DRAFT MINUTES
3:00 p.m., December 20, 2011
Town Hall Annex Executive Board Room
Attendees:
Doug Constant, Jim Grathwohl, James Garretson, Larry Jungblut, Gary Parker, Don
Feiler and Damon Rallis.
Call to Order & Approval of Minutes:
The meeting was called to order and the minutes from the November 15, 2011 meeting passed
unanimously.
Chairman’s Comments:
Jim Grathwohl announced that there would be a January 18, 2012 meeting of the North Fork Heritage
Alliance at the Orient Historical Society and asked commissioners to consider attending.
He also announced that his term as commissioner would expire in March, 2012 and, although he would
remain a commissioner, he asked that another commissioner consider stepping forward to take over the
position of chairman.
Jim also discussed a personal experience that led him to believe that many local real estate agents still do
not understand the town’s local landmark laws nor do they understand the benefits of a property being
listed on the town’s landmark registry. Commissioners discussed the possibility of setting up an
informational meeting for real estate agents as well as the general public.
Old Business:
Commissioners officially approved “The Cohen House” as the recipient of its “2011 Landmark of
the Year Award: Residential.” Damon said he would write up a draft letter announcing the
selection and work on the logistics of the awards ceremony.
Damon brought commissioners up to speed on an Eagle Scout project in which an Eagle Scout
would be repairing the existing handicap ramp at Poquatuck Hall, Orient. Commissioners agreed
that the project would be exempt from commission approval.
Jim Grathwohl brought up the need to landmark historic mile markers throughout the Town of
Southold, most of which are on state owned land. Damon agreed to reach out to Mel Phaff to
handle the initiative.
Damon presented the commissioners with proposed window changes to the approved Rose
project. Commissioners votes to approve the amendment.
Jamie Garretson told fellow commissioners that the Orient Historical Society planned to re-roof
the Hallock Building in Orient. Commissioners agreed that it would likely require an
administrative permit and requested an application for the project.
Gary Parker presented the commissioners with the Orient Wharf Company’s plan for replacing an
on-site shed, in place in kind, and commissioners agreed that the project would be exempt.
Damon told commissioners that there was still no movement on the Fowler project (
195 Village
Lane, in Orient) and that the commission would be forced to vote on the project at their next meetinig
to meet the required 60-day window.
