SUPERVISOR RUSSELL: I am going to ask everybody to please rise for the Pledge of
Allegiance. Thank you. Before we get to the work of the agenda, I am going to read a list of all
the people that I would like to thank for making this meeting happen today. And certainly, thank
you to everybody who is here. After that we are going to read the list of all the officials that are
here today. For the thank you list, first of all, I would like to thank all the officials and guests
who took the time out of their busy schedules to make the trip. I also want to make a special

acknowledgment to George Paralemos and Dolores Capace from the Office of the State
Comptroller. They are set up to do an online search for any unclaimed funds and they tell me
they do have a couple here from Fishers Island, so they are anxious to give you money. Take
advantage of it. I want to thank the Fishers Island Ferry District, especially Captain Burns and
his crew for providing the transportation, I want to thank Plum Island for the use of their dock
and parking facilities. I want to thank the Fishers Island School District for being a gracious
host, Chris Dollar, thank you for setting up these microphones and Karen Goodwin, the
Superintendent. I want to thank the Fishers Island residents, you are always a gracious host and
it's actually great to be here. Fishers Island Highway crew for their assistance in setting up here,
the Fishers Island Fire Department for the use of the barbecues. Thank you to Legislator Al
Krupski for donating the corn. I want to thank Brauns, Ken Homan, for donating the ice. The
Department of Public Works, the custodial staff, special thanks to John Jerome, Nancy Foote,
Carol Hydell, Regina Blasko and especially Lauren Standish and Michelle Tomaszewski who
coordinated all of the efforts that made this trip possible. I also wanted to thank Elizabeth Read
at the Community Center, oh, that's right we had the (inaudible), so thank you very much for
hosting that. Jim, do you want to start off?
COUNCILMAN DINIZIO: We have our Town Board, Scott Russell, James Dinizio Jr., Bill
Ruland, Bob Ghosio Jr., Jill Doherty and Louisa Evans. We have our new Town Attorney, Bill
Duffy. The Town Clerk, Elizabeth Neville. From the 375th Anniversary Committee, Gail
Horton. From the Accounting Department, John Cushman. From the Agricultural Advisory
Committee, Chris Baiz. From the Assessors Office, Rich Caggiano, Bob Scott, Kevin Webster,
Michelle Johannssen and Leslie Tasca. From the Board of Assessment Review, we have John
Betsch. From our Building Department we have Mike Verity, Roger Richert, Bob Fisher and
Gary Fish. From Code Enforcement we have Peter Doherty. And from the Conservation

have our GIS Technician and Land Preservation Committee Chair John Sepenoski. From the

Town Arts & Crafts Guild to hold its annual Arts & Crafts Show on the Village Green in
Cutchogue on August 1, 2015 from 9:00 AM to 4:00 PM, applicant has met all of the
requirements as listed in the Town Policy on Special Events and Use of Recreation Areas and
Town Roads. Failure to comply with policy procedures will result in forfeiture of clean up

COUNCILMAN GHOSIO: NOTICE IS HEREBY GIVEN that the Town Board of the Town
of Southold is considering the change of zone of the property identified as SCTM#1000-12-1-
1.2 from R-120 to AHD on its own motion; and
NOTICE IS FURTHER GIVEN that pursuant to the requirements of Section 265 of the New
York State Town Law and the Code of the Town of Southold, Suffolk County,New York, the
Town Board of the Town of Southold will hold a public hearing on a proposed Local Law
entitled"A Local Law to amend the Zoning Map of the Town of Southold by Changi the
Zoning Designation of property identified on the Suffolk County Tax Map as Lot#1000-012-1-
1.2 from R-120 to AHD" at the Fishers Island School Fishers Island,New York, on the 5th day
of August, 2015 at 1:02PM
This was dated June 30, 2015 by order of the Town Board of the Town of Southold. I do have in
front of me a signed affidavit that this hearing was published in the New London Day. I also
have a signed affidavit that this public hearing has been noticed in the Suffolk Times, also that it
was noticed on the Town Clerks bulletin board. I do have a here a State Environmental Quality
Review negative declaration notice of determination non-significance. I also have from the
Suffolk County Department of Economic Development and Planning, a decision of local
determination as there is no apparent significant county-wide or inter-community impacts. A
decision of local determination should not be construed as either an approval or disapproval.
And that is from Andrew Freleng, Chief Planner. And I have here a memorandum from the
LWRP coordinator, Mark Terry, that finds that according to the Local Waterfront Revitalization
coastal consistency review of the change of zone that this is consistent with the LWRP
consistency standards and therefore is consistent with the LWRP. I have a memorandum from
the chairman of the Planning Board, Donald Wilcenski, basically that the Planning Board does
recommend and support the change of zone based on a variety of issues that they have listed
here.

