The documents are Southold Landfill Engineering Report, and Southold Landfill Post Closure Report. Whitman has reviewed your comments and revised both reports as,well as prepared this response letter. Please find the following responses: Engineering Report 1.§ 1.2 Landfill Closure Design - The report states, "The landfill cap as designed and constructed is sufficient to support the planned solar system. " The report must provide the necessary load calculations to support this statement, including the maximum load the cap can withstand and the design load of the solar system in psi or psf. Response: Based on the load provided by RBI, the worst case scenario has the solar rack load at 300.5 lbs/sf. The cap is constructed of approximately 2.5 feet of compacted silty sand with up to 10 feet of compacted fill. The footing load decreases with the depth of the bearing strata. Using the footing width of 3.66 ft (width of ballast rack) the pressure of the foundation on the soil diminishes to approximately 156 lbs/sf at a depth of 4 feet and to approximately 91 lbs/sf at a depth of 8 ft. New York State Department of Environmental Conservation September 25,2015 Page 2 Calculating the allowable bearing capacity of the cover soil and cap using the Terzaghi equation, results in an ultimate bearing capacity of approximately 5,032.5 lbs/sf and applying a factor of safety of 2.5 results in an allowable bearing capacity of 2,013 lbs/sf. Calculations are included in the report. 2.§ 1.3 Purpose and Scope - The report states, "All work associated with the installation of the solar panels will be conducted consistent with the revised Southold Landfill Post Closure Report. " The Department did not receive a Southold Landfill Post Closure Report. Did you mean to-reference the Southold Landfill Post Closure Plan?If so,please change all references in the report to consistently reference "Southold Landfill Post Closure Plan. " Response: Changes made in the Plan. 3.§2.0 Solar Farm - The report states, "the solar modules will be supported by 339 concrete ballast blocks which will be approximately 10'x 4'and weigh approximately 10,000 lbs. The concrete blocks will be placed on approximately 6" of gravel on top of the landfill barrier cap. " What is the third dimension that is missing from the block size? Are the blocks 10,000 lbs. each or is that the weight of all 339 blocks?Are the blocks poured in place or will these be pre-cast? What size and type of gravel is planned for this application? Response: The proposed blocks are designed to be 3'-8"w x 9'-6"1 x 2'-0" h, and will each have a weight of 10,450 lbs, (using and concrete weight of 150 pcf). The blocks will be..... Please refer to the design drawings as prepared by RBI Solar, dated 7/14/15, for layout, and design specifications. 4.§2.0 Solar Farm - The report states, "electrical equipment will be installed on a concrete slab of varying thickness, generally 10" or greater. The slabs will be placed on approximately 6" of gravel on top of the landfill barrier cap. " What are the other two missing dimensions for the concrete slabs?Are the slabs poured in place or will they be pre-cast? What size and type of gravel is planned for this application? Response: The proposed solar equipment, in particular the inverter, will be installed on a cast in place concrete slab with an overall size of 12'-9" w x 30'-9"1 x 12" thick. The gravel proposed is specified to be a minimum of 1-1/2" dense graded aggregate (QP- quarry process) stone. 5.§ 2.0 Solar Farm - Please provide the actual dimensions of the solar arrays. In addition, please clarify if in fact each row will consist of two rows of arrays. How does this impact the sustainability of the vegetative layer? New York State Department of Environmental Conservation September 25,2015 Page 3 Response: The proposed solar arrays vary in overall size, but are approximately 600' x 175' in area. The design of the racking is a 2 module high in portrait orientation that is approximately 12'-4" in length, x the length of each row. The modules are tilted at a 20 degree pitch form horizontal,which should have minimal impact on the vegetative layer. In our experience if properly seeded and maintained any disturbed areas will sustain growth below to modules.As part of the agreement Sun Edison is required to maintain the site and vegetative growth is one requirement. 6.§2.0 Solar Farm -Please provide plans and cross section details of the solar farm which provide sufficient detail to understand the solar module design, support frames, combiner boxes, inverter/transformers, aluminum cable trays, rubber and concrete sleepers, ballast anchoring system, where electrical conduit will be positioned, etc. Response: Please find attached a set of preliminary construction drawings. 7.§ 2.0 Solar Farm - Will the electric conduit be installed under the ground surface or rest on the ground surface? How will the vegetation around the solar panels and electrical conduit be maintained? Response: The proposed electrical conduit will run above grade to avoid disturbance of the cap material. The proposed design calls for the conduits to be placed on industry standard recycled rubber supports similar to Eaton DURA-BLOK product (httn://www.cooperindustries.com/content/>public/en/b-line/brands/Dura-Blok.html), spacing and sizing of actual block to be finalized during final construction drawing preparation. A layer of gravel is proposed to be placed on geotextile weed block along the route of the conduits, to provide both a leveling surface, as well as a means to block weed growth between the conduits. The reaming areas of the array, around and under the arrays will be maintained with normal grass mowing operations, performed by Sun Edison's operation and maintenance sub contractors. 