A meeting of the Southold Town Conservation Advisory Council was held Wed., August 12, 2015
at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:35PM by Chairman Peter Young.
REPORTS
John Stein attended the Board of Trustees meeting held on Wed., July 22, 2015. The meeting was
business as usual.
John Stein and Peter Young attended the Fishers Island Town Board meeting held on Wed.,
August 5, 2015. They did not conduct any site inspection, however, they took the opportunity to
explore the bike path.
OLD BUSINESS
Chairman Peter Young spoke with the Town Board about the committee vacancy. There will be a
continued discussion regarding an appointment at a later date.

Doug Hardy questioned the status of the committee being formed to address shoreline hardening.
Peter Young reported that the Town Board is in the process of getting people to serve on this
group.
The 2016 budget requests have been submitted to the Supervisor and the Town Board, which
includes a request for aerial photographs and benchmarks to study coastal bluff slopes.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Keith McCamy to Approve the Minutes of July 15, 2015.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION .
PERMIT APPLICATIONS
Moved by John Stein, seconded by Doug Hardy, it was
RESOVLED to SUPPORT the application of SOUTH DYER LIMITED LIABILITY COMPANY C/O
REGINALD TUTHILL to dredge 3,200 cy. of private owned clean bottomland with 10-Year
Maintenance to maintain tidal flushing in support of continuing oyster culture. Dredge spoil to be
deposited on fronting bay beach owned by applicant.

RESOLVED to SUPPORT the application of NARROW RIVER MARINE C/O MAUREEN & FRED
DACIMO for a 10-Year Maintenance Permit to maintenance dredge the existing navigational
channel to a depth of-4.5' below mean low water.

RESOLVED to SUPPORT the application of LISA GILLOOLY to remove existing deck
surrounding pool and construct retaining walls to support new permeable patio. Plant native plants
around pool patio and along property towards bulkhead. Construct fence along King Street. Install
hot tub next to existing deck landward of CEHA.

RESOLVED to SUPPORT the application of ANDREAS KARACOSTAS & THEO
ERMOGENOUS to replace damaged 104' long bulkhead and (2) 15' returns. New bulkhead to be
in steel and 18" higher than existing bulkhead. Old bulkhead to be removed and disposed off site. .
Realign armor stone as required for construction. Backfill with 200 cy. of sand from off-site and •
plant all bare areas with Cape American beachgrass 12" on center.

The CAC Supports the application with the Condition the bulkhead is not raised 18" or the
applicant be required to demonstrate that the raising of the bulkhead will not affect the adjoining
property owners. The Board of Trustees have expressed concerns with raising bulkheads 18" at
previous meetings. This application is an example of how bulkheads have eliminated a beach.

RESOLVED to SUPPORT the application of SOUTHOLD SUNSETS HOLDINGS, LLC for the
demolition of the existing dwelling, decks porch, concrete walk, foundation and shed, and
construct a raised two-story dwelling on a piling system with covered porch and open deck on two
sides. Construct new septic system and storm water management system. Install buried 500
gallon propane tank and buried electric service.

The CAC Supports the application with the Condition the height of the pilings comply with FEMA
standards.

Moved by Peter Meeker, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of C&L Realty for the existing 117'X 29' south side
building and to replace 48'X 29' section of building; repair or replace existing concrete ramp,
walkway and 5' deck; installation of gutters and leaders to drywells.

The CAC Supports the application, however, the site plan is not accurate and should be brought
up to date.

RESOLVED to NOT SUPPORT the application of THE BOATYARD AT FOUNDERS LANDING,
INC. to reconstruct existing bulkhead in-place; repair and/or replace existing floating docks and
finger piers; repair and/or replace ramps and steps to existing docks; dredge inside basin area to -

5.0' removing approx. 2,500 cy. of material; dredge outside basing area to -7.0 removing approx.
650 cy.. of materials; use dredge materials to backfill all voids landward of the repaired bulkheads;
add impervious RCA material upon completion of the backfilling and compacting; and re-build
existing travel lift slip.

The CAC does Not Support the application because the application is incomplete and the site plan
is not current. The jetties are not shown on the plan, which are proposed to be repaired and a
drainage plan is not shown. The CAC also questions if the applicant is requesting a 10-year
maintenance dredging permit.

RESOLVED to SUPPORT the application of TROUNSELL-FEVERMAN to remove existing
dwelling and construct new dwelling with foundations, walls, roof and decks. Foundation and first
floor 1026 sf. Waterside deck 189 sf, covered front entry deck 365 sf:, and dormers in roof line 88
sf. New septic system to be relocated from waterside to street side of property.

RESOLVED to SUPPORT the application of DAVID & STEPAHNIE SACK to demolish and
remove existing one-story dwelling, deck, hot tub and all other related structures located as close
as 25' from bluff and construct new two-story, single-family dwelling with attached garage and roof
terrace), 305 sf. swimming pool/spa 330 sf. on grade masonry patio, and 270 sf.
walkway/steps/deck to pool, all located no closer than 50' from bluff; remove existing sanitary
system and install new sanitary system; remove existing driveway and install new grass paver
block driveway; install pool enclosure fencing and drainage system of leaders, gutters and
drywells; and establish a 1,035 sf. non-turf buffer to be planted with native vegetation in place of
existing lawn within 10' of bluff crest.

The CAC Supports the application, however, given the size of the parcel and the proposed plan,
it's an overreach in terms of development and the proximity to the bluff.

RESOLVED to SUPPORT the application of ELLEN F. EMERY for the as-built 100' timber pile
vinyl sheet pile wall bulkhead; as-built 80' timber pile retaining wall; 80' mid-bluff retaining wall; as-
built 85' timber retaining wall with a 12' return and 25' return; as-built stairs from top of bluff to
beach; as-built drainage system; extend mid-bluff retaining wall 14' to northerly property line;
extend vinyl retaining wall landward from top of bluff 12' to northerly property line; construct 6'X 6'
timber pile and lagged step down binwall with 8" pile posts 10' long; remove overhanging lip of
vegetation at top of bluff to establish natural angle of repose; clear brush from top of slope; add 20
cy. clean sand and regrade as necessary; place Geotextile on regraded area and plant with beach
grass. Extend retaining wall approx. 8' to the property line; increase height of retaining wall by 18"
and reinforce with helical anchors; repair existing timber bulkhead wall at bottom; clear brush; add
10 cy. of clean sand and regrade as necessary; place Geotextile on regraded area and plant with
beach grass.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
PERMITS
PEGGY HELER &ANN WYDEN to Amend Wetland Permit#4489 to expand existing screened
porch.
Located: 1145 Majors Pond Rd., Orient. SCTM#26-2-39.1
The CAC did not make an inspection, therefore no recommendation was made.
Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for Wed.,
August 19, 2015 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., September 9, 2015
at 4:30 PM to be held at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at
6:15PM.
