Present were: Acting Chairman-Jack McGreevy Doug Hardy, Member Keith McCamy, Member Peter Meeker, Member Lauren Standish, Secretary Absent were: Peter Young, Chairman William McDermott, Member John Stein, Member CALL TO ORDER Acting-Chairman Jack McGreevy called the meeting to order at 4:35PM. REPORTS Jack McGreevy attended the Board of Trustees meeting held on June 18th. He brought to the Board's attention the seriousness of the deterioration of bluffs and the urgency to protect them. The majority of the Board was receptive with the exception of one. The CAC members agreed now is the time to put their concerns in writing to the Board of Trustees and the Town Board. Doug Hardy will prepare a draft position paper by the next meeting. 2 APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by Keith McCamy, to Approve the Minutes of June 12, 2014. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS LISA GILLOOLY to erect a 103' retaining wall along the shoreline to stabilize and create a framework for planting; add a rock revetment face addition to the existing structure retaining wall along entire length consisting of 1000-2000 lb. stones bringing structure in compliance with 30 yr. standard and mirroring two neighbors to the north. Located: 450 Harbor Rd., Orient. SCTM#27-4-7 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jack McGreevy, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of NITIN P. DESAI & C. BARSI, LLC to construct a 16'X 32' in-ground swimming pool and install pool enclosure fencing along landward limit of 15' wide non-turf buffer adjacent to bluff crest.. Located: 18915 Soundview Ave., Southold. SCTM#51-1-15 Inspected by: Peter Young The CAC Supports the application with the Condition a drywell is installed to contain the pool backwash. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of ROBERT J. MUSCO to remove existing wood decks and steps; construct in-ground swimming pool with patio and surround with associated fencing; short retaining wall along northerly line of surround; and pool backwash drywell and pool equipment. Located: 497 Ripple Water Lane, Southold. SCTM#76-1-15.3 Inspected by: Peter Young The CAC Supports the application with the Condition the area north of the pool is limited to non-turf plantings. Vote of Council: Ayes: All Motion Carried 3 Moved by Jack McGreevy, seconded by Peter Meeker, it-was RESOLVED to SUPPORT the application of CEDARS GOLF CLUB, LLC to rehabilitate and make improvements to an existing dike system with engineered slopes and implementation of a maintenance program to remove large woody vegetation that has contributed to previous failures. The project will require approx. 210 cy. of structural fill and various plantings. Located: 305 Cases Lane Ext., Cutchogue. SCTM#109-5-16.3 Inspected by: Peter Young, Jack McGreevy The CAC Supports the application, however, questions the definition of "structural fill" and whether it meets best management practices. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of ROBERT PELLEGRINI to remove and replace existing glass enclosed structure attached to the existing dwelling with a new wood framed structure; install new drywell north of existing dwelling for rainwater run-off from new wood framed structure; reconstruct decks, in place, as required in areas adjacent to the new construction of the existing glass enclosed structure; reconstruct existing stairs, walkway and platform leading to existing deck at bottom of the bank; reconstruct existing elevated deck at bottom of bank; reconstruct existing elevated wood structure walkway leading from elevated deck to adjustable ramp, as required; reconstruct existing adjustable ramp and floating dock, in place, as required. Located: 4515 Stillwater Ave., Cutchogue. SCTM#137-3-4 Inspected by: Peter Young The CAC Supports the application, however, questions whether the large deck (12'X 16') at the bottom of the bank is intrusive to stability of the bank and whether replacement is warranted in managing our coastal resources. Vote of Council: Ayes: All Motion Carried FIRST EAST END HOLDINGS CORP. to construct a fixed timber dock, consisting of a 4'X 90' fixed timber catwalk (elevated a min. of 3.5' above grade of marsh; constructed with open-grate decking; and supported by 6" piles over vegetated marsh and 8" piles seaward of marsh), a 3'X 20' hinged ramp, and a 6'X 20' float secured by two (2) 8" dia. pilings; clear a 4' wide footpath less than 100' from wetlands to access proposed dock; and provide water and electricity to dock. Located: 875 Westview Dr., Mattituck. SCTM#139-1-18 Inspected by: Peter Young 4 The project was not staked, therefore no recommendation was made. Moved by Keith McCamy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of BRIAN T. FRAWLEY to restore and stabilize eroded portion of bluff as follows: re-grade top of bluff to remove vertical sheer/lip and relocate bluff crest approx. 