Landmark Preservation Commission Minutes
3:00 p.m., January 20, 2015
Town Hall Annex Executive Board Room
Attendees:
James Grathwohl, Donald Feiler, Anne Surchin, Robert Harper, Edward Webb,
Gary Parker.
Call to Order:
The meeting was called to order at 3:00 p.m. by Chairman James
Grathwohl.
Approval of Minutes:
The minutes of December 16, 2014 were approved unanimously.
Appointment: Zach Studenroth
regarding the Ben Franklin Mile Marker project.
Mr. Studenroth gave an update on the project and noted that it was still in need of

funding and that he had not heard back from the Eagle Scout interested in helping
with the project.
Commissioner Grathwohl and Mr. Studenroth discussed the confusion regarding
o
th
who might be “leading” the project, whether it was the LPC of the 375
Anniversary Committee.

Both said that the project should be a priority as part of the 375 celebration.

Commissioner Surchin suggested that CPF monies be used to fund the project.
o
However, Mr. Studenroth said he did not think it was allowed by law.
Chairman Grathwohl invited Commissioner Webb to present his power point
o
presentation on the mile markers at the next meeting.
Commissioner Parker suggested reaching out to the historical societies to
o
fundraise for the project.
Commissioner Harper suggested reaching out to the business community.
o
Chairman Grathwohl agreed to set up a meeting between members of the LPC
o
th
and the 375 Committee, and invite Supervisor Scott Russell, to discuss the
project further.
Appointment: Pre-Submission Conference Meryl Kramer, Architect, RE: 220
Skippers Lane, Orient, SCTM# 1000-25.-1-21
Based on the preliminary drawings
presented to the commission and discussions with the architect, it was determined that
project was outside of the LPC’s jurisdiction and, therefore, did not need to come before
the commission.
February Meeting:
Damon Rallis, Administrative Assistant, announced that he would

not be in attendance at the next meeting due to mandatory code training.
Floating Zone Legislation for Historic Church Structures/Sacred Heart:
o
Awards Program:
o
Commissioners brought forth suggestions for award nominations.
o
The commission agreed to open the awards up to additional categories.
o
It was suggested that the commission reach out to the public for nominations.
o
Chairman Grathwohl asked Commissioner Surchin to head up a committee to
o
coordinate the awards program.
Historic Lighthouses:
Based on the information provided by Commissioner Webb at
o
previous meetings, Administrative Assistant Damon Rallis noted that the only way to
include the existing offshore lighthouses on the town’s Landmark Registry would be by
town board action and a change in the code.
RESOLUTION:
Commissioner Webb brought forth a resolution from the floor
o
regarding the inclusion of historic lighthouses on the Town’s Landmark Registry.

Update on 150 Baywater Avenue:
Administrative Assistant Damon Rallis explained
o
that no one involved in the project has been in contact with the building department.