8.§2.0 Solar Farm - Will the geo-membrane cap be penetrated at any point? If so, provide details to explain how the integrity of the cap will be maintained. Response: The geo-membrane cap will not be penetrated by this installation. 9.§2.1 Methane Hazards- The report states, "air monitoring will be completed daily for the duration of the installation. " Who will be doing the air monitoring? How will the air monitoring be performed? What will happen if the air monitoring results indicate dangerous levels of methane? Details are in the Post Closure Plan. 10. § 2.2 Additional Load - The report states, "The existing conditions are sufficient to support the proposed load of the solar panels and associated equipment." The report must provide the necessary load calculations to support this statement, including the maximum load the cap can withstand and the design load of the solar system in psi or psf Response: Based on the load provided by RBI, the worst case scenario has the solar rack load at 300.5 lbs/sf. The cap is constructed of approximately 2.5 feet of compacted silty sand with up to 10 feet of compacted fill. The cap and fill layers should bridge over any localized soft spot in the underlying landfill material. 11. sr 2.3 Potential Settlements - The report states, "limited settling has occurred to date and potential settling is not anticipated" The report must provide the actual settling to date and the calculated anticipated settling that will occur during the life cycle of the solar farm. The report must also provide details of the solar farm design to accommodate the future settling. Response: As per the settlement analysis submitted with the Final Closure Plan prepared by Dvirka and Bartilucci, and Tectonic Engineering, the primary settlement occurs within the first year that the cap and fill are placed, and the secondary settlement will occur between years 1 and 50. The site has been capped for over 10 years, so the primary settlement has occurred and the landfill is approximately 20% through the secondary settlement phase. The Final Closure Plan presented settlement data for various landfill material thickness and various fill thickness with the cap. As per the report,the worst case (40 feet of landfill material with 10 feet of fill) for secondary settlement will be 2.72 feet. Thus it can be inferred that the landfill still has the potential to settle approximately 2.2 additional feet in certain areas. Under this assumption the 10 feet of fill material along with the 2.5 feet of cap material will impart a surcharge of approximately 1,400 lbs/sf on the landfill material. As calculated above, the ballast rack will add an additional 300 lbs/sf. However, in this scenario, the stresses in the soil from the ballast rack will diminish with depth and be negligible at approximately 8-10 feet below grade. The topographic survey shows a fairly uniform slope over the central part of the landfill suggesting that localized settlements have not occurred within the capped area. Regardless of the new loading, there will continue to be secondary settlement of the landfill and a maintenance plan to inspect the solar facility for settlements and repairs will be required. ®Y j WHITMAN G-1PROJECTS12014114-06-IST Sun Edison Southhold LandfllUandfill Closure ReportslNYDEC Response letterdocx Mr.Syed H.Rahman,P.E. New York State Department of Environmental Conservation September 25,2015 Page 5 12. §2.4 Wind Uplift- The report states, "The solar array racking system will be designed in accordance with International Building Code for the State of New York"Did you mean to reference the International Building Code (IBC) or the Building Code of New York State?Please clarify which code you planned to reference and why. Response: The solar array was designed based on the IBC 2009/2010 Building Code of New York State. Please refer to reference on RBI design drawings attached. 13. §2.4 Wind Uplift-Please provide wind uplift calculations to confirm that the solar panel ballast design is sufficient. Response: Please find attached the signed structural calculations from RBI solar. 14. §2.6 Side Slope Stability- The report states, "there are no slopes in excess of 20 percent associated with the landfill." The report must provide the necessary geotechnical information and slope stability calculations to support this statement, including any recent land surveys. Veneer failure calculations must be performed as part of the slope stability analysis. Response: By applying existing data from the Final Closure Plan prepared by Dvirka and Bartilucci, and Tectonic Engineering, along with several assumptions based on published literature, we were able to apply the Koerner and Hwu (1991) method to calculate the factor of safety against sliding of the cover soil. Our calculations resulted in a factor of safety of 1.94, which is consistent with the factor of safety presented in the Final Closure Plan. By adding the additional 300 lbs/sf surcharge imparted by the proposed solar ballast, the calculated factor of safety drops to 1.92,which is still well within the acceptable limits. 