First, I want to point out an error on the blueprint. My house is listed as having town water, in fact, I have well water. Secondly I have concerns regarding the water situation on this property in relation to my own. The first concern is that the creek behind us overflows when there is a storm, flooding parts of both yards. If any fill is added to this property, the water- would not be absorbed, and more water would run onto my yard. I have also discovered that there is an underground freshwater stream that runs between the New Suffolk School and Schoolhouse Creek resulting in a very high water table under my house. This stream runs through my cellar when it rains and the water has to be pumped out. My fear is that, if a foundation were to be built next to me, and the stream was blocked, it would back up and make. my situation worse than it is. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided that the Board consider the following: 1. The Board issued a Wetlands Permit for the construction of a single family residence on the property to the north (Permit 6548). The permit conditioned that a non-disturbance buffer be established at the 4' topographical contour line. The wetlands that the buffer was created to protect continue onto the subject property. 2. School House Creek is an Uncertified Water Body listed for pathogens. This water body also contains area(s) subject to administrative shellfish restrictions due to marinas/boat moorings. 3. In the event that the action is approved, to minimize impacts to the water body from the action, it is recommended that the Board establish a 25' wide non-disturbance buffer landward of the `edge of wetland"where practicable. The buffer should exclude existing accessory structures and the established access to the School House Creek. This recommendation furthers policy 6.3 listed below: 6.3 Protect and restore tidal and freshwater wetlands. F. Restore tidal wetlands and freshwater wetlands, wherever practical, to foster their continued existence as natural systems by.- 4. y:4. protecting lands adjacent to wetlands from alterations so as to maximize natural buffers to wetlands.
