Southold Town Hall Conference Room
January 26, 2015 Meeting
Called to Order: 10:01 AM by Chairman Neb Brashich.
Members Present:
Town Engineer Jamie Richter, Planning Director Heather Lanza, Chief Martin Flatley,
Councilman Bill Ruland, Frank Field and Jim Baker.
Highway Superintendent Vincent Orlando was excused due to storm preparations.
Rona Smith sent an email informing that she would be missing the next few meetings.
As anticipated, Bob Feger submitted his resignation letter and the Commission is now pursuing
a replacement to represent Greenport Village.
Minutes of December 15, 2014
A motion to approve the minutes was made, was seconded and was carried.
EETC Update
A proposal to hold future EETC meetings on a quarterly, versus monthly basis is being
discussed currently. Heather reported that the East End Town Planners would also like to
increase Council discussions to include other matters of interest to the towns/villages in addition
to transportation issuesep r se.
Public Requests
Parking on Route 25 by Lavender Farm, East Marion
The Gardiner Bay Estate requested that the Supervisor review the excessive parking problems
which surfaced last year on Route 25 by the Lavender Farm due to peak seasonal event
activity. It should also be noted that existing parking adequately supports normal farm stand
activities here. However, Neb will write the farm owners a letter suggesting they reach out to the
county (which owns the development rights of the property) to see if they could add additional
parking spaces within the confines of the Lavender Farm. Neb will also recommend that the
owners notify the town police to discuss parking regulations and enforcement in the vicinity of
the farm in East Marion once the optimal flowering time is identified.
Lighting Request on New Suffolk Road—New Suffolk
An email request was received from a resident to have a street light installed on New Suffolk
Road, south of the New Suffolk Shipyard, due to darkness and excessive speeding.
Commission discussed the two applicable town policies (Dark Skies Code Initiative and Formal
Neighborhood Coordination Petition) and also requested a police research history of motor
vehicle incidents in this area at night. There are already streetlights on poles to the north and
south of this location (corner Fanning-Rd.- and corner Orchard St.). Neb will send a letter
outlining these town policies and requesting a signed neighborhood petition.
Supervisor&Town Board Requests
Traffic Light at Route 25 & Peconic Lane, Peconic& Planning Board Recommendations
NYSDOT has not yet advised regarding the proposed study of that traffic safety issue.

Detectable Warninq Siqns on Route 25—Town Responsibility
Vincent advised that the Highways Department has already purchased bubble warning strips for
pedestrian crossings and anticipates their installation in the spring.
No Through Trucks— King Street, New Suffolk
Jim contacted the school regarding their response to the October Commission letter. Mr. Dill,
School Board President, said he would contact the businesses on First Street that generate the
truck traffic and ask them to notify their vendors to avoid King Street with their heavy trucks. Mr.
Dill will also speak to parents regarding their illegal parking on the south side of this street.
When these two actions have been done, he will notify the Commission. In the meantime, the
police will begin issuing tickets in the non-parking zone.
Parkinq Issues—Laurel School Building —Mattituck/Cutchogue School District
As agreed, Neb will prepare an agenda for a meeting of all interested local and state agencies
that will be convened to discuss the matter for the Supervisor's review. A list of suggested
attendees would also be included. Subsequent to this meeting, a special meeting will be
convened with the Gertz family to reach as amicable an agreement as possible with them.
Old Business
Proposed Traffic Circle on Route 48 intersection with Cox Neck Rd. and Sound Ave.
This project was all ready to go, awaiting funds. It seems it has now slipped off the county's
agenda. The Commission will arrange for a re-emphasis of this project and reach out to the
Suffolk County Department of Public Works.
New Business
Crosswalk at the Unity Baptist Church—Mattituck
The church sent a letter asking that a crosswalk be installed from in front of their church to the
sidewalk on the east side of Factory Avenue. This was one of the recommendations by the
Mattituck Corridor Study. The Commission concurs with this recommendation and requests that
the Town Board approve a painted crosswalk and signs be installed in the spring.
Traffic and Speeding on Horton Lane—Southold
The Supervisor received a letter from a resident regarding traffic and speeding problems on
Hortons Lane in Southold. No further action is required since the police have increased
enforcement in this location and have so notified the complainant.

The next meeting will take place on February 23, 2015 at 10:00 AM in the conference room at
Town Hall.

Your December 11, 2014 e-mail to Supervisor Scott Russell regarding a new
street light request on New Suffolk Road was forwarded to the Transportation
Commission for action. The Commission discussed this at its regular monthly
meeting on January 26, 2015.

It should be noted that the Town has adopted a "dark sky code" policy which calls
for a reduction of street lights throughout the town.
The Commission does not respond to single individual requests. However,
should you wish to pursue this further, we would need signatures and agreement
from all affected neighbors before we could take it to the Town Board for
consideration with no guarantee that this request would be ultimately approved.

