Members Present: Chief Martin Flatley, Frank Field, Town Engineer Jamie Richter, Jim Baker, Margaret Brown, Highway Superintendent Vincent Orlando and Tom Fox. Also Attending: Alex Suter, Engineering Department Intern. Minutes of June 26, 2015 A motion to approve the minutes was made by Jim Baker, was seconded by Chief Flatley and was carried. EETC Update The next meeting will be in October 2015 and meetings will be held quarterly thereafter. Heather Lanza will serve as chair for the next two years. In the future, transportation and other issues relevant to the East End will continue to be discussed. Public Requests Parkinq on Route 25 by Lavender Farm — East Marion Chief Flatley reported that parking problems at that venue were easing, as Suffolk County had approved additional parking. No Parking signage will placed on SR25, as necessary. Signage on Horton's Lane - Southold Chief Flatley and Superintendent Orlando reviewed the situation and found that existing speed limit signage was adequate. No further action is required at this time. Direction Sign Request—Art-Antique Shop - Orient Jamie Richter's memo referred to Town Code Section #280 —85 Specific Signs. That section sets out the parameters under which tourist-related signs may be placed on local roadways by businesses. He also attached an example of a conforming sign. A total of three conforming signs may be provided by the business owner for installation by the Highway Department. Superintendent Orlando will forward a copy of that memo to the owner of the Art-Antique Shop. Four-Way Stop Sign Request on Pike Street at Wickham Avenue - Mattituck Requests have been received from a local resident and from the Mattituck-Cutchogue School District concerning the place of such signage. Chief Flatley observed that, as a crossing guard was stationed at that intersection during school hours, that signage was not necessary. However, improved crosswalk striping and appropriate signage may be required to improve safety. Superintendent Orlando will investigate the situation and advise the Commission accordingly. Suffolk County Water Authority Hydrant Request—Town-Wide SCWA's request to the Highway Superintendent for the painting of hydrant symbols on roadways at hydrant locations was deemed to be unwarranted. 1 Parkinq Issues— Boat Ramp at the Foot of Minnehaha Boulevard - Southold A local resident has requested a review of the parking situation at that location due to the dramatically increased use of the ramp in recent years. Chief Flatley will review the Town Code concerning designated boat ramps for the possible placement of signage mandating parking by permit only. Neb will advise the resident that the matter is under review and that he will be advised of the Commission's recommendation. Cutchogue Diner Parking Request The owner has expressed his renewed concern at the possible loss of parking spaces on SR25 due to the proposed "Heritage at Cutchogue" development. His concern arises from a previous removal action in that regard by NYSDOT and he credits the Commission's intercession for the NYSDOT's reinstatement of those lost spaces. After checking with the Planning Department, Neb will contact the owner concerning the current state of any permitting process. Supervisor& Town Board Requests Parking Issues— Laurel School Buildinq — Mattituck/ Cutchoque School District On June 18, 2015, NYSDOT advised Neb that the Commission's request concerning parking issues and any permitting requirements is being considered. However, resolution of those issues is subject to NYSDOT's determination of property ownership. 1 st Street Parking — New Suffolk The owner of Legends Restaurant contacted Neb concerning the possible placement of parallel parking signage. Chief Flatley advised that the placement of such signage is subject to the Town's approval in conformity with NYS law and with adequate room in the right of way. Superintendent Orlando will check the availability of that signage. Signage & Public Parking Designations and Truck Traffic Restriction — Love Lane - Mattituck That issue remains under consideration. However, as NYSDOT follows national standards concerning the placement of truck restriction signage, the Commission's proposed signage request on SR25, as detailed in Jamie Richter's map, has been deemed to be non-conforming. However, as NYSDOT did suggest in its letter of June 19, 2015 the placement of"No Truck" signs on Love Lane, Jamie will design conforming signage for the Commission's review and the Supervisor will be informed of the above reply by NYSDOT. Planning Board Requests Town Comprehensive Plan The issuance of the Transportation & Infrastructure Chapter has been delayed until 2016. Current Transportation Issues Southold / Greenport Bus Shelters SCDPW prepared additional construction details for NYSDOT's consideration and further advice on that issue is awaited. Orientation / Interpretive Signage Project— RBA Phase II — Project Extension in Process A request for a non-funding extension to December 31, 2015 to NYSDOT for completion of the matter has been submitted by the Supervisor. However, it is understood that there is a backlog at NYSDOT. 