at 5:30 p.m. Meeting room
location to be determined.Meeting ended at 6:40 p.m.
