Present were: John Stein, Acting-Chairman Peter Meeker, Member Doug Hardy, Member Keith McCamy, Member Lauren Standish, Secretary Absent was: Peter Young, Chairman Jack McGreevy, Member • James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:35PM by Acting-Chairman John Stein. REPORTS Jack McGreevy was not present at the CAC meeting, however, he attended the Board of Trustees meeting held on June 17, 2015 and reported that the application made on behalf of Kevin " Gallagher was approved by the Board of Trustees, as applied for. The Board indicated that they thoroughly reviewed the CAC's recommendations and conducted intense research with experts. NEW BUSINESS The Annual Fishers Island Town Board Meeting will take place on Wed., August 5, 2015. John Stein and Keith McCamy expressed interest in attending. The detailed estimate of the amount of revenues to be received and expenditures to made during the fiscal year 2016 are due no later than July 31, 2015. • 2 APPROVAL OF MINUTES Moved by Doug Hardy, seconded by Keith McCamy to Approve the Minutes of June 10, 2015. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by John Stein, it was RESOLVED to SUPPORT the application of GEORGE O. THOGERSEN, JR. TRUST for the existing 86' bulkhead. Located: 70 Wiggins Lane, Greenport. SCTM#35-4-26 Inspected by: Keith McCamy, Doug Hardy, Peter Meeker The CAC Supports the application with the Condition the height of the bulkhead is no higher than the adjacent bulkheads. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of BREEZY COTTAGE #4,OWNER-MARTHA BROOKS to lift cottage from current 6' elevation to 8' floor elevation raising roof for additional 1' of head room, new landings and stairs to provide egress. Located: 65490 Route 25, Greenport. SCTM#53-5-12.6 Inspected by: Keith McCamy, Doug Hardy, Peter Meeker The CAC Supports the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of JOHN & BARBARA SEVERINI to remove and replace 145 If. of deteriorated timber bulkhead with vinyl bulkhead in same location as existing and raised height of 2', installation of 10 If. bulkhead return, remove existing and construct new 4'X 6' timber platform, remove and replace existing 3'X 16' aluminum ramp, relocate existing 6'X 80' floating dock 20' south of existing, fill existing area of boat launching ramp with 35 cy. of clean sand fill landward of proposed bulkhead, remove and replace 442 sf. deck in same location as existing and provide 10' non-turf buffer. Located: 565 Gull Pond Lane, Greenport. SCTM#35-4-28.27 Inspected by: Keith McCamy, Doug Hardy, Peter Meeker The CAC Supports the application and recommends a drywell or catch basin at the top of the boat ramp to control the run-off. The CAC questions the 2' raising of the bulkhead because it will diverge storm water run-off onto adjacent contiguous neighbors having lower bulkheads. Vote of Council: Ayes: All 3 Motion Carried Moved by Keith McCamy, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of MAUREEN MASSA &ALAN SCHWEITZER to replace existing garage window of garage to sliding glass door; construct 4'X 38' set of stairs from top of slope to edge of wetlands with a 10'X 10' platform at top of stairs; existing 5' buffer, non-turf landward at top of bluff, and plant two trees in accordance with professional landscaper's advice, and install a fence at or near eastern property line. Located: 460 Ruch Lane, Southold. SCTM#52-2-23 Inspected by: Keith McCamy, Doug Hardy, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of ROCCO RESCINITI to construct a new 30'X 22' three car garage with storage in the attic and install gutters, leaders and drywells. Located: 1220 Little Peconic Bay Rd., Cutchogue. SCTM#111-14-18 Inspected by: John Stein The CAC Supports the application, however, requests the architect specify on the plans, the total overall storm drainage calculations and drywell specifications pertaining to the square footage of the house and garage. Vote of Council: Ayes: All Motion Carried • Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of WINDSONG FARM LLC to repair and replace existing 3'X 97' catwalk in-kind, as necessary. Proposed new 6'X 20'.seasonal float with pilings attached with a new 10' metal ramp. Located: 32852 Main Rd., Cutchogue. SCTM#97-6-7 Inspected by: John Stein Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Doug Hardy, it was RESOLVED to SUPPORT the application of 850 PRESIDENT, LLC to construct a two-story single-family residence, 45'X 25' house with a 16'X 21' attached garage, first-floor deck 32'.5"X 20'.5" and a second-floor deck 8'X 13.5'. Proposed concrete retaining wall, top of wall elevation 9' for a four-bedroom sanitary system. Proposed driveway will be constructed of pervious material. Located: 7165 New Suffolk Rd., New Suffolk. SCTM#117-5-31 Inspected by: John Stein Vote of Council: Ayes: All Motion Carried 4 Moved by John Stein, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of KEVIN & PAULA FLAHERTY for the demolition of east side extension, interior walls; construct one-story expanded addition; as-built 90' field stone retaining wall with steps, of varying height located approx. 10' landward of existing bulkhead (easterly side) and landward of flood zone AE6; and for the as-built stone patio, 760 sf. with attached retaining wall. Located: 1250 Lupton Point Rd., Mattituck. Remove existing one-story residence and build new two-story residence with garage. Remove existing guest cottage and detached garage. Install new sanitary system and drainage. Located: 8530 Peconic Bay Blvd., Laurel. Located: 455 MacDonald Crossing at SE corner of Macdonald Road, Laurel. SCTM#145-4-17 Inspected by: John Stein The CAC Supports the application subject to an updated survey with the final location of the raised sanitary system due to the history of the property. The CAC questions the disposition of the southerly bulkhead. Will it be demolished, re-constructed or remain in its current condition? The new structures should be constructed in compliance with FEMA standards. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND PERMITS Moved by Doug Hardy, seconded by Keith McCamy, it was RESOLVED to SUPPORT the application of CHARLES D. SNYDER to Amend Wetland Permit #91 to construct 14 If. of vinyl bulkhead at top of bank and remove and replace 6 timber piles along face of existing bulkhead. 5 Located: 704 Wiggins Lane, Greenport. SCTM#35-4-28.24 Inspected by: Keith McCamy, Doug Hardy, Peter Meeker Vote of Council: Ayes: All Motion Carried John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., July 22, 2015 at 5:30 PM. The next meeting of the Conservation Advisory Council has been set for Wed., August 12, 2015 at 4:30 PM to be held at Down's Farm Preserve.
