Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the denoted following Policy Standards and therefore is CONSISTENT with the LWRP provided the following is assessed. 4.1, Minimize losses of human life and structures from flooding and erosion hazards. The proposed action is located within a FEMA FIRM Zone AE Elevation 6. The area seaward of the proposed structure is located within an area forecasted to experience "moderate wave height" in a storm event. (FIRM Map Number 36103C0176H). There is no ability to locate the structure outside of the AE Elevation 6 flood zone. Minimization of loss can be achieved through setbacks, raising the structure and minimizing the amount of structure constructed on the parcel. This application furthers this policy. The following management measures to minimize losses of human life and structures from flooding and erosion hazards are suggested: A. Minimize potential loss and damage by locating development and structures away from flooding and erosion hazards. 5. Manage development in floodplains outside of coastal hazard areas so as to reduce adverse environmental effects, minimize the need for future structural flood protection measures, or expansion of existing protection measures and to meet federal flood insurance program standards. The proposed residence and sanitary system is located on the parcel to achieve the greatest distance from the surface waters practicable.
