A meeting of the Southold Town Conservation Advisory Council was held Wed., February
11, 2015 in the Southold Town Hall Conference Room.

CALL TO ORDER
The meeting was called to order at 4:40PM by Acting-Chairman Peter Meeker.
REPORTS
Jack McGreevy attended the Board of Trustees meeting held on January 21, 2015. Jack
stated that the Trustees are too dismissive of the importance of reading the CAC's
recommendations in their entirety.
There has been no response from the Trustees on the Starvation of Southold's Shoreline
report. The CAC presented the report to the Town Board at their work session held on

January 20th. Jack shared that an employee from a local radio station contacted him for an
interview, however, he declined the offer for now.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Jack McGreevy, to Approve the Minutes of January
14, 2015.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of THEODORE & NATHALIE STRAUEL to
construct a fixed timber dock consisting of a 4'X 97' fixed timber catwalk (with two sets of
4'X 6' steps at landward end), a 3'X 14' ramp, and 6'X'20' float secured by two (2)-pile
(10" dia.) dolphins.

RESOLVED to SUPPORT the application of ELIZABETH SADIK to install a patio, deck,
inground pool and second-story balcony with shed in the side yard to remain.

RESOLVED to SUPPORT the application of GARY MANGUS to remove and replace
existing bulkhead with 57 If. of vinyl bulkhead and 39 If. return on south side and 15 If.
return on north side. Replenish 20 cy. of clean sand fill behind bulkhead, restore 30 sf. of
area to natural vegetated state upon relocation of bulkhead.

landward side of the bulkhead and the 30' vegetated area is maintained with native
species.

RESOLVED to SUPPORT the application of BARBARA DAI & JOSEPH DAI LIVING
TRUST to construct approx. 101 If. of vinyl bulkhead approx. 1 to 2 feet landward of
existing bulkhead to be removed (to align new bulkhead with adjoining bulkheads) and
place as backfill landward of new bulkhead up to 10 cy. of clean sand fill to be trucked in
from an approved upland source and approx.. 35 cy. of existing soil material to be
excavated from behind existing bulkhead to be removed; restore and maintain existing 10'
non-turf buffer landward of new bulkhead; and construct new fixed timber dock (equipped
with water and electricity), consisting of a 4'X 50' fixed timber catwalk (with a set of 4'X 12'
steps to beach on its landward end) a 3'X 20' ramp (to be installed seasonally between
April 1 and October 1 each year), and a 6'X 20' float (to be installed seasonally between
April 1 and October each year) secured by two 2-pile dolphins (10" dia. piles).

RESOLVED to SUPPORT the application of PATRICIA & THOMAS NADHERNY to
construct a 32"X 16' seasonal aluminum ramp onto a 6'X 20' seasonal floating dock.
Provide chocking system to maintain 1' clearance above bottom at low tide.

RESOLVED to SUPPORT the application of 430 WSD LLC to demolish the existing
house 58' from the bulkhead and remove existing driveway and shed; construct new 47'X
48' two-story house 75' from the bulkhead; install a new driveway and new 20'X 32.5'
garage; sanitary system,in the front yard; install a 10' non-turf buffer at top of bank;
walkways/patios, and install drywells and gutters.

RESOLVED to SUPPORT the application of NH SAG, LLC to demolish and remove
existing two-story dwelling and construct new one and two-story single family dwelling,
7,871 sf. footprint including three porches, which shall be equipped with new sanitary
system located outside Chapter 275 jurisdiction; construct 6' wide steps off each porch;
construct 1,439 sf. patio and 512 sf. swimming pool with spa; construct 4' high retaining
wall and pool enclosure on east side of house; install pool equipment and dedicated
drywell for pool backwash; install drainage system of leaders, gutters and drywells; install
pervious stone driveway extension; abandon existing cesspool located within 100' of
freshwater wetlands; and establish a 10' wide non-turf buffer adjacent to top of bank.

Year Maintenance permit to dredge the entrance to the inlet to ensure adequate water
depth to navigate and continue water flow.

