HomeMy WebLinkAboutLP-09/15/2015 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, September 15, 2015 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Maureen Cullinane Peggy Dickerson Eric Keil Sam McCullough Anne Murray Lillian Ball (7:11 p.m.) Members Absent: None Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Tim Caufield, Peconic Land Trust Luke McKay, PLT Project Manager Commencement:  The meeting began at 7:05 p.m. with six LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from August 18, 2015 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 8/18/2015 LPC meeting minutes. Motion carried: 4/0/2 (LPC members Maureen Cullinane and Eric Keil abstained as not present for 8/18/2015 LPC meeting; LPC member Lillian Ball not in attendance at time of vote.) Land Preservation Applications and Inquiries:  SCTM #1000-69.-1-8 (ZEBROSKI) Review appraisal \[executive session\] EXECUTIVE SESSION LPC members entered into Zebroski appraisal reviewed and discussed options. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Maureen Cullinane, to refer the Zebroski project to the Town Board with a recommendation that the Town pursue preservation of the property for agricultural purposes. Motion carried: 7/0 Town Board Councilman Bob Ghosio will bring this matter to the Town Board and report back to Committee as to how Town Board wishes to proceed.  SCTM #1000-95.-1-11.2 (BIGGANE) Request to amend proposed design Land Preservation Coordinator Melissa Spiro presented John Biggane’s request to modify the proposed design of the easement area to include a 2 acre reserve area attached to the northern end of the easement area. MOTION made by Eric Keil, seconded by Lillian Ball, to grant landowners, John & Margaret Biggane, an additional three (3) week extended time frame to respond to LPC’s current purchase offer. Melissa to review landowner’s proposed design change with landowner. Motion carried: 7/0  PROJECT STATUS UPDATES \[executive session where applicable\] EXECUTIVE SESSION. LPC members entered into Melissa Spiro, Land Preservation Coordinator, presented status updates on pending projects. Land Preservation Coordinator Melissa Spiro will follow-up on EZAIR easement violation and will report back to LPC as to status.  STEWARDSHIP GENERAL UPDATE LPC Chairman John Sepenoski gave a report on the Narrow River Westland Restoration Project meeting with Jim Feaga of Ducks Unlimited that was held on September 15, 2015, and followed by a field inspection at the proposed restoration sites in Orient. Melissa Spiro, Lillian Ball and Maureen Cullinane also attended this meeting and field inspection. General Land Preservation Items:  FUNDING UPDATE \[executive session\] Land Preservation Coordinator Melissa Spiro provided confidential funding update to LPC members. Next Regular Meeting:  Tuesday, September 29, 2015. The next regular meeting will be on Adjournment:  The meeting was adjourned at 8:25 p.m. by the seven attending LPC members.