Good day Mr Russell,
I am requesting a street light be installed on New Suffolk Rd. just south of the
New Suffolk Shipyard. Besides being a very dark area, cars speed through the area
consistently and the street is very narrow. There is a pole in front of 7065 New Suff.
Rd. which is just south of Fanning Rd.. The existing light is i f o the Shipyard and
is mostly creditted with illuminating the Shipyard property.
I had e-mailed Mr. Vincent Orlando and he suggested I write to you.
Please let me know If you want me to send a written request.

as possible with them.

February 5th at 6:30. They will be discussing the road work from Horton's Lane to Goldin's Lane. This is

Notice of Public Information Meeting for the
Reconstruction of CR 48, Middle Road, from
Horton Lane to Goldin Lane, Town of Southold
A Public Information Meeting will be held for the above referenced project on February 5,2015,at 6:30 PM
at the Town of Southold Recreation Center-970 Peconic Lane
The Suffolk County Department of Public Works is undertaking a project that will reconstruct County Road 48, Middle
Road,from Horton Lane to Goldin Lane in the Town of Southold. The project includes the following elements:
• Construction of a new positive drainage system including a new recharge basin;
• Reconfiguration of Boisseau Avenue from the existing channelized layout to a standard "T" intersection;
• Construction of new dedicated right turn lanes on CR 48 at Horton Lane and Youngs Avenue; '
• Installation of new curb and replacement of existing sidewalk with new accessible pedestrian ramps;
• Traffic signal replacement at Hortons Lane and Youngs Avenue,with new pedestrian pushbuttons and
countdown pedestrian signals;
• Pavement repair and asphalt resurfacing;
• Replacement of all traffic signs and installation of new pavement markings;

I, Jane E. Welz live at 1650 Hortons Lane, Southold, NY 11971. 1 have owned
this home for over 33 years. Original owners were Peobe Horton and Ezeyra
Prince and is over 200 years old.
Hortons Lane connects County Road 48 and Town Road Route 25.
Over the years I have noticed the volume of road traffic has increased
exponentially. (Even during the winter, worse in the summer) Tractor
Trailers, Box Trucks, Pick Up Trucks, SUV's
and Passenger Cars rush by at estimated speeds of 60 - 70 MPH. It seems to
be the worst between 7:30 - 8 AM and 4 - 6 PM Monday thru Friday. Probably
trades people rushing to and from work. This does not seem to happen on
Youngs or Tasker Road. I understand that the legal speed is 35 MPH on
Hortons,Lane. With eight more policemen recently hired, we should be able
to stop this with radar and tickets.

R2-1 signs are used to post linear speed limits. They are used to post
a speed limit along the road between specified points named in the
regulation. The speed limit must be at least 25 mph, except in school
zones (V&TL, Sections 1622 and 1643). The speed limits shown shall be
in multiples of 5 mph.
LOCATION.An R2-1 sign should be placed at or as near as possible to
the beginning of the speed limit. Where the speed limit regulation takes
effect at or just before an intersection, the first sign should be placed just
beyond the intersection.
Additional signs shall be placed at intervals to remind drivers of the current
speed limit.Additional signs are required for speed limits that are more .
than 1100 feet long. The second sign should be placed within 1100 feet of
the first sign. The spacing of subsequent signs depends on the speed limit
(see Table 11).
At intersections, curves, or other locations where an advisory speed lower
than the speed limit is posted, the speed limit sign should be placed after
the location, rather than before it.

If no ordinance, official order, or regulation has set a lower speed limit, the
55 mph statewide speed limit applies.
LOCATION. NYR2-2 state speed limit signs shall be placed at the end of
linear and area speed limits, if the statewide speed limit applies. Where
a highway subject to the statewide speed limit is within, or adjacent to,
an area speed limit, NYR2-2 signs shall be placed at suitable locations
on that highway to inform motorists leaving the area restriction that the
statewide speed limit applies. They can also be used on other highways to
inform or remind motorists of the state speed limit, such as near airports or
on roads crossing the state line.

Area speed limit signs are used when the speed limit of roads within a
specific area is regulated. The area may be a city, village, or town, or
a part of one. It can also be the grounds of a school, hospital, or other
institution. The word "AREA" on the NYR2-3 sign may be replaced by
"CAMPUS," "PARK," or some other generic term, if it would more clearly
define the area.
For school zone speed limits, see Chapter 6.
If a higher or lower speed limit is appropriate for specific roads within the

area, these roads can and should be excluded from the regulation. When
a road is excluded from the area speed limit, area speed limit signs shall
be placed on intersecting streets, facing traffic entering the area.
The area plaques shown in the National MUTCD shall not be used in New
York State.
LOCATION. The appropriate area speed limit sign shall be posted at the
speed limit boundary on each road that crosses the boundary. If the area
speed limit boundary crosses at or near an intersection, the sign should be
placed on the far side of the intersection. Additional signs may be posted
within the area as reminders to motorists.

