Landmark Preservation Commission Minutes

I. Call to Order:
3:00 p.m.
II. Approval of Minutes:
May 20, 2014 (Attached to hardcopy agenda)
III. Chairman’s Comments:
Chairman Grathwohl commended the Orient Historical Society and, in particular,
Commissioners Garretson, Webb, and Parker for the work done to the Village House in
Orient. His comments were made after attending the dedication of the building.
He spoke briefly about the New Suffolk Waterfront Fund project and his statements that
he made regarding the project in the form of a letter to the Southold Town Planning
Board.
Chairman Grathwohl also spoke briefly about the board’s decision to issue an
“administrative permit” for work proposed at the Charnews residence (52180 Main Road,
Southold, Suffolk County Tax Map # 1000-63-6-8).
IV. 3:30 PM Public Hearing - Bertault (Gary O’Connor, Architect):
Proposed relocation of
existing historic barn/garage at 95 Navy Street, Orient. Suffolk County Tax Map # 1000-26-
1-12.2.
Chairman Grathwohl
opened the hearing at 3:30 p.m.
Gary O’Connor, Architect
said the goal of the project was to preserve the historic
integrity of the barn. He noted changes to the proposed location of the barn based on the
decision of the Southold Town ZBA. He told commissioners that his client would also
preserve the old Willow tree on the property. He said that the foundation of the relocated
barn would be done in a “stucco Earth tone” and would be screened by shrubs.
The floor was opened to commissioners.
Commissioner Harper
inquired about the structural integrity of the building and asked
Mr. O’Connor to detail how the building would be preserved.
Mr. O’Connor
stated that the building would be “fixed” prior to being moved, to protect
the existing building.
Commissioner Webb
proposed the worst case scenario of a building collapse and asked
how that situation would be addressed.
Mr. O’Connor
stated that the building would be reconstructed exactly as it stands today
and noted that all fragile points would be “addressed” before moving the barn.
Commissioner Harper
asked the applicant his reasons for moving the garage.
Vincent Bertault, applicant,
said that moving the barn would allow for easier access to
the building and to make better use of his yard space. He stated that in its current
location, he cannot use the barn to its full capacity
Commissioner Garretson
confirmed with Mr. O’Connor that the plan, reflecting the
proposed relocated barn, matched the barn exactly as it exists today.
The floor was opened to the public.

William Gesell, 20 Vincent Street, Orient
read a written request, dated June 17, 2014
and signed by 54 Orient residents, that the commission deny Mr. Bertault’s application.
He also discussed the contents of a letter sent to the board on April 15, 2014. Copies of
both letters will be attached to hard copies of these minutes. letter nfirmed with Mr.
O’Connor that the plan, reflecting the proposed relocated barn, matched the barn exactly
as it exists today.
Richard Gillooly, 75 Willow Street, Orient and Maryellen Kernagahn, 220 Navy
Street, Orient
questioned Mr. Bertault’s intentions with the property and whether or not
he would be renting it out or living in it as a residence.
Commissioner Grathwohl
reminded both residents that such issues could not be
considered by commissioners when rendering a decision.
Ellen McNeilly, 70 Vincent Street
told commissioners that the view of the barn, relative
to the house, in its current location, should be preserved.
Kernagahn
told commissioners that she was terrified about the fragility of the barn and
says that if it is lost the village would never be able to capture the “perfect snapshot” that
the barn creates.
The hearing was closed.
V. Deliberations
Commissioners deliberated the application based on comments from the applicant, his
architect and from the public.
VI. Commission Action
Chairman James Grathwohl made a motion to approve the application for a certificate of
appropriateness subject to conditions.
Commissioner Garretson seconded the motion.
The vote passed 5-1.
The final certificate of appropriateness will be attached to the hard copy minutes.
VII. New Business
East End Lighthouses (Ted Webb). Commissioner Webb discussed the need to ensure that
Southold Town lighthouses are protected under the town’s landmark’s code, as most are
on the National Registry. Damon Rallis noted that they were automatically protected by
the town’s landmarks code because they were nationally registered, but agreed to
research the topic and report back to Commissioner Webb.
Commissioners also discussed the possibility of landmark status for Southold Town’s
historic cemeteries, including the Brown’s Hill Cemetery in Orient.
