Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Wed., July 15, 2015 at
Down's Farm Preserve.
Present were: John Stein, Acting-Chairman

CALL TO ORDER
The meeting was called to order at 4:35PM by Acting-Chairman John Stein.
REPORTS
Jack McGreevy was not present at the CAC meeting, however, he attended the Board of Trustees
meeting held on June 17, 2015 and reported that the application made on behalf of Kevin
" Gallagher was approved by the Board of Trustees, as applied for. The Board indicated that they
thoroughly reviewed the CAC's recommendations and conducted intense research with experts.
NEW BUSINESS
The Annual Fishers Island Town Board Meeting will take place on Wed., August 5, 2015. John
Stein and Keith McCamy expressed interest in attending.
The detailed estimate of the amount of revenues to be received and expenditures to made during
the fiscal year 2016 are due no later than July 31, 2015.

APPROVAL OF MINUTES
Moved by Doug Hardy, seconded by Keith McCamy to Approve the Minutes of June 10, 2015.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of GEORGE O. THOGERSEN, JR. TRUST for the
existing 86' bulkhead.
Located: 70 Wiggins Lane, Greenport. SCTM#35-4-26

The CAC Supports the application with the Condition the height of the bulkhead is no higher than
the adjacent bulkheads.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of BREEZY COTTAGE #4,OWNER-MARTHA
BROOKS to lift cottage from current 6' elevation to 8' floor elevation raising roof for additional 1' of
head room, new landings and stairs to provide egress.

Moved by Doug Hardy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of JOHN & BARBARA SEVERINI to remove and
replace 145 If. of deteriorated timber bulkhead with vinyl bulkhead in same location as existing and
raised height of 2', installation of 10 If. bulkhead return, remove existing and construct new 4'X 6'
timber platform, remove and replace existing 3'X 16' aluminum ramp, relocate existing 6'X 80'
floating dock 20' south of existing, fill existing area of boat launching ramp with 35 cy. of clean
sand fill landward of proposed bulkhead, remove and replace 442 sf. deck in same location as
existing and provide 10' non-turf buffer.

The CAC Supports the application and recommends a drywell or catch basin at the top of the boat
ramp to control the run-off. The CAC questions the 2' raising of the bulkhead because it will
diverge storm water run-off onto adjacent contiguous neighbors having lower bulkheads.

RESOLVED to SUPPORT the application of MAUREEN MASSA &ALAN SCHWEITZER to
replace existing garage window of garage to sliding glass door; construct 4'X 38' set of stairs from
top of slope to edge of wetlands with a 10'X 10' platform at top of stairs; existing 5' buffer, non-turf
landward at top of bluff, and plant two trees in accordance with professional landscaper's advice,
and install a fence at or near eastern property line.

RESOLVED to SUPPORT the application of ROCCO RESCINITI to construct a new 30'X 22' three
car garage with storage in the attic and install gutters, leaders and drywells.

The CAC Supports the application, however, requests the architect specify on the plans, the total
overall storm drainage calculations and drywell specifications pertaining to the square footage of
the house and garage.

Moved by John Stein, seconded by Doug Hardy, it was
RESOLVED to SUPPORT the application of WINDSONG FARM LLC to repair and replace
existing 3'X 97' catwalk in-kind, as necessary. Proposed new 6'X 20'.seasonal float with pilings
attached with a new 10' metal ramp.

RESOLVED to SUPPORT the application of 850 PRESIDENT, LLC to construct a two-story
single-family residence, 45'X 25' house with a 16'X 21' attached garage, first-floor deck 32'.5"X
20'.5" and a second-floor deck 8'X 13.5'. Proposed concrete retaining wall, top of wall elevation 9'
for a four-bedroom sanitary system. Proposed driveway will be constructed of pervious material.

RESOLVED to SUPPORT the application of KEVIN & PAULA FLAHERTY for the demolition of
east side extension, interior walls; construct one-story expanded addition; as-built 90' field stone
retaining wall with steps, of varying height located approx. 10' landward of existing bulkhead
(easterly side) and landward of flood zone AE6; and for the as-built stone patio, 760 sf. with
attached retaining wall.

RESOLVED to SUPPORT the application of KENNETH HEIDT to remove five (5) trees on west
property line and one (1) tree on s/e corner of existing porch. Remove existing one-story residence
and build new two-story residence with garage. Remove existing guest cottage and detached
garage. Install new sanitary system and drainage.

RESOLVED to SUPPORT the application of CHRISTOPHER ARIENS to demolish existing home
destroyed by Hurricane Sandy and rebuild new two-story 3055 sf. with attached garage and decks
within existing footprint.

The CAC Supports the application subject to an updated survey with the final location of the raised
sanitary system due to the history of the property. The CAC questions the disposition of the
southerly bulkhead. Will it be demolished, re-constructed or remain in its current condition?
The new structures should be constructed in compliance with FEMA standards.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
PERMITS
Moved by Doug Hardy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of CHARLES D. SNYDER to Amend Wetland Permit
#91 to construct 14 If. of vinyl bulkhead at top of bank and remove and replace 6 timber piles
along face of existing bulkhead.

John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., July
22, 2015 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., August 12, 2015 at
4:30 PM to be held at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at
5:30PM.