These signs are used to warn drivers that they are approaching a lower
speed limit. They should be used anytime the speed limit reduces by 15
mph or more. They should also be used when the first sign for the lower
speed limit cannot be seen in time to slow to the lower speed. The speed
limit shown shall match the speed limit on the subsequent Speed Limit sign.
LOCATION. The sign should be placed assuming deceleration to a speed
equal to the speed limit being approached.

This sign is used at the end of a linear or area speed limit if an NYR2-2
state speed limit 55 sign is undesirable. It is not to be used where the
speed limit is changing from one speed to another that is not 55 mph.
For example, if a 30 mph speed limit ends just before a 35 mph curve, an
NYR2-2 state speed limit 55 sign might encourage drivers to exceed the
safe speed for the curve. This is where the end speed limit sign is used.

Whom It May Concern:
The Mattituck Corridor Study conducted in July 2011 made several transportation
related recommendations to improve pedestrian safety on Factory Avenue, one
of which was "that a cross walk be established to direct pedestrian traffic from
the front of Unity Baptist Church to the existing sidewalk located on the east side
of Factory Avenue#
Now that the work has been completed on ensuring that a safe pedestrian walk
way has been installed on the west side of Factory Avenue, from the Mattituck
Cottages down to our church, we are anticipating the addition of a sorely needed
cross walk to the Mattituck Plaza, for not only the members of our congregation,
but for the residents of the Cottages and those who live and reside on the north
side of the Long Island Railroad crossing, and whatever pedestrian traffic the
future will entail.

As a follow up to our conversation at our last Transportation Commission Meeting.
I spoke to William Hillman, Chief Engineer- SCDPW, about the above referenced intersection.
Basically, he did confirm that the decision to set aside the roundabout project was an economical one.
We discussed several traffic related issues concerning the traffic control lights on route 48 that have been
installed in the last few years.
One was the perception that these lights were restricting the through traffic from east to west that Southold

The local perception is that these new traffic lights may be in fact forcing more traffic back to State Route
25 and other local roads as a means to get to and from Riverhead faster.
At the end of our conversation, Bill agreed to dust off the original project documents and come to a
Commission Meeting to review the situation.
He also suggested that an actual traffic study should be conducted to verify if traffic is indeed moving south
to Route 25 or other east west roads to avoid the traffic control lights.
We should coordinate with Mr. Hillman and set an upcoming meeting for time to review this issue directly
with him.

Look at this-in the evening and confirm need before next meeting.
Christiansen is directly impacted.
Chausabel might be impacted.
No other residences nearby, save for vacant lot for sale.
Result of inspection:Jan 22, 10PM.
it is a dark stretch,and there is neither sidewalk nor shoulders for walkers, bikers.
There are a lot of people who walk this stretch in the evening,especially in summer.
(School children also walk along here, but rarely do they walk after dark.)
Apprears a light would be appropriate.
Closest neighbors(at least Tom Christiansen,Michelle Chausabel)should be engaged.
Perhaps Mr Walsh emails them with his proposal.

Re: No trux on King St. by School.Tony Dill owes response to Neb's Oct 8, 2014 Trans Comm letter.
Essence: still researching legal rqmnt, however, suggest:
1. NS businesses should be contacted by SchoolBd and contact their suppliers and suggest route
alternates to King St.
Mr Dill will contact Diane Harkoff this week. Capt Marty's business is decreasing;will have to
check if they'll be in business this summer.
2. SBd tell parents to observe no parking on south side of King St.
Would improve sight distances, etc. especially during beginning and end of school day.
He doesn't believe it will do much good, because there are so few convenient alternative
parking spots for parents,but he will mention it to them.

Dear Mr. Dresch:
In response to your January 12, 2015 letter requesting any materials related to Southold
Town's existing and proposed bicycle routes, enclosed you will find 2 (two) maps of
Southold Town's existing bicycle trails.
The Town of Southold is also drafting an updated Comprehensive Plan and one of the
chapters, Transportation, will cover alternative modes of transportation, including
bicycles. While this chapter has not yet been drafted, some issues that might be of
interest to the County are noted below:
1. CR 48 has seen a marked increase in bicycle traffic in recent years.
a. There are many more wineries to visit, and more and more people are
seen riding bicycles on CR 48 to wineries.
b. Recreational bicycling has increased in general. For example, people ride
bikes to the beach, and one popular town beach is located on CR 48.
c. More people ride their bikes to work, especially farm laborers, who often
use CR 48.
2. CR 48 has some very narrow shoulders, with inadequate room for cyclists.
Traffic speeds are too high to allow cyclists to safely merge with auto traffic.
