Members Present: Councilman Bill Ruland, Frank Field, Town Engineer Jamie Richter, Margaret Brown, Planning Dep't Rep Brian Cummings, Chief Martin Flatley, Jim Baker, Greenport Rep. Mike Domino and Tom Fox. Minutes of February 23, 2014 A motion to approve the minutes was made by Margaret Brown, was seconded and carried. EETC Update Neb Brashich and Heather Lanza attended the March 11, 2015 meeting at Riverhead Town Hall Board Room. The agenda dealt with reorganization of the EETC, the position of Chairperson and a meeting schedule. Additional issues for discussion were the Peconic Bay Regional Transportation Council bill from Assemblyman Thiele and bus shelters as well as updates from Towns and Villages on current transportation/ land use issues. Representatives of NYSDOT, NYMTC, LIRR, SCT and SCP provided updates. It was also noted that representatives of those agencies expressed appreciation for local and East End updates. The next meeting of the East End Supervisors & Mayors Association would be held on April 22, 2015 in Westhampton Beach. EETC representatives expect to attend that meeting in order to seek the Supervisors' and Mayors' guidance on a charge for the EETC's future role on Eastern Long Island. Public Requests Traffic Light Request—Ackerly Pond Lane & Route 25 - Southold As no petition request has yet been received from local residents, the matter will be removed from the Commission's agenda. ADA Access to Bus Shelters— East Marion This matter will also be removed from the Commission's agenda for the same reason. Lavender Farm— East Marion There has been no response to Neb's letter of February 1, 2015 to the owners of the farm concerning seasonal parking issues and the need to liaise with Suffolk County and Southold PD about that matter. Two local residents wrote to Neb concerning his letter of February 1, 2015 to the owners of the farm. Their suggested solutions to the parking problem included off-site parking with shuttle buses to the farm and restrictions on parking on the Main Road and Cedar Lane. It was suggested that Neb advise the owners of the Lavender Farm by return receipt mail that, if no reply is received to the letter of February 11, the parking issue would be referred to NYSDOT for its action. Moreover, the owners should also be advised that local civic associations have the ability to control access to their privately-owned roads. Lightinq Request on New Suffolk Road—New Suffolk There has been no further action on this issue. 4 Way Stop Signs at Kenney's Road and Soundview Avenue - Southold Chief Flatley's email of March 9th to Neb advised that he had inspected that location and found that the intersection is adequately marked. Local residents will be copied with the Chief's email. Supervisor&Town Board Requests Pedestrian Crossing - Our Lady of Mercy School—Route 25- Cutchogue The Supervisor forwarded NYSDOT's letter of February 11, 2015 to local residents concerning their request for the installation of flashing beacons and additional signage at that location. DOT advised that it was willing to install the flashing beacons provided that the Town or the school signed an agreement with DOT to pay for the maintenance of the beacons on annual basis. DOT's letter also enclosed a maintenance agreement for the school's execution. OLM and/or the Diocese of Rockville Centre will be requested to consider the agreement. Neb will also consult with the Supervisor and the Town Attorney concerning the matter. Traffic Light at Route 25 and Peconic Lane- Peconic NYSDOT has not yet advised concerning its review of that location. No Through Trucks— King Street—New Suffolk No response has yet been received local interests concerning the amelioration of truck traffic on that street or from the NS School Board concerning voluntary compliance by parents with that signage. Parking Issues—Laurel School Building—Mattituck/Cutchoque School District After his meeting with the Supervisor, Neb's letter of February 27, 2015 to NYSDOT requested the agency to advise the Commission as to the ownership and maintenance of the road known as Franklinville Road and the parking area in front of the school, as it has been understood that they had been abandoned to the Town for maintenance. Clarification was also requested concerning any permitting or input requirements by DOT for that maintenance as well as for any expansion of parking. Once DOT has clarified the above issues, a meeting will be held with the affected neighboring family with a view toward reaching an amicable resolution of the matter. Planning Board Requests Town Comprehensive Plan The issuance of the Transportation & Infrastructure Chapter has been delayed further, as the updating of the plan has been affected by the consideration of environmental issues involving other matters. Interim updates have been requested. Parkinq Signage— Love Lane - Mattituck Heather Lanza's email of February 25th to Neb requested a review of the adequacy of parking signage in place on that street. Chief Flatley will investigate the situation and report. Current Transportation Issues Southold/Cutchogue Bus Shelters-Status NYSDOT's lengthy letter of February 23, 2015 provided SCDPW with very detailed requirements for the issuance of a NYS Highway Work Permit for work within a NYS Right of Way. The letter covered a proposal by SCDPW for the placement of five bus shelters within Southold and Riverhead towns, including the shelters in way of Town Hall and in Cutchogue. Orientation/ Interpretive Signage Project—RBA Phase II NYSDOT has advised that reauthorization for this project requires the submission to DOT of all invoices paid before the expiration date of December 18, 2014, after which the request for an extension may be resubmitted. It is also understood that the placement of signage at certain locations may be subject to reassessment. Proiect Bus Stop Youth See the comments above. CR 48 & Cox Lane Roundabout- Mattituck