2 Old Business Traffic Siqnal Request—SR25 at Peconic Lane - Peconic In its letter of July 20, 2015, NYSDOT advised that its investigation indicated that the traffic situation at that intersection did not meet its criteria for the installation of traffic signals. Moreover, all existing traffic control devices were found to be located and functioning properly. However, NYSDOT added that, as its investigations also showed a pattern of accidents involving deer, "Deer Crossing" signage would be installed on SR25 for about 2 miles between Bridge Lane and South Harbor Road. As was indicated previously, the issue was discussed by the Commission at our regular monthly meeting on July 27th and two Commissioners visited the area subsequently. It should be noted that the Commission's stated policy is not to respond to individual requests. Nevertheless, the question raised by the Commission during our discussion was what would be an appropriate signage in view of the concerns raised. Also, do the other residents want it? The conclusion reached was to request a signed petition from the residents in the area. The property is adjacent to Town property which has been used as a boat ramp. For many years it was used primarily by local clammers and fishermen who parked their trucks within the ramp area. There is no designated parking available. The use of the ramp has drastically increased resulting in parking on the street and on residents' lawns. The ramp is in a residential neighborhood with narrow roads. would appreciate your review of this situation to prohibit street parking and limit access to the ramp. Note the following. ***Is the ramp designated as a town facility? ***There is no designated parking. Street parking in this neighborhood creates a risk to children and others. ***The streets are narrow. Street parking could be an access concern for emergency equipment. ***Other ramps have adequate parking requiring a town permit and limiting the boat size to 21 feet. b ***Shoreline damage and litter are other concerns. I was told I would get a call back from you. I never did.The following week I called for a second time and spoke to your secretary again.She said you would call me back. I never received that call either. I was attempting to bring some attention and solution to the excess and reckless speeding of 50-60 mph of many year round residents,all ages,and delivery trucks on Little Neck Road in Cutchogue. Having recently purchased a home on this seemingly quiet street, I find this issue to be quite disturbing.. My house is located at the mid-point where getting my mail from the mailbox, people have no regard and even attempt to slow down. My two year old grandson lives with me,which is my major concern. While attending Southold's 375the Parade,you looked directly at my grandson and granddaughter sitting on the back of my truck and commented how cute they were.Well these are the little children along with my neighbors who have a 3 year old and a 20 month old.These children are in danger of a terrible accident if nothing is done about these unsafe speeds on this road. I would greatly appreciate it either two speed bumps or stop signs can be installed at Moose Trail and Fawn (which are the two streets before and after our houses)to slow down these many drivers down at this mid-point of Little Neck Road before a tragedy occurs. I contacted Chief Flattley and spoke with him directly. He helped by putting a digital slow down sign up for a week. Once the sign was removed,the drivers went back to the high speeds. I really hope that this serious issue can be addressed and corrected. I thank you in advance for your prompt attention to this matter. I raised the issue of the regular use of Love Lane by tractor trailers. On a recent Sunday, a tractor hauling two trailers loaded with cars and a tractor with a 40 foot box trailer attached were on Love Lane within five minutes of one another. So the problem continues. I checked on the signage on County Road 48 and noticed two signs both in the west and east bound lanes but located some distance from Love Lane. For example,the westbound sign is located on the property line between Dinizio's and the Reeves construction shop. In addition, they are hard to read because they are relatively small so,the chances of a trucker seeing them or, reading them are at best remote. The weight limit is five (5)tons. However, the sign on the southbound direction of Love Lane (between CR 48 and Pike St.) however sets a 10 ton limit. I have some suggestions: • Have pictograph signs showing a truck within a circle with a line across the truck image erected proximate to Love Lane on both CR 48 and Rte. 25 - positioned in ways that truckers will see them. I know this requires cooperation from state and county authorities and I ask that you do what you can to have them cooperate. • Change the weight limit on the Love Lane sign to five (5)tons to be in conformity with the signs on CR 48. 