HomeMy WebLinkAbout10/14/2015 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING # 109 October 14, 2015 Present: Rona Smith, Beth Motschenbacher, William Dougherty, LeRoy Heyliger, Michael Excused: Herbert, Jeanne Kelley and Phillip Beltz. Also present: Dan Sarnowski. Councilman Jim Dinizio. Meeting began at 5:30 p.m. th Approval of Minutes: The September 9 meeting minutes were approved. First-Time Homebuyer CPF Exemption: Phillip reported no exemptions were provided. HAC Membership: George Giannaris of Helenic restaurant informed Phillip that he is too busy to participate. Rona reported Bob Syron of Peconic Landing will attend the public forum on affordable housing and will later decide whether he wishes to join HAC. Phillip will follow up with Councilman Dinizio to see if he spoke with Gail Horton and Jeanne Cooper. Reverend Peter Kelley never returned Philip’s call so LeRoy will follow-up. Follow-Up Tom McCarthy Discussion: Rona spoke with Tom informing him that there may be interest in utilizing existing housing in Town to fulfill inclusionary zoning requirement if the home was fully renovated as “turn-key.” This could also benefit larger families as current inventory at Cottages are only two bedrooms. HAC unanimously approved Rona further discussing with Jim – possibly meet with Planning Board and/or Town Board. Cottages Annual Certification: Two certifications are outstanding, Town Attorney will send final reminder letters certified mail. nd Public Forum: Scheduled for October 22 at 6 p.m. at Town Hall meeting room. It will be video recorded and will air on Channel 22. Phillip will send reminder email to Planning Board and Town Board requesting their attendance. Beth and Jeanne will meet to further coordinate presentation. Habitat Status: Phillip spoke with Les Scheinfeld—he stated that house should be ready for move-in by end of the year—they are currently painting and landscaping. Phillip will contact Les so he can contact Town Board and Rona when official opening occurs. Pawlowski Project: Dan Sarnowski stated that developer Paul Pawlowski wanted to meet with HAC to discuss an additional proposed project for the site that he withdrew his change of zone application. After considerable discussion, most of HAC agreed that:  Paul should take considerable time developing a very detailed plan that includes what waste water system is he considering, is it approved by SC, can it provide benefit to surrounding community to improve their water quality, how can he address concerns of neighbors (traffic, etc.) and other impediments.  Process is to present any revised project plan to the Town’s Affordable Housing Welcoming Committee, not to HAC Update and Revised 2015 Goals and Objectives:final Below are revised HAC goals and assignment of objectives towards achieving goals: 1. School Superintendents meeting-(Rona and LeRoy will schedule.) 2. Educational Forum- will be completed end of month. 3. Review of Housing Chap of Comp plan- Rona will revise and present to HAC 4. Thiele Initiative – Tabled as Assemblyman will introduce bill later. 5. Peconic Land Trust “pilot” project (Rona)-table until 2016. 6. Affordable Housing Public Relations and Marketing –this requires ongoing work to reach out to public and employers. Eric reported that he did not have much success as employers find employees from Riverhead 7. RFP: This will be discussed in a future HAC meeting with Town Board to discuss consideration of incentives for developers utilizing waste water treatment systems—what would be allowable density for using such systems, what financial incentives could be provided by County and Town. Other: Rona stated that she and Beth met with Phillip to develop transition of his departure. Many affordable housing details will be assumed by Town Attorney’s office and possible inclusion of Rona/Beth. Rona asked someone to assume role of HAC secretary and Beth volunteered.