Jamie Richter will draft a timeline of the project for inclusion in a letter requesting that representatives from Legislator Krupski's office and SCDPW meet with the Commission to discuss moving the matter forward. Old Business NYMTC's Proposal to Increase Carriage of Trucks to Orient Point by Cross Sound Ferry Councilman Ruland, other Town Board members and other elected representatives attended a meeting in Orient on March 141. There was overwhelming opposition to the proposal from local residents. New Business Driveway Reconstruction—South Side of SR25, Just East of Elijah Lane- Cutchogue In response to an inquiry, Jamie Richter advised the interested party that the project will require the permission of NYSDOT and he advised that party to write to the Commission requesting its assistance. Left Turn Siqnals at Wickham Avenue and CR48- Mattituck Councilman Ruland advised that the signals had been installed in both directions. Westbound on Rt. 25 at Love Lane small parking sign on Sound Avenue. Small parking sign at entrance to parking lot off of Sound Avenue. Nothing on Pike Street for the east municipal parking lot. In addition to safety issues we were also concerned with scenic issues related to County Route 48, which is known as our northerly east/west corridor through the Town of Southold. We worked for several years with County Engineers to develop a plan that ultimately became a roundabout design that appeared to satisfy all of the Town's concerns. At that time we were also informed that the current Traffic Control Lighting installed at this intersection would only be Temporary until such time that the roundabout was constructed. In addition, we were informed by the County that the roundabout plan had progressed to final design and that the actual implementation & construction of this project would be in the near future. Several years have passed and we are now dismayed because we have been informed that this project has been delisted from the County's pending Project List. We would like to request a meeting with you and other appropriate County personnel to review all of the issues and decision making that influenced the County to change their opinion of the project and determine this plan'would be no longer viable. The Town Transportation Commission still believes that the proposed roundabout strategy would be a much safer design for this intersection. Thank you for your consideration in this matter. This does not require that information be transcribed verbatim, but please have minutes/notes of items discussed, what needs to be done and by whom, etc. Minutes should be provided to the Town Clerk's office. • Chairs/Co-Chairs: All committees should elect a chair or vice-chairs to spearhead committee activities. • Accomplishments of 2014: Please provide highlights of work that your committee performed in 2014. • Goals and Objectives for 2015: Please discuss with your committee and develop goals that your committee would like to achieve in 2015. Following a site visit by two Commissioners and ensuing discussion, our conclusion is that there is a clearly visible STOP sign with a "four way" designation on the bottom of each sign for each direction. There is also a clearly visible white stop line painted on the roadway in each direction. This is a four way stop intersection and there is a clearly visible STOP sign with a"four way"designation on the bottom of each sign for each direction. I'm not quite sure how you could mark this intersection any better.,I feel the signage is appropriate for this intersection and clearly marked. Description At the intersection of Kenney's Road and Soundview Avenue,which is a four-way stop,drivers routinely fail to come to a stop at the warning light,often at high rates of speed.This problem is especially bad at night.Give that several of the houses on that corner(including my own)have small children,this is especially dangerous. Part of the problem,oddly enough,may be that the stop signs are not positioned close enough to the comer;it is necessary to roll one's car to see all portions of the intersection. The town should consider(i)conducting a traffic study to measure how often drivers roll through the stop signs;(ii)stationing a police car regularly,or on occasion,to ticket drivers,and/or(iii)take other measures to ensure that drivers come to a complete stop. . The following is a summary of items discussed at an informal meeting on March 25, 2015 at the NYSDOT Offices in Hauppauge New York. RBA requested the informal meeting to discuss the above-referenced project. RBA provided the following update on the current status. • The project funding has been suspended due to inactivity.The Town is in the process of submitting a reimbursement request in order to have the funding reinstated. • The requested Construction Contract Time Extension has been approved pending the reinstatement of funding. RBA inquired about the procedure to change/modify the approved drawings. Due to the various reasons, the Town is strongly considering relocating/installing 3 of the 4 kiosks in different locations.The scope of the project would remain the same. All revised locations would be within Town of Southold owned properties. After further discussion it was determined that all changes could be handled through the construction group. Once the locations are finalized, RBA will prepare a sketch of the proposed locations, which clearly depicts the proposed Kiosk location and right-of-way. These sketches must be submitted to NYSDOT Construction for review and approval. No work on the revised locations may proceed without NYSDOT Construction approval. NYSDOT requested a pre-construction meeting be held prior to work re-commencing. ) NYSDOT stated,if the Town decided to relocate the previously installed kiosks that the cost associated with the original installation and subsequent removal/relocation and restoration would not be reimbursable.