1 would also like to raise another Love Lane concern. The influx of visitors has brought an epidemic of U-turns- most of them occurring at the stop signs (also ignored by many drivers) at Love Lane and Pike. Perhaps a No U-turn sign in appropriate places would get the attention of at least some drivers. Anything you can do to address these concerns will be appreciated. Thank you. The Town Code section 260-26 that you attached with your letter indicates that the truck restriction "shall not be construed to prevent the delivery or pickup of merchandise or other property along the streets from which such vehicles or combinations are otherwise excluded". Therefore, truck restriction signs on Route 25 would not address your concerns for "trucks coming to make deliveries to the establishments on Love Lane." For your information, by law, the only signs we are permitted to install on state highways are contained in the National Manual on Uniform Traffic Control Devices (MUTCD) and the New York State Supplement. Your suggestion that we install truck restriction signs on Route 25 in advance of Love Lane to increase awareness of the Town Code on Love Lane would not be appropriate since these advance signs are not contained in the MUTCD. This issue was discussed by the Commission at our monthly meeting on July 27tH As was stated-previously, the situation has changed since the initial restoration of these slots by the New York State Department of Transportation (NYSDOT) in 2009 given that no immediate project activity was then forthcoming. The NYSDOT, however, indicated that, should the project become active at a later date, it would have to review the parking situation once again given potential traffic flows. In addition, the staff that handled that initial restoration is no longer with the department. At this point it is difficult to ascertain as to who will be charged with this task down the road. In a discussion with the Town Planning Director Heather Lanza, we were informed that an initial town meeting was being planned on/about August 30 to review the Heritage Project. We strongly recommend your attending this meeting in order to voice your concerns. You should check the Town's web site for the exact date and timing of this meeting. In addition, there will be another wider meeting to bring all interested parties into the review process, including the NYSDOT. You should attend this meeting as well. Following the first meeting, you might chose to register your concerns with the NYSDOT thus opening an official file which would form the basis for discussions at the follow-up meeting. I welcome you and your family to the neighborhood, a neighborhood that has so much to offer families. I am writing to capture your attention on a matter that is extremely close to my heart, SAFETY. My concern is the safety of my children, all children and any adults who choose to walk along Vanston Road. As you know, as one drives up Vanston Road and veers right at the island where Little Peconic Bay Road intersects there is a school bus stop for the Mattituck Cutchogue school district. Unfortunately this intersection is also a blind spot. Walking to and from the bus stop is an essential part of my children's lives. Judy Passiglia, Transportation Department Head for the district evaluated our stop and concluded the bus in not capable of turning around at any location beyond this point on Vanston due to the dead end and narrow road. Bus driver Brian agreed to stop at the far corner of this intersection to help minimize danger while we are waiting for the bus. However,we still have to walk along the road to get to and from the stop and I fear for my children's safety. I must be candid with you, I regularly approach construct vehicles to ask that they drive slowly and I have called Southold Police which unfortunately resulted with neighbors who speed becoming highly confrontational. It is impossible for me to walk to and from the bus stop without living in fear of the cars and trucks that could potentially fly around the corner at any moment. A freedom of enjoying a walk in a neighborhood I pay taxes to live should not be jeopardized due to careless offenders. I witness vehicles traveling well above the speed limit daily and the problem gets worse in the Spring and Summer when activity in the area increases. 1r e _ Perhaps we can find a solution, such as speed bumps, a flashing light or a speed camera to issue electronic tickets...anything to turn around this ridiculous pattern of speeding. The closest sign"Caution Children at Play" is not catching any attention. I want my family and others to enjoy the outdoors safely. I look forward to hearing from your department and welcome any time you may have available to discuss solutions for our neighborhood.
