MEETING MINUTES
MEETING # 107
August 12, 2015
Present:
Rona Smith, Beth Motschenbacher, Eric Dantes, LeRoy Heyliger, Dan Sarnowski,
Excused:
Michael Herbert, Jeanne Kelley, Councilman Jim Dinizio and Phillip Beltz. William
Dougherty. Meeting began at 5:32 p.m.
Tom McCarthy Discussion:
Realtor-developer, Tom McCarthy, discussed the current
housing market and issues that he perceives should be addressed that could possibly
increase opportunities to create affordable housing. They include:
Affordable sales prices should be tied to interest rates
Hamlet business zones can accommodate affordable rental housing if planning
permitted segregation of parcels, one for commercial and the other for rental
housing
For re-issue of RFP, Town should consider providing financial incentives and
assess if density can increase above code if developer utilizes waste water
treatment systems
Median sales data should not include waterfront properties as they skew the price
Inclusionary zoning should allow developer to utilize existing inventory of moderate
priced homes off site to meet the affordable requirement
Approval of Minutes:
The minutes of July 12th were approved.
Scheduled Town Board Meeting for HAC:
Rona and Beth met with the Town Board on
th
Tuesday, July 14 at 9:00 a.m. to discuss HAC goals/objectives.
First-Time Homebuyer CPF Exemption:
One exemption approved for August.
Fishers Island Affordable Apartments:
Beth reported that she, Rona and Phillip
attended meeting in Fishers Island with Mrs. Sanger and her architect, Bruce Kinlin, to
discuss the proposed affordable apartments (4 units in 3 buildings.) The Town Board
recently initiated a change of zone and many neighbors spoke in support of the project.
Beth volunteered to write a press release on behalf of HAC to highlight the concept of a
community strongly supporting affordable housing.
2015 Goals and Objectives:
Rona has developed worksheet of HAC goals and
assignment of objectives towards achieving goals. See below revised list:
1. School Superintendents meeting(s)-(Rona and Phillip)
2. Assess perceptions of employers to AH-(Eric)
3. Educational Forum progress report- (Beth and Jeanne)
4. Review of Housing Chap of Comp plan- (all)
5. Possible PLT ‘pilot’ project (Rona)
6. Thiele Initiative (Phillip)
7. LaValle initiative (Phillip)
8. AH marketing ideas (Leroy, Michael and William)
9. RFP (all)
Note: Everyone should read the draft Housing chapter of Comprehensive Plan before the
next meeting and bring suggestions and ideas to the next meeting of its redraft.
Oyster Bay Legal implications:
Phillip reported that the Assistant Town Attorney spoke
with Oyster Bay attorney who stated that their lawsuit is in discovery phase and will likely
take at least a year before that portion is completed.
Other:
Dan Sarnowski is relocating and has resigned from HAC, he was recognized for
his dedication.
Next Meeting is scheduled for:Wednesday, September 9th at 5:30 p.m.