15. §2.7 Stormwater Collection System - The report states, "The design of the solar farm is not anticipated to impact the function of the existing stormwater collection system. " The report must include the necessary calculations to support this statement including the _ design capacity of the swales and recharge basin. Response: Currently, the area anticipated to receive the solar panels is covered with a maintained low growth vegetation. The drainage swales are lined with rip-rap with vegetation growing around the stone and in the joints between stones. The drainage area, designated as D1 on the Dvirka and Bartilucci consulting engineers plans where the solar panels are to be constructed, discharges to vegetated Recharge Basin No. 1. Typically, the ground cover under the solar panels will remain vegetated as it currently exists. There is no regarding of the area. Even though the panels are impervious,they are raised above the grade allowing stormwater to infiltrate the ground. New York State Department of Environmental Conservation September 25,2015 Page 6 and the slope of the land in the same direction (toward Basin D1) the stormwater will flow at the same rate. However, due to the nature of the landfill cap, the panels will be anchored by concrete ballasts, approximately 9' 6" x 3' 6" in size, and will be considered impervious cover. When all the ballast areas are added together, the impervious cover is 11,145 SF (0.26 acres). The perimeter security fence will also be ballasted and will provide approximately 2,160 SF (0.05 acres) of impervious cover for a total of 13,305 SF (0.31 acres)new impervious cover. Calculating the pre and post development runoff for the site, there is an increase in runoff as shown in Table 1 for the 25 year and 100 year storm events. Further, Basin 1 has a freeboard of 6.7 feet and 3.2 feet for the 25 year and 100 storm events respectfully. The increased runoff will raise the water surface elevation by 0.1 feet and 0.2 feet for the storm events as,shown in Table 2. TABLE 2 Storm Event,years Existing Freeboard, ft.* Resulting Freeboard,ft. 25 6.7 6.6 100 3.2 3.0 * From Final Closure Plan by Dvirka and Bartilucci Even though the calculations reveal an increase in runoff for the 25 and 100 year storm events, it appears as though Basin 1 has sufficient capacity to store the increase without any regrading or alteration to the basin. 16. §2.'8 Gas Collection System - The report states, "The current gas collection system will not be impacted by the installation of the solar panels. " The current gas collection system is a passive venting system that relies on prevailing wind to control or prevent gas build up. New York State Department of Environmental Conservation September 25,2015 Page 7 (diagram to illustrate that the short gas venting pipes are not going to be blocked by the solar panels). Response: The location of the gas vent pipes was considered in the design of the solar array. The module racks were placed so that a minimum of 3' was maintained around the well. None of the solar array racks were placed over a gas vent. There are 3 vent pipes located within the northern most array as well as 3 within the southern array. The solar array racks are located so that all vent pipes are located in row, in between, each module rack row. Refer to both the construction drawings as well as the RBI drawings for reference to locations of the vent pipes. 17. § 2.9 Equipment Use on the Landfill - The report states, "The installation of the solar panels and the associated equipment will be completed through the use of equipment no larger than a pickup truck on the landfill." The report must provide the details of the equipment that will be used on the final cover system. Please provide the minimum specifications, including example vehicle model(s), which will be used on the landfill footprint. In addition, please provide the maximum load in psi by axle for each vehicle for both loaded and unloaded conditions. This load must not exceed 10 psi. Response: Included herein are typical equipment types and loading. Post Closure Plan 18. § 1.2 Landfill Closure Design - The plan states, "The existing conditions are sufficient to support the proposed load of the solar panels and associated equipment. " The report must provide the necessary load calculations to support this statement, including the maximum load the cap can withstand and the design load of the solar system in psi or' psf. Response: Based on the load provided by RBI, the worst case scenario has the solar rack load at 300.5 lbs/sf. The cap is constructed of approximately 2.5 feet of compacted silty sand with up to 10 feet of compacted fill. Response: Change made. 21. § 1.3 Purpose and Scope - The plan states, "The purpose of the Southold Landfill Post- Closure Monitoring and Maintenance Manual is to define the procedures for personnel performing routine inspection, maintenance or repair work on the landfill following its closure." The Department did not receive a Southold Landfill Post-Closure Monitoring and Maintenance Manual. Did you mean to reference the Southold Landfill Post Closure Plan? If so, please change all references in the plan to consistently reference "Southold Landfill Post Closure Plan". Response: Change made in the report. 