Present were: Peter Young, Chairman Jack McGreevy, Member Keith McCamy, Member John Stein, Member Peter Meeker, Member Doug Hardy, Member Lauren Standish, Secretary CALL TO ORDER Chairman Peter Young called the meeting to order at 4:35PM. REPORTS John Stein attended the Board of Trustees meeting held on Wed., December 17, 2014. He asked that the CAC members remind the Trustees to read the recommendations at the meeting as there are times that they are over-looked. There were three adjournments and the site plan submitted on behalf of Treasure Island Cove, LLC was not accepted. APPROVAL OF MINUTES Moved by John Stein, seconded by Doug Hardy, to Approve the Minutes of December 10, 2014. 2 DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of GREG CAHILL to replace the existing dock in-kind; replace existing 6'X 8' platform to an 8'X 3' ramp to a 4'X 30' floating dock to a 4'X 17' floating dock. Replace timber retaining wall in-kind with 6 X 6 ACQ timbers 8'X 48'X 5' X 12" high. Located 1180 Sage Blvd., Greenport. SCTM#53-5-9 Inspected by: John Stein, Keith McCamy, Doug Hardy The CAC Supports the application with the Condition a survey is submitted that is certified by a licensed land surveyor and the proposed action to be replaced in-kind and in-place. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of JAN NICHOLSON AND BARBARA ADAMS to construct a new two-story single-family dwelling located 75' from bulkhead, attached rear deck and front deck. Located: 8100 Indian Neck Lane, Peconic. SCTM#86-7-9 Inspected by: John Stein, Keith McCamy, Doug Hardy The CAC Supports the application with the Condition a survey is submitted that is certified by a licensed surveyor, the driveway is permeable, and a drainage plan. The CAC also questions if the new construction will be on the existing footprint. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of JAY P. QUARTARARO to expand upon the existing single-family dwelling and decking; install a swimming pool and patio; and install two (2) new driveways. Located: 4284 Wunneweta Rd., Cutchogue. SCTM#111-14-27.1 Inspected by: John Stein, Keith McCamy, Doug Hardy The CAC Supports the application with the Condition of a pool backwash device and the exact location specified on the plans, a drainage plan for the roof run-off and the existing driveway to remain permeable. Vote of Council: Ayes: All Motion Carried . 3 Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to NOT SUPPORT the application of NORTH FORK KIWI, LLC to remove existing timber bulkhead and replace 73 If. of vinyl bulkhead in same location as existing with raised height of 1' above existing top-cap elevation, removal of timber bulkhead return and installation of 64 If. of vinyl bulkhead return, removal of existing timber retaining wall and replacement with 104 If. of vinyl retaining wall, removal and replacement of timber stairs to beach, replenish 20 cy. of clean sand fill landward of bulkhead and re- vegetation of eroded bluff and area between bulkhead and retaining wall. Located: 5700 Vanston Rd., Cutchogue. SCTM#111-10-13.1 Inspected by: John Stein, Doug Hardy, Keith McCamy The CAC does Not Support the application because the shoreline is out of alignment and the project could negatively impact the adjacent property. The project is also inconsistent with the overall plan for stability and the CAC recommends a cohesive management plan for this area. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of VINCENT & MICHELE SCANDOLE to install and level approx. 190 cy. of sand and top with approx.. 85 cy. of top soil, replace existing 8'X 10' metal shed on north side of property, install a berm approx.. 10" high by 4' long consisting of either asphalt or bluestone with sand and clay blend, fill driveway with bluestone, and install a drainage pipe along driveway leading to a 4' drywell. Located: 500 Beebe Dr., Cutchogue. SCTM#97-7-4 Inspected by: Peter Meeker, Peter Young The CAC Supports the application with the Condition the paved areas are permeable and the installation of a 10' non-turf buffer landward of the shoreline. The CAC questions the adequacy of a 4' drywell to contain the stormwater run-off. