Call to Order & Approval of Minutes:  The meeting was called to order and the minutes from the July, 2011 meeting passed unanimously. Chairman’s Comments:  Jim asked whether or not any of the commission members had sent recommendations to the Southold Town Planning Department in response to the proposed “community character” section of the draft Mater Plan as it relates to landmark preservation. Barbara said that she had emailed Heather Lanza, Principal Planner, suggesting an incentive for the waiver or lowering of parking requirements for landmarked buildings.  Jim announced that he and James Garretson recently met with the East Marion homeowners association and that residents were interested in creating a historic district within the hamlet. Both Mr. Garretson and Mr. Grathwohl agreed that once the Landmark intern has completed the task of surveying SPLIA properties in East Marion, that information could be used to help that process.  Jim announced that Don Feiler had attended the town’s yearly Fisher’s Island trip and invited Don to speak about his experience. Don noted that although his walking tour of the island was cut short, he said that he witnessed the historic significance of many properties on Fisher’s Island, as well as of the many lighthouses he saw on his trip over. Larry noted that there were no Fisher’s Island properties on the town’s landmark registry. Jim noted that although they were interested in creating a historic district at one point, the community seems to have backed off and is not currently interested in having any properties landmarked. Old Business:  Regarding the proposed hiring of an intern to update the town’s SPLIA list, Damon explained that Jim Garretson, along with the town’s accounting office, was still working on the paperwork necessary to hire the individual. August 2011 Meeting Minutes (continued)  Regarding the status of the commission’s awards programs, Damon presented the commission with a draft letter to nominees. Barbara suggested that there should be language specific to the individual project that could be plugged into the form letter. Damon agreed to have drafts, specific to each nominee, at the next meeting.  Damon presented the preliminary drawings for proposed additions and alterations to an existing single family dwelling at 145 King Street (Rose), in Orient. Commissioners denied the architect’s request for a September public hearing and instead requested the following information for review at the next regular meeting: Full construction drawings. o A list of proposed materials. o A list of what existing materials will be preserved. o A conceptual drawing of the new construction as it relates to the property’s existing accessory o building. A conceptual drawing (streetscape) of the new construction as it relates to neighboring o properties. Damon agreed to secure a van so that commissioners could travel to the site at 1 p.m. on September 20, 2011.  Damon gave the commissioners an update on the proposed additions and alterations at 195 Village Lane noting that the project architect, Blake Goble, had not sent in the requested materials. New Business:  Damon presented the commissioners with an email from Jim Garretson regarding the William Steeple Davis House and a proposal to change windows. Doug Constant noted that the replacement of the historically significant windows was not necessary and that the work could be done without a full replacement. Damon agreed to contact Jim regarding the matter.  Jim Grathwohl announced that the proposed 2012 budget was now due and noted that the proposed budget would mirror last year’s budget with the exception of the intern. Next Meeting: September 20, 2011 at 3 p.m. in the Town Hall Annex . Members are scheduled to meet at the annex at 1 p.m. to go on a site visit in Orient.
