New construction is going up in the vacant lot, 695 Pettys Drive, 1000-14-02-23 next to my house by Paul & Margaret Kobalka. Both lots are .y on the wetlands with backyards at the sound. Have the Kobalka's received a permit for a proposed fence on their easterly border? Initially the property sticks were placed at the easterly property line and matched my 3 surveys taken over the past 10 years, Just recently new stakes were planted that resulted in a new property line that encroached 2+ feet over onto property. There is no longer a pipe marking the point of their property line at the street on the east as indicated by their survey. The Kobalka's stated to me that the new line is correct and they are installing a . x 6' solid fence. I am under the understanding that only a certain type of fence can be used at the wetlands permitting small animals to continue to traverse, is made of wood logs with post holes like the fence that was installed by my neighbor to my east, and can only extend a certain distance to the high water tide mark. I would like to know if they received a permit and if it conforms with the rules.