3' landward to re-establish more stable angle of repose; renourish bluff face with approx. 10 cy. of resultant soil material together with approx.. 30 cy. of clean sand/loam to be trucked in from an approved upland source; install +/-6' variable length wood terrace retaining walls to stabilize renourishment material; revegetate renourished area with native plantings; and establish 5' wide non-turf buffer landward of relocated bluff crest to be planted with native vegetation. Located: 4545 Hallock Lane, Mattituck. SCTM#112-1-2 Inspected by: Peter Meeker, Keith McCamy, John Stein The CAC Supports the application with the following recommendations: • Best engineering practices to retain all run-off and pool water on the property; • Best engineering and design practices on the bluff terracing; and • A 10' non-turf buffer planted with native vegetation. Vote of Council: Ayes: All Motion Carried (The committee will compose a position paper and submit to the Town Board and the Board of Trustees concerning the bluffs.) Moved by Peter Meeker, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the application of FIRM FOUNDATIONS PARTNERS LLC to install an in-ground swimming pool 16'X 36' with blue stone patio, pool equipment and pool fencing. Located: 1060 Fox Hollow Rd., Mattituck. SCTM#113-6-23 Inspected by: Keith McCamy, Peter Meeker, John Stein The CAC does Not Support the application because the project wasn't staked and there was no indication of a drywell. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by Doug Hardy, it was 5 RESOLVED to SUPPORT the application of MARGARET PISANI to reconstruct 120' bulkhead/seawall with vinyl, in place of existing, two (2) new 10' vinyl returns and backfill w/45 cy. clean fill. Located: 7180 Peconic Bay Blvd., Laurel. SCTM#126-11-9.1 Inspected by: Keith McCamy, Peter Meeker, John Stein The CAC Supports the application with the Condition of a 10' non-turf buffer along the landward side of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of EDGAR EL CHAAR to remove existing storm damaged pier and replace with new 4'X 120' long fixed pier, 3'X 12' aluminum ramp and 6'X 20' floating dock, using thru-flow clocking over the wetlands and untreated decking on remainder. Located: 3765 Stillwater Ave., Cutchogue. SCTM#137-1-1 Inspected by: Keith McCamy, Peter Meeker, John Stein The CAC Supports the application with the Condition gutters, leaders and drywells are installed to contain run-off from the dwelling and the installation of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried RALPH CARBONE, JR. for the existing 50'X 20' swimming pool, remove pool equipment building, construct a 36'X 23' pool house with drywells for roof run-off, construct a patio, 20'X 6' steps, driveway with new stone, and install gutters and drywell for run-off. Located: 6227 Castle Rd., Fishers Island._SCTM#1-2-6.4&6.5 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF AMENDMENTS TO WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Keith McCamy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of MORANDINA LIVING TRUST BY RENZO MORANDINA & SYLVIA MORANDINA to Amend Wetland Permit#1859 to include a floating dock, storage box and excess platform. Located: 3715 Stillwater Ave., Cutchogue. SCTM#136-2-12 Inspected by: Keith McCamy, Peter Meeker, John Stein 6 The CAC Supports the application with the Condition all structures comply with the construction standards of Ch. 275 of the Town Code and gutters, leaders and drywells are installed to contain roof run-off from the dwelling. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of PATRICK & JOANNE CONWAY to Amend Wetland Permit #8257 to replace two 4" piles with two 8" butt pilings, two 5" pilings with two 8" butt pilings, 10'X 3' ramp with 12'X 3' aluminum ramp and replace 10'X 11' float with 6'X 20' float. Located: 2000 Deep Hole Dr., Mattituck. SCTM#123-4-2 Inspected by: John Stein, Peter Meeker, Keith McCamy The CAC Supports the application with the Condition the derelict float is removed. Vote of Council: Ayes: All Motion Carried Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for Wed., July 23, 2014 at 5:30 PM. The next meeting of the Conservation Advisory council has been set for Wed., August 13, 2014 at 4:30 PM at Down's Farm Preserve.