RESOLVED to SUPPORT the application of SHATSWELL PROPERTIES, INC. to
construct landward of bulkhead a 4'X 134' elevated timber bluff stairway with railings,
consisting of 4'X4' entry steps to a 5.5'X 8' entry platform with bench at top of bluff, 4'X 10'
steps, 4'X 8' landing, 4'X 18' steps, 4'X 8' landing with bench, 4'X 18' steps, 4'X 4'
landing, 4'X 18' steps, 4'X 8' landing with bench, 4'X 18' steps, 4'X 8' landing, 4'X 14'
steps, 4'X 6' landing, 4'X 5' steps, 4'X 6' landing with bench, and 2.5'X 2.5' steps to grade
to access lifting mechanism for retractable stairway to beach (both with railings); and
restore/revegetate areas landward of bulkhead disturbed during construction with native
vegetation.

The CAC Supports the application with the Condition the structure is properly designed for
the coastal erosion area. This area was highlighted in April 2014 by the CAC requiring a
unified coastal management plan. The bluff is currently undisturbed and heavily
vegetated.

RESOLVED to SUPPORT the application of WILLIAM E. GRELLA & GARY D.
OSBORNE to remove the walls, doors and windows within the existing first floor, shore up
with existing girders above the first floor, construct a new foundation, reconstruct the first
floor over the new foundation and to set the existing second floor atop the reconstructed
first floor. Additionally, a proposed retaining wall 110' If. with steps is to be located around
the proposed sanitary system off the south side of the dwelling.'Further, the existing
planter and Belgium block curbing off the northwestern corner of the dwelling and the
existing Jacuzzi are to be wholly removed. The existing decking is to be wholly removed
and replaced with an at-grade patio.

RESOLVED to SUPPORT the application of KARMEN DADOURIAN to install a
swimming pool 20'X 50', pool equipment, pool drywell and pool fencing. Area surrounding
the pool to be regraded utilizing resultant fill from pool excavation.

RESOLVED to SUPPORT the application of THOMAS & NANCY ESHELMAN to
construct a 4' wide walkway approx. 120' long following existing path through wetlands;
remove existing 4'X 32' fixed dock and construct 79' of fixed dock; install 3'X 16'
removable aluminum ramp and construct 8'X 16' "L" shaped floating dock @ 4' width
walkway piers; fixed dock to be thruflow decking and floating dock to be Trex; and to
construct new deck attached to house on north side.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
& COASTAL EROSION PERMITS
Moved by John Stein, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of JACQUELINE BITTNER to Amend Wetland
Permit#8362 to extend garage landward by additional 3', convert more of existing garage
to living space, resulting additional 50 sf. of 1St floor living area and additional 23 sf. of
garage area; square off and thus enlarge rear porch, resulting additional 11 sf.; square off
and enlarge front porch, resulting additional 88 sf.; keeping existing cellar, reframe entire
first floor and second, enlarge the 2nd floor.

Due to the weather conditions and the inability to see any markings for the proposed
structure, the CAC was unable to make a determination.

RESOLVED to SUPPORT the application of HAYWATERS ROAD, LLC to Amend
Wetland Permit#492 to authorize the modification of the existing "L" shaped fixed dock as
follows: maintain existing +/-4' X 32' fixed timber catwalk (and +/-4'X 1.5' steps at
landward end); and in place of 5.3'X 16' fixed "L" shaped platform to be removed,
construct +/-4'X 5.3' extension to seaward end of catwalk, a 3'X 14' ramp, and a 6'X 20'
"L" shaped floating dock secured by (2) 8" piles.

RESOLVED to SUPPORT the application of NICHOLAS & BARBARA PALLANTE to
Amend Wetland Permit#8380 for the demolition of the existing structure down to the first
floor deck, which is to remain along with the existing foundation,'and the demolition of the
deck and patio. Construct new two-story, five bedroom house on existing foundation with
added foundation, 2,659.3 sf. including garage. The total proposed square footage,
including garage, porches and outdoor shower is 9,216 sf.

The CAC did not make an inspection, therefore no recommendation was made.
John Stein will attend the next regular meeting of the Board of Trustees scheduled for
Wed., February 18, 2015 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., March 11,
2015 at 4:30 PM to be held in the Conference Room.