Karen Goodwin, Supt F.I. School
KAREN GOODWIN: Hello, I am Karen Goodwin, I am Superintendent Principal of the school
here and I am a resident of Fishers Island. I want to make sure you know of my strong support
for this proposal. I commend Katherine Sanger for her persistence in working through this
process so that we would have affordable housing here on the Island. I know through first- hand
experience that all of our school housing is full, Walsh Park affordable housing is full, the ferry
district housing is now full and we have Connecticut families whose students attend here that
want to move here and have been looking for housing, year round affordable housing, and are
not successful in seeking what they need. We also have the same situation with some of our staff
members. On Fishers Island there are some nine month rentals available but many people need
a place to live year round. And so I am very much in support of this program. Thank you.

RONA SMITH: On behalf of the Housing Advisory Commission of Southold Town, I would
like to say that we strongly recommend this project because it is so apt, so appropriate for where
it is going and is should be enacted and it should be built.

KEN EDWARDS: Ken Edwards, lifelong Fishers Island resident and former member of
Southold Town Planning Board and I strongly, strongly support this much needed project.

Bruce Kinlin
BRUCE KINLIN: Hi, my name is Bruce Kinlin. I am a summer resident and homeowner on
Fishers Island and an architect. I have been working with Katharine Sanger for the last two
years, I think as you all know, the plan started with a piece of property that she wanted to create
affordable housing on. And kind of through her efforts and our work with the town, Phillip and
Heather and others, we created a new zoning type through legislation that could be applied to
different properties and this is the first I believe, circumstance that it is being applied to a piece
of property. I strongly support it and want you to know that we appreciate that it is being
considered here. Thank you.
SUPERVISOR RUSSELL: Thank you. Would anybody else like to address the Town Board on
this particular local law?
Gail Horton 375 Anniversary Committee
GAIL HORTON: Hello, I am Gail Horton from Greenport and I remember coming here several
years ago, I think it was about 10 years ago,to talk to the residents about affordable housing here
and it is still needed. Affordable housing is always needed in a community to keep the
community vital, to keep people working here and participating in the local affairs, to grow

wonderful children to go on taking care of the Island afterwards, so I strongly support this.

SUPERVISOR RUSSELL: Would anyone else like to address the Town Board on this particular
local law? (No response)
Closing Comments
Justice Louise P. Evans
We don't have the SEQRA findings yet, so we cannot pass it. There is a will on this Board to
pass this law today but unfortunately we have to wait until the SEQRA coordination is done.
Will that be ready at our next meeting?
Supervisor Russell
SUPERVISOR RUSSELL: Yes, it would be defective to pass this resolution without SEQRA
being completed so what we are going to do is assure you that it is going to be taken up next
week, our next Town Board meeting is only next week within Southold hamlet. And we will be
taking the vote up at that time. I will telegraph my vote, obviously I am going to support it 100
percent and I have to tell you, it is different for me and very nice for me to see a community
actually come out on a whole and actually embrace an affordable housing community, you don't
see that kind of unity very often on proposals that come before the Board. With that, I am going
to invite anybody that would like to address the Town Board on any issue to please feel free to
come up? Nobody?
Justice Evans
JUSTICE EVANS: Well, I will tell some people out here, people were very concerned about the
Fishers Island roads and I think our highway superintendent, I don't see him in this room because
he is out marking the roads. I saw some with white paint, white arrows pointing to spots that
needed to be paved, so he has been listening. And I think we will see people out here working
on the roads, hopefully fairly soon.
Councilwoman Jill Doherty
COUNCILWOMAN DOHERTY: I just want to say I talked to Peter Burr, I am on the Tree
Committee, and the Tree Committee is scheduled to have four trees planted on Fishers Island in
the fall, October or November, with the help of Jeff Standish and the highway crew over here
and Peter Burr will be planting four trees on the Island.

SUPERVISOR RUSSELL: And I will tell you, the boat is not leaving for another 45 minutes so
I am not going anywhere.

PETER BURR: My name is Peter Burr, I don't know whether the Board is aware of it but our
Island Community Board is sort of in the process now of being reconstituted and it is going to
align a little bit with how our Civic Associations used to run. We are having an election, two

new members in August and I just think that from my point of view it's a really big thing that we
are doing and I think it's great, to sort of come back to bringing the Island community more into
the process and we are all looking forward to it. So I just wanted to let you know.
