Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from April 14, 2015 and May 12, 2015 MOTION made by Sam McCullough, seconded by Peggy Dickerson, to accept the 4/14/2015 LPC meeting minutes. Motion carried: 5/0/1 (LPC member Maureen Cullinane abstained as not present during 4/14/2015 LPC meeting) MOTION made by Maureen Cullinane, seconded by Anne Murray, to accept the 5/12/2015 LPC meeting minutes. Motion carried: 4/0/2 (LPC members Sam McCullough and Eric Keil abstained as not present during 5/12/2015 LPC meeting) Land Preservation Applications and Inquiries:  SCTM #1000-95.-1-11.2 (BIGGANE) Appraisal review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Amended appraisal reviewed and discussed by LPC. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Sam McCullough, to direct Melissa Spiro as Land Preservation Coordinator, to present a purchase offer to landowner, Jack Biggane, for the purchase of a development rights easement of property identified as part of SCTM #1000-95.-1-11.2 in accordance with the Bargain Sale price the landowner offered. The LPC’s purchase offer excludes payment for any area within the Easement subject to the 25’ wide right-of-way. The project includes, and the Committee’s offer is subject to, the landowner’s proposed lot line change to add approximately ½ acre each to the existing northerly soundfront lots and that the man-made pond is eliminated and restored to that of land available for agriculture. No agricultural structure limitations will be applied to this proposed Easement. Motion carried: 6/0  SCTM #1000-69.-1-8 (ZEBROSKI) LPC Application LPC has received an application from the landowner, Bill Zebroski, who wishes to sell his 22 acre parcel identified as SCTM #1000-69.-1-8 to the Town. Park and Recreation Committee has suggested that the property be purchased for active recreation. The LPC does not support purchase of the Zebroski property for active recreational purposes as the property is high priority for farmland preservation; it is actively farmed, adjacent to preserved farmland, and contains prime agricultural soils. The property is located on CR48 in proximity to active farms. The LPC believes the location is not especially suited for active recreational purposes. In addition, there may be conflicts between agricultural operations and active recreation. The Land Preservation Committee fully supports pursuing purchases for active recreation, if the need for same is supported, and if the opportunities to pursue more appropriately place properties and/or properties with lower priority farmland values are reviewed and exhausted. The property is a high priority for farmland preservation and the landowner wishes to sell the property. The Land Preservation Committee recommends pursuing this property for farmland purposes by exploring the option to purchase the property using the Town’s farmland bond. In this manner, the Town could use bond funds in combination with Community Preservation Funds to purchase fee title to the property and extinguish the development rights with the intent to re-sell the restricted land to a potential agricultural buyer, thus keeping the land in active agriculture. Town Board Liaison Bob Ghosio, who also serves as Town Board Liaison to the Parks and Recreation Committee, has asked that the LPC’s recommendation be delivered to him in memo form to be brought before the Town Board.  SCTM #1000-59.-4-2.1 (HELINSKI) Inquiry LPC members are not interested in recommending pursuing preservation options on this property at this time as this property is in an area considered of lower priority for farmland preservation purposes.  COUNTY OPEN SPACE LIST Status update and potential partnership inquiry County asked for Town to prioritize list; LPC had already done this and property within Brushes Creek location has been presented as priority. County asked if the Town will partner with them on the potential purchase. LPC members were hesitant to make a determination without knowing the anticipated or appraised value. LPC members will evaluate partnering with the County once County has received appraisal of the properties.  PROJECT STATUS UPDATES \[executive session where applicable\] EXECUTIVE SESSION. The LPC members entered into Melissa Spiro, Land Preservation Coordinator, presented status updates on pending projects. END OF EXECUTIVE SESSION Applications & Inquiries for Uses or Structures on Preserved Property  DEER EXCLOSURE PILOT PROJECT Presentation by Supervisor Russell Supervisor Russell explained proposed Deer Exclosure Pilot Project to LPC members whereby a small acreage area within a Town Preserve would be deer-fenced in order to study forest restoration, invasive species growth, endangered plant life, etc. John Sepenoski and others working on Deer Management Plan will identify area(s) for the project. This type of project will be eligible for CPF stewardship funding. LPC members in support of Deer Exclosure Pilot Project. Stewardship and Management:  EASEMENT MONITORING by LPC Member Peggy Dickerson SCTM #1000-73.-1-3.4 Lieb Vineyard (new deer fencing being installed) o SCTM #1000-83.-3-2.2 Lieb Vineyard o SCTM #1000-84-1-4.5 Lieb Vineyard (new deer fencing being installed) o SCTM #1000-65.-5-19 Pelligrini o SCTM #1000-86.-1-9.3 Pelligrini o SCTM #1000-95.-4-6.2 Ficner o HOLD – due to time constraints  STEWARDSHIP GENERAL UPDATE Chairman John Sepenoski mentioned that a May 2015 e-mail he received from Missy Weiss, Group for the East End, regarding mile-a-minute pull at Down’s Farm and difficulties she was having as to timing, arranging for volunteers, and LPC’s unfavorable input into the timing for the proposed project. Her last attempt to schedule the pull had to be cancelled due to rain. She will not organize again. John has reached out to Missy but has received no response yet. General Land Preservation Items:  FUNDING UPDATE \[executive session\] HOLD – due to time constraints  FYI: TOWN BOARD MEETING proposed Local Law/Aquaculture Uses Supervisor Russell gave quick update of proposed Local Law. General Information:  SCTM #1000-22.-3-5.1 (SINATRA land donation) Closing held June 19, 2015 Next Regular Meeting: Tuesday, July 7, 2015.