22. §2.1 Cap Integrity - The Plan fails to mention how the cap integrity will be maintained during and after the installation of the solar panels. Response: The proposed solar array design does not require any penetration of the cap for the installation. However it's understood that during construction the cap entirety must be maintained and repaired immediately if disturbed. This section was revised. 23. § 2.3 Access and Maintenance Roads - The plan states, "The electricity from the solar cells will need to be transmitted across the gravel access road to make the connection to the grid" Please note that the access roads to the east and to the south of the planned solar cells are paved Response: It is understood that the section of the road that the electrical conduit needs to cross is paved,please refer to construction drawings for design of proposed crossing. 24. § 3.0 Maintenance and Repair - No mention of the maintenance and repair work associated with the solar panels is made. Appropriate sections should be added to address the maintenance and repair of solar panels, including identifying the responsible parties. Response: Typically maintenance will be performed as needed to maintain manufacturer warranty utilizing their guidelines, and surpassing these where necessary based on field experience best practices. Frequency and schedule will be included in the Sun Edison Contract. All initial repair work, related to workmanship, would be covered under Engineering, Procurement, Contractor(EPC)warranty, and EPC would be responsible for repairs. Appropriate sections should be added to address the personnel and equipment of solar panels, including identifying the responsible parties. Response: This section of the report has been revised to include.a section for personnel and equipment as it relates to the solar array. 26. § 7.0 Contingency Plan- Would there be any specific contingency plan associate with the addition of the solar panels? Response: Changes have been made in the plan. 27. § 7.0 Contingency Plan - Please revise Table 7-1 to reflect correct name and phone numbers. Note that the DEC's Division of Solid and Hazardous Materials is now called Division of Materials Management. The Albany phone number is (518) 402-8676. Response: Changes have been made in the plan. 28. § 8.0 Post-Closure Cost Estimate - The plan states, "This section of the Manual provides an estimate of the costs expected to be incurred during the post-closure monitoring and maintenance of the Southold Landfill." The Department did not receive a Manual. Did you mean to reference the Southold Landfill Post Closure Plan? If so, please change all references in the plan to consistently reference "Southold Landfill Post Closure Plan". Response: Report name corrected. 29. § 8.0 Post-Closure Cost Estimate - The plan states, "the total projected cost during the 30 year post-closure period, based on 2015 dollars, is approximately $2,654,136. " How is it possible that this total is less than the total amount ($5,771,000)provided by Dvirka and Bartilucci in 2003 for the same time period with no solar farm? Please provide an updated 30 year post closure cost estimate which includes the cost to maintain and ultimately remove the solar farm. Response: The costs associated with the maintenance and decommissioning of the system are the responsibility of the system owner, Sun Edison. For the purpose of this approval, Sun Edison has indicated that the yearly maintenance costs associated with a system of this size are approximately $5,000 which includes routing repairs and system checks. New York State Department of Environmental Conservation September 25,2015 Page 10 - 30. § 8.0 Post-Closure Cost Estimate - Would the addition of solar panels incur additional costs for inspection and maintenance? _ Response: The post closure cost estimate should not incur additional costs as a result of monitoring and maintenance of the solar array. As part of the contract between Sun Edison and the Town, Sun Edison is required to provide operation and maintenance of the system that is a direct cost to Sun Edison and not the town. 31. § 9.0 Communication Procedures - Would there be any revisions to this section as a result of solar panel addition? Response: Section 9 has been updated. 32. § 10.0 Record Keeping and Reporting - Would there be any additional record keeping and reporting associated with solar panel addition? Response: Section 10 has been revised to include a subs section on solar installation report, please refer to the revised report. 33. § 10.0 Record Keeping and Reporting - Would Table 10-1 have items related to solar panel? Response: Section 10 has been revised to include a subs section on solar installation report, please refer to the revised report. Additional Comments 34. Please provide a contingency plan that address contingency measures that will be implemented during construction such as (but not limited to) damage to the geomembrane, erosion repair and detection of methane gas during construction. Response: Addressed in the Plan 35. The submittal did not include an original Professional Engineer (PE), licensed to practice in the State of New York stamp or statement of certification. Please submit a letter referencing the report that contains a statement of certification, original signature with date, and original PE stamp.
