Landmark Preservation Commission Minutes
3:00 p.m., March 18, 2014
Southold Town Hall Annex Conference Room
Attendees:
Gary Parker, James Garretson, Robert Harper, Doug Constant and Anne Surchin,
I. Call to Order: 3:00 PM
II. Chairman’s Remarks:
Vice-Chairman James Garretson conducted the meeting in
Chairman Jim Grathwohl’s absence.
III. SPLIA Update (Damon Rallis, Administrative Assistant):
Damon advised the
commission that the SPLIA update project was complete and outlined the next steps for
the town in making the updated SPLIA information available to the public.
Following great interest from the East Marion Civic Association and their desire to create
a historic district utilizing the updated SPLIA information, it was decided by the
commission that once the town board was made aware of the completion of the project,
the information would be shared with the association to begin the process, with the
support of the LPC.
Rather than give a “presentation” to the town board regarding the SPLIA update,
commissioners decided instead to draft a memo to the town board regarding the issue and
thank them for their support. Damon said he would pass the information along to
Chairman Grathwohl so that he could write a letter on behalf of the LPC.
IV. New Application: Bertault (Proposed relocation of existing structure at 95 Navy
Street, Orient. SCTM# 26.-1-12.2):
Following a lengthy discussion and review of the
application, commissioners concluded that the project would have to go to public hearing
per Southold Town Code.
V.Old Business
Damon informed commissioners that there was no movement on the Asch application
that was the subject of a pre-submission conference on February 18, 2014
Commissioners briefly discussed recent town board discussions regarding threatened
church properties within the Town of Southold.

Commissioners briefly discussed the vacant position opened following the resignation of
Doug Constant. Damon said that, to date, only one resume had been submitted.

for those who own National Register home.
Commissioners reviewed Doug Constant’s building permit application to alter an existing
barn on his property and determined that it was exempt from the commission’s review.
