Present were: Peter Young, Chairman Jack McGreevy, Member Peter Meeker, Member Doug Hardy, Member Keith McCamy, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary Absent was: John Stein, Member CALL TO ORDER The meeting was called to order at 4:35PM by Chairman Peter'Young. REPORTS Peter Young conducted a follow-up inspection of the Gallagher property with Trustee John Bredemeyer. The Board of Trustees Tabled the application at their meeting held on May 20th for a further discussion on June 17th The CAC met with the Town Board at their work session held on May 19th to review the committee's mission statement, minutes, accomplishments and objectives. The general sense after the discussion with the Town Board was that the mission statement was too specific and should be more general. The committee also questioned their role in the 2 review of wetland permit applications. It was suggested that the CAC inspect the applications that require a more in depth review that than those that already have best management practices in place, such as swimming pools. After a further discussion at the CAC meeting, Jack McGreevy was opposed to changing the mission statement and requested input from the other committee members. Jack felt strongly that the CAC should take on a project to save the Peconic Bays by advocating for public funding. Chairman Peter Young expressed his concern with the project and the role of the CAC. It was his position that any communications with other governmental agencies should come directly from the Supervisor and the Board. Councilman Jim Dinizio commented on Jack McGreevy's letter to the Town Board regarding the Gallagher property. It was Jim's opinion that the Town Board should not get involved with a pending application before the Board of Trustees. He suggested a further discussion on the application after a decision has been made by the Board of Trustees. Jack McGreevy disagreed. APPROVAL OF MINUTES Moved by Doug Hardy, seconded by Keith McCamy to Approve the Minutes of May 13, 2015. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of KIRK O'FERALL & DENISE CERASANI to permanently remove most seaward +/-19' of existing +/-57' timber groin, and remove and replace (in-place) remaining +/-38' timber groin with +/-41' low-profile, vinyl groin (including 3' landward extension of groin to bulkhead that was recently located landward). Located: 11292 Main Rd., East Marion. SCTM#31-13-9.2 Inspected by: Peter Young, Doug Hardy, Peter Meeker, Keith McCamy, John Stein The CAC Supports the application, however, questions the purpose of the groin. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the application of LESLIE LLC to construct 156 If. of vinyl retaining wall with 4 If. return at top of bank. Remove and replace existing rip-rap, as required, in same location as existing. Located: 340 Robinson Rd., Greenport. SCTM#34-5-13 Inspected by: Peter Young, Peter Meeker, Keith McCamy, John Stein 3 The CAC does Not Support the application because the bulkhead is unnecessary. The CAC recommends the installation of a rock revetment to harden the shoreline. Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of BRICK COVE MARINA to repair/reconstruct the existing boat ramp (including repaving of the ramp above the AHW, reconstruct the run-off control drain, and reset the concrete slab below AHW. Located: 1760 Sage Blvd., Southold. SCTM#57-1-38.3 Inspected by: Peter Young, Doug Hardy, Peter Meeker, Keith McCamy, John Stein The CAC Supports the application with the installation of adequate run-off control. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of GLENN HEIDTMANN, JR. to install a 16'X 32' pool to be located in the rear yard, surrounding pool fence 4' high, and bluestone patio and walkway against the garage and pool equipment behind the garage. Located: 600 Albacore Dr., Southold. SCTM#57-1-21 Inspected by: Peter Young, Doug Hardy, Peter Meeker, Keith McCamy, John Stein The CAC Supports the application with the assurance there will be adequate drainage for the pool. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to NOT SUPPORT the application of KUHL FAMILY TRUST to remove and replace 206 If. of deteriorated timber bulkhead with vinyl bulkhead in same location as existing, install 8'X 18' bulkhead returns, reconstruct 4'X 10' timber stairs to beach in same location, re-deck existing platform with untreated timber and provide 10' non-turf buffer. Existing floating dock and ramp to remain undisturbed during construction. Located: 1790 North Bayview Rd., Southold. SCTM#70-12-38.1 Inspected by: Peter Young, Doug Hardy, Peter Meeker, Keith McCamy, John Stein The CAC does Not Support the application because the current structure is sited on public property and has destroyed/removed the natural marshland that is apparent in the area. The CAC suggests an alternative way in protecting the shoreline. 4 Vote of Council: Ayes: All Motion Carried Moved by Keith McCamy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of JOHN FISCHETTI & DEBORAH DEAVER to renovate and construct an addition onto the existing one-story frame residence. The height of the first floor shall be increased to 10' and a new second floor shall be constructed. Enlarge footprint of house by 92 sf. with steps to grade, new stone paved on slab walkway that will connect the porch to new permeable crushed stone driveway, which replaces existing poured concrete driveway, and new driveway will have drainage per Town Code and Town Engineer. Expand the existing wood deck, install new 20'X 40' gunite swimming pool, install 4' high fence, pool equipment to be located on the south side of the house, as will the new shallow sanitary system. Existing two-car detached garage will remain and existing shed to be demolished. Install a 10' non-turf buffer of approved plantings along the entire edge of the wetlands. Clear marked trees in area of new driveway and toxic underbrush and trees under 4 in. caliper will be removed in south east corner of the property and replaced with non-turf plantings. Inspected by: Peter Young, Doug Hardy, Peter Meeker, Keith McCamy, John Stein -Located: 2615 Wells Rd., Peconic. SCTM#86-2-1.2 The CAC Supports the application, however, there is a concern over the number of trees that are being removed. The ambiguous flagging made it difficult to determine the actual location of the pool and setback from the wetlands. The CAC requests the applicant demonstrate the adequacy of his claim for not requiring a leaching pool for the backwash. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JAMES & NANCY REIDY to construct a 4'X 63' catwalk to existing fixed dock and install thru-flow decking on entire catwalk. Located: 2910 Deep Hole D., Mattituck. SCTM#123-4-14 Inspected by: Doug Hardy, Peter Meeker, Keith McCamy, John Stein The CAC Supports the application with a proper non-turf buffer. The floating dock is larger than 6'X 20' and should conform to the Town Code. Vote of Council: Ayes: All Motion Carried Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled for Wed., June 17, 2015 at 5:30 PM. 5 The next meeting of the Conservation Advisory Council has been set for Wed., July 15, 2015 at 4:30 PM to be held at Down's Farm Preserve.
