HomeMy WebLinkAboutLP-09/29/2015 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, September 29, 2015 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Eric Keil Anne Murray Lillian Ball Members Absent: Sam McCullough Peggy Dickerson Maureen Cullinane Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Luke McKay, PLT Project Manager Commencement:  The meeting began at 7:15 p.m. with four LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from September 15, 2015 as amended. MOTION made by Lillian Ball, seconded by Anne Murray, to accept the 9/15/2015 LPC meeting minutes. Motion carried: 4/0 Land Preservation Applications and Inquiries:  SCTM #1000-69.-1-8 (ZEBROSKI) Review application status \[executive session\] EXECUTIVE SESSION LPC entered into Town Board executive work session relating to this project discussed. END OF EXECUTIVE SESSION Landowner may have a perspective buyer for his property. Melissa instructed to notify landowner, Bill Zebroski, that LPC is interested in exploring preservation opportunities should he wish to pursue.  SCTM #1000-95.-1-11.2 (BIGGANE) Status update Luke McKay (PLT) and Melissa Spiro met with landowner Jack Biggane to discuss his proposed design change to include an additional reserved area and how the change would impact the valuation of a future offer. LPC’s current offer is due to expire October 9, 2015.  PROJECT STATUS UPDATES \[executive session where applicable\] EXECUTIVE SESSION. LPC members entered into Melissa Spiro, Land Preservation Coordinator, presented status updates on pending projects. END OF EXECUTIVE SESSION Applications & Inquiries for Uses or Structures on Preserved Property  SCTM #1000-55.-1-11.1; 11.2; 11.3; 11.4 (PECONIC LAND TRUST fka Hubbard/Dart) Request for greenhouse on land subject to Town PDR LPC reviewed request to construct a 35’x48’ greenhouse for seedling cultivation within area subject to Town development rights easement. LPC found that the proposed greenhouse is an agricultural use consistent with the purposes and other terms and conditions of the recorded easement. Stewardship and Management:  EASEMENT MONITORING by LPC Member Anne Murray SCTM #1000-18.-4-7.7 Sepenoski Family Farm LLC o SCTM #1000-19.-1-8.8 Terry Revocable Trusts o No easement violations were found on the Orient properties listed above.  EASEMENT MONITORING by LP Coordinator Melissa Spiro and Melanie Doroski SCTM #1000-55.-2-10.4 Moffat Farm North LLC o No easement violations were found on the Southold property listed above.  EASEMENT MONITORING by LPC Member Eric Keil SCTM #1000-112.-2-1.2 & 2 Macari Farms, LLC o No easement violations were found on the Mattituck property listed above.  STEWARDSHIP GENERAL UPDATE LPC Chairman John Sepenoski gave background information and report on “Hog’s Neck” Preserve off North Bayview Avenue in Southold and a proposed plan for horse trails. Proposal will be discussed at next Town Board work session. General Land Preservation Items: None Next Regular Meeting:  Tuesday, October 13, 2015. The next regular meeting will be on Peggy Dickerson will be unable to attend this upcoming meeting. Adjournment:  The meeting was adjourned at 8:40 p.m. by the four attending LPC members.
