Moore, Esq. (attorney for Regan Meador) Commencement:  The meeting began at 7:05 p.m. with five LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from June 23, 2015 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 6/23/2015 LPC meeting minutes. Motion carried: 4/0/1 (LPC member Lillian Ball abstained as not present for 6/23/2015 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-95.-1-11.2 (BIGGANE) Request for extension Landowner Jack Biggane requested an extension of time in order to respond to LPC’s offer letter that expired on August 14, 2015, He is in the process of having his property appraised in order to consider option of a bargain sale. LPC agreed to a 30 day extension from the date of this meeting. Letter granting extension to September 18, 2015 will be sent to landowners.  SCTM #1000-73.-1-1 and 73.-2-4 (THE VINES) Status update Several months ago, LPC authorized Melissa Spiro to review appraisal methodology and appraised value with applicant and to extend purchase offer at appraised value. After discussing same with applicant, Melissa sent applicant sales comps from appraisal. Applicant called last week and had questions and concerns re: sales comps. Melissa discussed questions/concerned with LPC. LPC is not in favor of requesting additional review by appraiser. Applicant is welcome to present appraisal (using same methodology) if he wishes to do so. LPC directed Melissa Spiro to send official offer letter at appraised value with two (2) month offer expiration date.  PROJECT STATUS UPDATES \[executive session where applicable\] EXECUTIVE SESSION. The LPC members entered into Melissa Spiro, Land Preservation Coordinator, presented status updates on pending projects. END OF EXECUTIVE SESSION Applications & Inquiries for Uses or Structures on Preserved Property  SCTM #1000-55.-1-7 and 1000-55.-1.8.3 (SOUTHOLD FARM + CELLAR) ZBA request for comments on ZBA file #6861 Melissa Spiro, Land Preservation Coordinator, provided background of application before the Zoning Board of Appeals and ZBA’s request for LPC comments on the application. Regan Meador (landowner) and Patricia C. Moore, Esq. (landowner’s attorney) provided additional information concerning the ZBA application. MOTION made by Anne Murray, seconded by Peggy Dickerson, to respond to ZBA’s request for comment on ZBA application file #6861 that includes Building Department Notice of Disapproval pertaining to a 1.04 acre property known as SCTM# 1000-55.-1-7. The 1.04 acre property is not subject to a Development Rights Easement and was not part of the land involved in the 1992 Dickerson to Town of Southold sale of development rights. Therefore, proposed uses on the 1.04 acre property are not subject to the Town’s easement and the Land Preservation Committee has no comments on this application. Motion carried: 4/0/1(Chairman John Sepenoski abstained as his family’s farm is a neighboring farm to the subject property. Stewardship and Management:  EASEMENT MONITORING by LPC Member Peggy Dickerson SCTM #1000-73.-1-3.4 Lieb Vineyard (new deer fencing being installed) o SCTM #1000-83.-3-2.2 Lieb Vineyard o SCTM #1000-84-1-4.5 Lieb Vineyard (new deer fencing being installed) o SCTM #1000-65.-5-19 Pelligrini o SCTM #1000-86.-1-9.3 Pelligrini o SCTM #1000-95.-4-6.2 Ficner o No easement violations were found on the properties listed above.  PROPOSAL FROM CONCERNED LONG ISLAND MOUNTAIN BICYCLISTS (C.L.I.M.B) Melissa Spiro received a written plan from C.L.I.M.B. outlining their mission and proposal to construct and maintain mountain bike trails with the cooperation of the Town of Southold at Laurel Lake Preserve. Questions were raised as to if this is considered passive or active recreational use, especially if use included uses such as races and organized events creating conflicts between biking and hiking. LPC directed Melissa to forward the information to Jim McMahon for further review since Town Board directed stewardship items be addressed by Jim and to let Jim know that LPC had concerns about proposal and did not support it.  STEWARDSHIP GENERAL UPDATE Chairman John Sepenoski presented LPC with background information regarding the Duck’s Unlimited grant application for a project on Narrow River Road in Orient. John Sepenoski reported on his field inspection of Town preserved lands while he was on Fishers Island earlier in August: Silver Eel Preserve – noted that neighbors appear to have a brush pile dumping area within o the Preserve. Town’s sign noting property as a Preserve is gone and should be replaced. FI Parade Grounds – trails are in excellent condition and properly maintained. o Paul Stoutenburgh Preserve at LPC member Lillian Ball reported on her recent visit to the Arshamomaque Pond . Invasive plant mile-a-minute is out of control and covering native plant life in wetland areas. General Land Preservation Items:  FUNDING UPDATE \[executive session\] Land Preservation Coordinator Melissa Spiro provided confidential funding update to LPC members.  2016 BUDGET Land Preservation Coordinator Melissa Spiro met this date with Supervisor Russell concerning the Land Preservation Department and CPF’s 2016 proposed budget. Proposed 2016 budget is similar to that of 2015. Next Regular Meeting:  Tuesday, September 1, 2015.