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of EUGENE P. LEWIS to remove the existing timber bulkhead and replace with 103 If. of vinyl bulkhead with 8 If. and 20 If. returns all in same location as existing with raised height of 1' above existing top-cap elevation. Remove existing timber platform, ramp and float and construct new 4'X 6' timber platform, 3'X 14' aluminum ramp and 6'X 20' floating dock. Install maximum of 20 cy. of clean sand fill landward of bulkhead and provide 10' wide non-turf buffer. 4 Located: 1800 Little Peconic Bay Blvd., Cutchogue. SCTM#111-14-20 Inspected by: Peter Meeker, Peter Young Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of KELLY MYERS to remove 70 If. of timber bulkhead, reconstruct in-place 52' of bulkhead with vinyl sheathing. Bulkhead to be same height as neighbor to the north. To construct (2) new vinyl returns and to NOT SUPPORT the application to remove existing dock and replace with 4'X 11' fixed dock, 3'X 15' ramp and a 6'X 20' floating dock secured by 10" pilings. Located: 1730 Deep Hole Dr., Mattituck. SCTM#115-12-23.2 Inspected by: Peter Young, Peter Meeker, Jack McGreevy The CAC does Not Support the application to remove and replace the existing dock because the project was not staked. It was difficult to make an assessment on the location of the dock. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of MARK DAVIS to construct a recreational dock consisting of a 4'X 27' catwalk with steps, 3'X 10' ramp and 6'X 20' floating dock with two (2) 8" pilings. Located: 1700 Ole Jule Lane, Mattituck. SCTM#122-4-4 Inspected by: Peter Young, Peter Meeker, Jack McGreevy The CAC Supports the application with the assurance that the docking facility will not exceed 1/3 across the width of the creek and will not impede navigation. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of ADAM WILLETS to reconstruct existing 58' bulkhead in place, in place of existing, with vinyl. Raise height 15" to match neighboring bulkhead; construct new 15' vinyl return; backfill with 65 cy. clean fill and establish a 10' non-turf buffer area. Located: 4415 Camp Mineola Rd., Mattituck. SCTM#123-5-22 Inspected by: Peter Young, Peter Meeker, Jack McGreevy 5 The CAC Supports the application and recommends retractable stairs off the bulkhead . and the installation of gutters, leaders and drywells to contain the roof run-off form the dwelling. Vote of Council: Ayes: All Motion Carried J. GEDDES PARSONS to construct 132 If. of retaining wall 4' landward of existing retaining wall, 1.9' higher, with one set of steps. Remove and replace existing 7'X 132' concrete cap on existing wall. Place 95 cy. of clean fill as backfill, and for the existing 77'X 5' fixed dock with 8'X 18.95' float, 14.67'X 3' ramp, 4'X 3' fixed landing on fixed dock, 2 float support pilings, and 4 tie-off pilings. Located: West Harbor, Fishers Island. SCTM#10-9-3.1 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF AMENDMENTS TO WETLAND PERMIT AND COASTAL EROSION PERMIT APPLICATIONS Moved by Jack McGreevy, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the application of PAUL HOLOBIGIAN to Amend Wetland Permit#8151 to add a 3'X 15' ramp and 6'X 20' floating to the existing fixed dock. Located: 3300 Minnehaha Blvd., Southold. SCTM#87-3-38 Inspected by: John Stein, Keith McCamy The CAC does Not Support the application and recommends staying within the limitations of Wetland Permit#8151. The described burden is self-imposed and access can be made at high-tide. This could eventually become an open-ended process of larger boat vs. larger dock. Vote of Council: Ayes: All Motion Carried The CAC will meet with Supervisor Russell on Thurs., January 15, 2015 at 3:00PM in the Conference Room. The purpose of the meeting is to discuss Doug`Hardy's report "The Starvation of Southold's Beaches". Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed., January 21, 2015 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., February 11, 2015 at 4:30 PM at Down's Farm Preserve. 6 There being no further business to come before the Council, the meeting was adjourned at 6:15PM.
