Unfortunately, we had concluded our inspection ahead of encountering you entering Goose Creek Lane. My apologies if we had concluded our inspection ahead of the indicated 30 minutes that you were to meet the Board. I thought the Board arrived there exactly at the designated 30 minute interval. Ordinarily, we do not issue a written report after these inspections as they are informal in nature and designed to provide you a direct opportunity to meet and question the entire Town Board of Trustees. This property does not have a wetland permit(s) on file. All activities within 100' of the seaward edge of the concrete retaining wall (the functional wetland boundary) will require a Southold Town Wetland Permit from this office. A dock constructed here will likely require "thru-flow" decking over the vegetated marsh. The extent or type of docking or mooring facility (independent of dock/attached) seaward of the marsh edge will need to be assessed in the context of the Wetland Permit application process and Wetland Public Hearing. Key to determining the type of docking facility appropriate for this site will be the inclusion of neighboring docking facilities, depth soundings and the location of navigation channels on the required project plan and/or survey. If the concrete retaining wall is to be rebuilt/repaired, a project limiting silt fence will be required at the seaward edge of the retaining wall to prevent siltation of the vegetated wetland. If a wetland permit proposes to replace it, it will need to be constructed of "non-toxic"materials as this is the standard for retaining structures subject to flooding; a condition likely to occur at this site. A home located no further seaward of neighboring houses, with a new/upgraded sanitary system approved by SCDHS that abides by all zoning and town drainage requirements may receive favorable consideration upon all testimony and reports at the Wetland Public Hearing. Approval(s) by the Trustees are discretionary and not guaranteed and may be heavily conditioned; the pre -submission inspection findings not binding on the Board's decision(s) as they are informal/informative in nature.
