Present were: Peter Young, Chairman John Stein, Member Doug Hardy, Member Jack McGreevy, Member Keith McCamy, Member Peter Meeker, Member Lauren Standish, Secretary Absent were: William McDermott, Member Hunter Hedges, Student Intern CALL TO ORDER Chairman Peter Young called the meeting to order at 4:35PM. REPORTS John Stein attended the Board of Trustees meeting on May 21, 2014. Doug Hardy questioned the outcome of an application on Meadow Beach Lane. John reported that the application was approved using best management practices. Doug Hardy requested support from the members to write a letter to the Board of Trustees and the Town Board concerning the Oregon Road bluffs. He strongly recommends the area be declared a sensitive area. The members unanimously supported his request and he will draft a letter and e- mail to the CAC members for review and discussion at the next meeting. 2 APPROVAL OF MINUTES Moved by Doug Hardy, seconded by Jack McGreevy; tb Approve the Minutes of May 14, 2014. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of THOMAS ZOITAS to plant a 40' wide buffer with native plantings with 3' wide walkway through buffer to remain. Fence to be removed and new fence to be installed landward of the buffer. Located: 62555 County Rd. 48, Greenport. SCTM#40-1-7 Inspected by: Peter Young, Keith McCamy, John Stein, Doug Hardy, Peter Meeker The CAC Supports the application, however, the fence should conform to Ch. 275 of the Town Code and the swimming pool should have a drywell to contain the pool backwash. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Keith McCamy it was RESOLVED to SUPPORT the application of GARY & KATHLEEN ZUAR to demolish the existing one-story dwelling and deck; construct two-story frame house and enclosed covered porches. Replace existing deck and new shower. Construct one-car garage with relocated driveway and parking area, and construct a new septic and stormwater management system. Located: 1905 Bayshore Road, Greenport. SCTM#53-4-9 Inspected by: Peter Young, Keith McCamy, John Stein, Doug Hardy, Peter Meeker The CAC Supports the application with the Condition of a drainage plan and the vegetated area should be defined. Vote of Council: Ayes: All • Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of MARTHA BROOKS to lift existing cottage to first floor height of 8'. Landings and stairs to reach grade for egress. Relocate one window and door and replace vent with window. Replace door with window and remove small mid-window and repair siding. Located: Breezy Shores Community, 65490 Main Rd., aka Sage Blvd., Greenport. SCTM#53-5- 12.6 Inspected by: Peter Young, Keith McCamy, John Stein, Peter Meeker The CAC Supports the application with the Condition of a drainage plan for the roof run-off, the installation of a 10' non-turf buffer and a drainage plan for the sanitary system. Vote of Council: Ayes: All Motion Carried . 3 Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to SUPPORT the application of THE WAMSLEY FAMILY TRUST to construct +/- 122' of vinyl bulkhead and +/-7' return in place of(and 12" higher than) existing timber bulkhead and return (southerly canal); construct +/-120' of vinyl bulkhead and +33' return in place of existing timber bulkhead and return (westerly canal); backfill with approx. 55 cy. of clean sand/loam fill to be trucked in from an approved upland source; construct 10'X 10' wood platform on grade in existing clearing along southerly bulkhead; provide water and electricity to platform/bulkhead; and replant 10' wide vegetated area behind southerly bulkhead with Spartina patens (18" on center) to be maintained as part of 10' wide non-turf buffer. Located: 490 Williamsburgh Dr., Southold. SCTM#78-5-10 Inspected by: Keith McCamy, Peter Young, John Stein, Doug Hardy, Peter Meeker The CAC Supports the application with the Condition gutters, leaders and drywells are installed to contain roof run-off and the installation of a 15' non-turf buffer landward of the reconstructed bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to NOT SUPPORT the application of PETER M. BOGER to demolish and remove existing, one-story 928 sq. single family dwelling and attached decks and 'steps, and construct new, two-story 824 sf. single family dwelling on raised foundation with covered entry, masonry walkway and steps; raise existing shed; remove existing sanitary system consisting of two leaching pools in groundwater and install new sanitary system raised 2' above groundwater with concrete retaining wall and approx.. 328 cy. of clean fill; install drainage system of leaders, gutters and drywells; remove existing driveway and install new pervious driveway and parking area; and establish in place of existing lawn areas located more than 4' seaward of proposed driveway an approx.. 2,240 sf. non-turf buffer to be planted with native vegetation. Located: 717 Private Road #12 (aka Windy Point Lane), Southold. SCTM#87-4-4 Inspected by: Keith McCamy, Peter Meeker, Peter Young, Doug Hardy, John Stein The CAC does Not Support the application because of the concern with nutrients possibly releasing into the bay waters. The enormity of the leaching pool field is certain to affect the groundwater. There is also a concern with the setbacks of the structures less than 100' from the wetlands. Vote of Council: Ayes: All Motion Carried - Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of STEPHEN MITCHELL for the demolition of the existing residence and abandonment of existing sanitary system. Construction of new two-story residence and adjoining garage in conforming locations. Located: 7132 Indian Neck Lane, Peconic. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of JAY & KAREN QUARTARARO to remove and replace (in-place) +/-182' of timber bulkhead outside boat basin with vinyl bulkhead; remove and backfill (2) existing, dilapidated step-down platforms (bulkhead on seaward side of platforms to be raised to same elevation as adjoining walls); remove and replace (in-place) +/-27' timber jetty with low-sill vinyl jetty (+1-24" lower than existing); dredge up to 10' off boat basin bulkheading and east side of jetty to a maximum depth of-36" ALW and use approx.. 75 cy. spoil as backfill together with approx.. 25 cy. of clean sand/loam to be trucked in from an approved upland source; install a 3'X 14' hinged ramp and 5'X 24' floating dock and 4'X 52' wood boardwalk (landward of bulkhead) in northeast corner of boat basin; and provide water and electricity to dock. Located: 4294 Wunneweta Rd., Cutchogue. The next meeting of the Conservation Advisory Council has been set for Thurs., July 17, 2014 at 4:30 PM at Down's Farm Preserve.
